U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Wagons make a bit of a comeback, with new models, sales on the rise

Consider this an official invitation to hop on the wagon bandwagon. There's still tons of room because, well, it's a wagon (and market share is still extremely small). But according to new data, the segment is growing. According to a report from Bloomberg, using data from Edmunds.com, roughly 211,600 Americans purchased wagons in 2018. That is technically down from the 237,600 sold in 2017, but wagon sales in the U.S. are up 29 percent from where they were five years ago. It's also the third year in a row that wagon sales broke the 200,000 mark. The sales trends have been somewhat representative of the availability of wagons. New models have debuted during the past 5 years and therefore offer more opportunity at more brands to buy wagons. In addition to more modest cars such as the Volkswagen Golf Sportwagen, several luxury and performance brands are offering wagons today, such as Mercedes-Benz, Audi, Porsche, Jaguar, Volvo and Buick. (Bloomberg's headlines make the point that "crossovers are for the Kardashians," and wagons are just, well, classier.) This uptick in brand-name availability, as well as extremely well-executed design on most of the wagons currently available, has helped increase the segment's desirability. That, and its ability to better accomplish the same tasks at hand while standing out from the crossover and SUV crowd. Still, the posted numbers represent a small fraction of the total vehicles sold. According to the data, wagons only held a 1.4 percent market share in 2017, the segment's best recent year. Wagons hold a steadfast place in America's past, and they're writing an interesting new story. With the downturn in traditional cars, they may continue to create an unexpected narrative. Why Mazda did so well and Volvo so poorly in Consumer Reports survey

The poor performances of Tesla and all three domestic automakers got the headlines in Consumer Reports magazine's latest reliability survey, but there were other results that caught our interest. Tiny Mazda notched the biggest gain among the 29 brands included in this year's list, leap-frogging nine spots to No. 3. Buick, which was in the top 10 last year, fell 11 spots to No. 19, the biggest decline of any brand. And then there's Volvo, a brand often vaunted for its quality and reliability, dropping six spots to dead last. What gives? For starters, all three brands benefited or suffered in large part due to their relatively small portfolio of vehicles. So when raves or complaints rolled in for even one particular model, as was often the case, it weighed heavily on the entire brand. That's especially true when it involves a relatively high-volume, hot-selling model such as the Buick Enclave (more on that in a moment). Mazda fared as well as it did despite the CX-3 losing Consumer Reports' influential "recommended" status due to problems with its climate system, including leaks from the condenser and refrigerant unit that triggered a service bulletin from the automaker in late 2016. Deputy auto editor Jon Linkov said that scratch didn't hurt the overall brand, since the CX-9 crossover and MX-5 Miata both jumped up to replace it on CR's list of newly recommended vehicles, thanks to several back fixes Mazda made to both models. For Buick, the redesigned Enclave SUV earned a "Much Worse Than Average" rating after owners reported problems with the new nine-speed automatic transmission it shares with the Chevrolet Traverse as well as some issues with the climate system. There were issues with rough shifting, plus complaints about the torque converter that necessitated fixes to the computer or outright replacement. "Again, similar stuff that we saw with the Traverse: both first-year vehicles, similar powertrains," LInkov said. He said all-new vehicles or redesigns typically fare poorly in CR's reliability survey due to issues that are hard to suss out before vehicles go into everyday use by consumers. The top-selling Encore and Envision fared well, Linkov said, but were outdone by the Enclave's problematic transmission components. The Enclave was Buick's second best-selling model through September at 35,227 units. Then there is Volvo, about which there is one word to sum up its woes: infotainment.

