Daimler is launching its "Smart Ready to Rent" service in Europe. Beginning this month in German and French cities, the rental scheme bridges the gap between short-term Car2go rentals and longer leases. Customers book the Smart model of their choice – including the emissions-free Electric Drive and the hotter Brabus versions – for a period of one day up to three months. As such, Smart Ready to Rent is useful to those who live outside of an urban center. Users can book a car online or through a dealer, and vehicles are collected and returned at the dealership. Read more at Green Car Congress. Volkswagen will launch its MOIA mobility arm in the US in 2018. The recently announced brand will take on public transportation as a competitor with services such as ride hailing and car sharing. VW is looking into forging partnerships with the likes of technology and ride sharing companies. The automaker also expects to show an electric shuttle-type concept in 2017 for pooling services, but will use the three-row VW Atlas crossover in the meantime until that concept reaches production. Once lithium-ion batteries have outlived their usefulness for automotive duty, some automakers (BMW, Nissan, and Toyota included) are looking at ways to use their remaining capacity, such as for stationary energy storage. The new report, though, says that reusing batteries offers "questionable returns on account of reduced performance." Better to be like Tesla, and just recycle them. Read more at Hybrid Cars. Automakers want to stop the EPA's fuel economy rules change, and why that's a shortsighted move

With a Trump Administration looming, the EPA moved quickly after the election to propose finalizing future fuel economy rules last week. The auto industry doesn't like that (surprise), and has started making moves to stop the EPA. Ford CEO Mark Fields said he wanted to lobby Trump to lower the standards, and now the Auto Alliance, a manufacturer group, is saying it will join the fight against cleaner cars. The Alliance represents 12 automakers: BMW, Fiat Chrysler, Ford, GM, Jaguar Land Rover, Mazda, Mercedes-Benz, Mitsubishi, Porsche, Toyota, VW, and Volvo. Gloria Bergquist, a spokesperson for the Alliance, told Automotive News that the "EPA's sudden and controversial move to propose auto regulations eight months early - even after Congress warned agencies about taking such steps while political appointees were packing their bags - calls out for congressional action to pause this rulemaking until a thoughtful policy review can occur." The EPA was going to consider public comments through April 2017, but then said it would move the deadline to the end of December. That means that it can finalize the rules before President Obama leaves office. The director of public affairs for the Consumer Federation of America, Jack Gillis, said on a conference call with reporters last week when the EPA originally announced its decision that it is unlikely that President Trump will be able to roll back these changes. Gillis also said on the same call that any attempt by the automakers to prevent these changes would be history repeating itself. "These are the same companies that fought airbags, and now promoting the fact that every car has multiple airbags," he said. "These are the same companies that fought the crash-test program, and now are promoting the crash-test ratings published by the government. So, it's clear that they're misperceiving the needs of the American consumer." There are more reasons the Allliance's pushback is flawed. Carol Lee Rawn, the transportation program director for Ceres, said on that call that the automotive industry is a global one, and many automakers are moving to global platforms to help them meet strict fuel economy rules around the world.

France may still ban diesel vehicle sales

Legislators in France are not afraid to bring out the ban hammer when it comes to dirty vehicles. The city of Paris has implemented bans on old clunkers, and the French Prime Minister, Manuel Valls, said in 2014 that diesel cars were a "mistake" and that the government would "progressively undo" the error. Now the national government has said it will not rule out banning sales of new diesel vehicles by Renault and Volkswagen if those companies don't answer more questions about their vehicles' emissions. Environment Minister Segolene Royal said last week that France wants more information about the VW diesel defeat device and Renault's engine software. "We will be asking the consumer fraud investigators and prosecutors to communicate any findings that will enable us to establish whether it's necessary to withdraw sales authorizations," Royal said. Royal has been making waves recently at the COP22 meeting in Marrakesh, Morocco and said that Donald Trump's environmental policies will be " absolutely catastrophic" and weaken the US' standing in the world. If the US doesn't want to lead on climate change efforts, she said, "China can take the place of the United States." She has also been involved in a controversy at home over votes that her staff made to allow higher emissions level from vehicles. Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." The Volkswagen Sustainability Council held its inaugural meeting in Berlin. Made up of nine international experts, the council will advise VW and take action on its own as it sees fit. In the meeting, the council decided that in 2017 it will focus on tackling CO2 emissions, planning for post-2025 regulations, and assisting the automaker's "transformation from car manufacturer to mobility services provider," as VW Chairman Matthias Muller puts it. Volkswagen has approved 20 million euros (about $21.75 million) in funding for Sustainability Council projects for its first two years. "We are fully aware of the large transformation that lays ahead Volkswagen Group," says George Kell, Sustainability Council Chair and Founding Director of UN Global Compact. Honda plans to ramp up its share of hybrids sold in the US. In response to increasingly strict emissions standards, the company wants electrified vehicles (including hybrid, plug-in hybrid, battery electric, and fuel cell vehicles) to make up two-thirds of Honda and Acura sales in US by 2030. Some analysts are skeptical, though. Christopher Richter of CLSA Asia-Pacific Markets says that dealers are telling Honda they don't want hybrids. Witnesses report spotting what could possibly be the Zee.Aero electric aircraft at Hollister Airport in California. Zee.Aero, a startup funded by Google cofounder Larry Page, has a hangar at that airport, where a photo was taken of the aircraft in question. The craft is said to be capable of vertical takeoff and landing and can fit in a one-car garage, earning it the "flying car" moniker. Consumer Reports no longer recommends Honda Civic