Buick Cascada convertible likely dead after 2019

Opel announced it was discontinuing a few cars today, but the one that got our attention was the Cascada. The plan is to let the Opel Cascada live out its life until the end of 2019, with no replacement in the works. This brings into question the future of the Buick Cascada sold in the United States, since it's basically the same car and produced by Opel in the same factory in Poland. The Cascada has been on sale in other markets since 2012 badged as either an Opel or Vauxhall, but the Buick-badged car was only introduced in North America for the 2016 model year. Of course, Buick could decide to build the model beyond 2019, but it would need to find a new manufacturing location, convertibles aren't exactly popular, and the car would be egregiously old at that point. In other words, it looks like the Cascada is dead after 2019. We asked Buick what the game plan might be, and were told that there is nothing official to say at the moment. That's par for the course for something a manufacturer doesn't want to talk about yet, but it's also possible the announcement came as a surprise. Opel is no longer owned by GM, so the announcement actually came from the brand's new PSA ownership (the same French company that owns Peugeot and Citroen). As for the rationale behind the decision, that was a head scratcher, too. Opel/PSA said it was discontinuing the Cascada, as well as the subcompact Adam and Karl, in order to meet increasingly stringent emissions requirements and produce crossovers instead. This seems contradictory. Replacing a low-selling convertible and a pair of low-profit subcompacts with high-selling, high-profit crossovers sure seems like a solid business decision more than an emissions requirement one. Indeed, the Buick Cascada has never been a raging success in the United States either, with only 5,595 leaving the lots in 2017. It helped bring in some different kinds of customers to the Buick brand, but the impact is minute compared to a vehicle like the hot-selling Buick Encore. Poor headlights cause 40 cars to miss IIHS Top Safety Pick rating

Over the past few months, we've noticed a number of cars and SUVs that have come incredibly close to earning one of the IIHS's highest accolades, the Top Safety Pick rating. They have great crash test scores and solid automatic emergency braking and forward collision warning systems. What trips them up is headlights. That got us wondering, how many vehicles are there that are coming up short because they don't have headlights that meet the organization's criteria for an "Acceptable" or "Good" rating. This is a revision made after 2017, a year in which headlights weren't factored in for this specific award. This is also why why some vehicles, such as the Ford F-150, might have had the award last year, but have lost it for this year. We reached out to someone at IIHS to find out. He responded with the following car models. Depending on how you count, a whopping 40 models crash well enough to receive the rating, but don't get it because their headlights are either "Poor" or "Marginal." We say depending on how you count because the IIHS actual counts truck body styles differently, and the Infiniti Q70 is a special case. Apparently the version of the Q70 that has good headlights doesn't have adequate forward collision prevention technology. And the one that has good forward collision tech doesn't have good enough headlights. We've provided the entire list of vehicles below in alphabetical order. Interestingly, it seems the Volkswagen Group is having the most difficulty providing good headlights with its otherwise safe cars. It had the most models on the list at 9 split between Audi and Volkswagen. GM is next in line with 7 models. It is worth noting again that though these vehicles have subpar headlights and don't quite earn Top Safety Pick awards, that doesn't mean they're unsafe. They all score well enough in crash testing and forward collision prevention that they would get the coveted award if the lights were better.

Volvo and GM team with Amazon for in-car deliveries

Volvo and GM are the first automakers to pair their vehicles with a new service from Amazon that lets owners have their packages delivered inside their cars, without them having to be there. The service will initially be rolled out in 37 U.S. cities at no extra charge to Amazon Prime members with a Volvo On Call or OnStar account, and it works with same-day, two-day and standard shipping. It's intended as an alternative for people who don't want to risk having their package stolen from their front porch or receive deliveries at their workplace, and both automakers say it's an example of how they're embracing innovation as a way to make their customers' lives easier. Volvo released a video (above) showing how the service works. Users download the Amazon Key App (or " Ama-zin," as the narrator pronounces it) and link their Amazon Prime account with their Volvo On Call account — or OnStar, in the case of GM-branded vehicles. Once they register their delivery location in a publicly accessible location, users can select the "In-Car" option at checkout. They get a notification when the delivery is en route and once it's completed and the car is relocked. Volvo has been offering in-car delivery in certain European countries since 2015 through its Volvo On Call platform, which enables services like the ability to send calendar-based navigation destinations directly to the vehicle, find nearby gas stations and help locate the vehicle when you forget where you parked it. Volvo says the platform is now available in roughly 50 countries and covers more than 90 percent of its global sales. The service is compatible with 2015 or newer Volvo, Buick, Cadillac, Chevrolet and GMC vehicles. Volvo says it's available to the majority of Volvo owners, while GM says more than 7 million vehicle owners can qualify. The service is expected to roll out to more cities later. Buick Enspire EV crossover concept claims 370 miles of range

For the Beijing Auto Show, Buick is showing yet another crossover, this one in concept form. It's called the Buick Enspire, and unlike the rest of the brand's crossovers, this one is all electric. It's more than just a repurposed Bolt EV, too. Instead of the Bolt's 150 kW and 200-horsepower motor, the Buick has a 410 kW motor, which equates to 550 horsepower. Buick claims the motor will get the crossover to 60 mph in just 4 seconds. The Enspire isn't all about performance, though. It would also have a very healthy claimed range of 370 miles, topping that of the longest-range Tesla. Fast charging is supported, with Buick saying it can recover 80 percent of its charge within 40 minutes, though the company doesn't say how potent the charger used for that number is. It also apparently has support for wireless charging. This Enspire concept is rather pleasant looking, too. It has smooth, elegant curves draped on a body with a very wide, aggressive stance. The grille is an interesting evolution of Buick's current design, exaggerating the current crossbar into large wings that spread into the lights, and trading the vertical slats of the main grille for a solid illuminated insert. The rear taillights are also distinctive in how they comprise one long, slender line that form a pseudo spoiler in the rear hatch. The interior is plenty swoopy, too, with a number of futuristic touches. It has an OLED touchscreen for infotainment, and the windshield features augmented reality capabilities displaying road information and navigation routes. Luxury touches include real wood arm rests and center console. Whether we'll see a production Buick with the capabilities of the Enspire is anyone's guess. Surely to have that level of power and range would make it immensely expensive, similar to or surpassing the Tesla Model S and the Jaguar I-Pace. That would be rarefied air for Buick. But we wouldn't be surprised to see either an all-new crossover, or a redesigned current model, sporting the designs seen on this concept. And many of the cues will likely spill over to other Buick products. And while the performance seen in this concept might not reach production, we also wouldn't rule out an electric Buick of some sort, probably a crossover in the near future. General Motors has made it very clear it's going to push electric vehicle development, and a Buick crossover would be a good choice for a few reasons.

Buick teases electric concept crossover for China

Buick released a teaser image of a new all- electric concept SUV it's calling the Enspire. It'll bow at Buick Brand Night on April 17 in Wuzhen, Zhejiang, and be on display to the public at the Beijing auto show later in the month. Buick says only that the Enspire "leverages GM's global resources and is an exploration of design and new technologies. It is the brand's latest example of innovation and application of future electric smart mobility." The darkened, right rear three-quarter shot shows a rounded rear fascia, a narrow tail lamp that stretches the length of the tailgate and a third brake light on the roof spoiler. While this concept is clearly aimed at China, GM Authority notes that General Motors previously filed to trademark the "Enspire" name in the U.S. in 2015. GM CEO Mary Barra outlined the company's electrification plans for investors in November and included a slide of an unbadged crossover under the title "Leveraging existing BEV platform to expand in near term," which some are speculating could be this Enspire concept. It also suggests that Buick could be developing a vehicle based on the Chevrolet Bolt platform. GM plans to l aunch 20 new EVs by 2023, targeting 1 million electric-vehicle sales by 2026. Buick is GM's best-selling brand in China, comprising about 1.2 million vehicles sold in 2017. GM will stop reporting monthly U.S. vehicle sales

DETROIT — General Motors said on Tuesday it will stop reporting monthly U.S. vehicle sales, saying the 30-day snapshot does not accurately reflect the market, and will instead issue quarterly sales. GM will also no longer report monthly sales in China, its largest market, and Brazil. GM will provide monthly data to the U.S. Federal Reserve, industry associations and government agencies across the globe, but that data is not made public. Analysts and investors rely on monthly U.S. vehicle sales not just to track the performance of individual automakers, but as a barometer of the health of the world's second-largest auto market and as an indicator of consumer confidence in the U.S. economy overall. GM and its Detroit rivals Ford and Fiat Chrysler have relied heavily on sales of high-margin pickup truck and SUV sales to boost profits. GM's total U.S. sales, its second-largest market, are down 3.2 percent for the first two months of 2018, reflecting a 6.8 percent drop in retail sales to individual customers, the company reported last month. GM executives have expressed frustration that comparisons of monthly U.S. sales results among rival automakers are distorted by short-term discount programs, and by differences in strategy for selling vehicles in bulk to rental car fleets. "Thirty days is not enough time to separate real sales trends from short-term fluctuations in a very dynamic, highly competitive market," Kurt McNeil, U.S. vice president for sales operations said in a statement. GM's actions could prompt other automakers to also switch to quarterly U.S. sales reports. Major automakers will report March U.S. new vehicle sales on Tuesday. Until the early 1990s, most U.S. automakers released sales results every 10 days. The former Chrysler Corp. stopped reporting sales on a 10-day basis in 1990, and rivals followed suit over the next three years. GM executives are betting that investors will quickly adapt to receiving U.S. sales data every three months, as investors in other retail sectors already have.