Consumer Reports annual Car Reliability Survey is out, and yes, there are some big surprises. First and foremost? The venerable publication no longer recommends the Honda Civic. In fact, aside from the walking-dead CR-Z and limited-release Clarity fuel-cell car, the Civic is the only Honda to miss out on CR's prestigious nod. At the opposite end there's a surprise as well – Toyota and Lexus remain the most reliable brands on the market, but Buick cracked the top three. That's up from seventh last year, and the first time for an American brand to stand on the Consumer Reports podium. Mazda's entire lineup earned Recommended checks as well. Consumer Reports dinged the Civic for its "infuriating" touch-screen radio, lack of driver lumbar adjustability, the limited selection of cars on dealer lots fitted with Honda's popular Sensing system, and the company's decision to offer LaneWatch instead of a full-tilt blind-spot monitoring system. Its score? A lowly 58. The Civic isn't the only surprise drop from CR's Recommended ranks. The Audi A3, Ford F-150, Subaru WRX/STI, and Volkswagen Jetta, GTI, and Passat all lost the Consumer Reports' checkmark. On the flipside, a number of popular vehicles graduated to the Recommended ranks, including the BMW X5, Chevrolet Camaro, Corvette, and Cruze, Hyundai Santa Fe, Porsche Macan, and Tesla Model S. Perhaps the biggest surprise is the hilariously recall-prone Ford Escape getting a Recommended check – considering the popularity of Ford's small crossover, this is likely a coup for the brand, as it puts the Escape on a level playing field with the Recommended Toyota RAV4, Honda CR-V, and Nissan Rogue. While Ford is probably happy to see CR promote the Escape, the list wasn't as kind for every brand. For example, of the entire Fiat Chrysler Automobiles catalog, the ancient Chrysler 300 was the only car to score a check – there wasn't a single Dodge, Fiat, Jeep, Maserati, or Ram on the list. That hurts. FCA isn't alone at the low end, either. GMC, Jaguar Land Rover, Mini, and Mitsubishi don't have a vehicle on CR's list between them, while brands like Mercedes-Benz, Volvo, Nissan, Lincoln, Infiniti, and Cadillac only have a few models each. Volkswagen Group looks to add ridesharing brand to portfolio

Volkswagen is rapidly trying to put the ongoing diesel scandal behind it at the Paris Motor Show with the unveiling of the automaker's electric I.D. Concept. In addition to unveiling the EV, the automaker also announced that it established a yet-to-be-named subsidiary for ridesharing purposes. The new brand will be VW Group's 13th, and will add mobility services to in the form of a carpooling service, similar to that of Uber and Lyft. This will include teaming up with Gett – a cab-hailing startup that operates in roughly 70 cities worldwide, which includes New York City, that was previously known as GetTaxi. Earlier this year, VW invested $300 million in the company. In addition to ridesharing, VW Group claims it is also hard at work on its own shuttle service as the brand aims to become a leader in urban mobility services by 2025. The name of the 13th brand and more information on the subsidiary will be released in November. VW Group also announced plans to give Gett drivers in Moscow, Russia "preferential terms" on a Volkswagen Polo, Volkswagen Jetta, Skoda Octavia, or Skoda Rapid. VW Group's 13th brand sounds similar to Mercedes-Benz's Vision Van Concept, which the automaker would allow consumers to lease and purchase the vehicle, as well as rent its services on a short-term basis. While the Vision Van Concept is a commercial vehicle that has delivery drones on the roof to aid deliveries, VW Group's shuttle service sounds more like autonomous buses to ferry people around. VW pulls Lamborghini and Bentley from the Paris Motor Show

It's been slightly more than a year since the news that Volkswagen had intentionally cheated on diesel emissions testing broke. Since then, the company's reputation and image have suffered and it has struggled to regain its footing and composure. The automaker is shelling out billions in fines, so cost cutting is inevitable. Today, Reuters reports that Volkswagen subsidiaries Lamborghini and Bentley won't bring their elaborate displays to the Paris Motor Show next week. Auto shows can cost automakers millions of dollars, especially for supercar and luxury car brands that constantly try to compete and one-up with each other. Much of the money and fanfare goes to catering the media, and if an automaker has nothing new to reveal it can be difficult to justify the expense. The company told Reuters that it plans to attend smaller events that focus more on potential buyers. The Volkswagen group as a whole has shifted it's focus, both when it comes to products and auto shows like Paris. Next week, the automaker will be focusing on electric vehicles and electromobility. The company plans to reveal a new EV with 373 miles of range, eclipsing both the Tesla Model 3 and Chevy Bolt. Volkswagen has plans for 30 new electric vehicles by 2025. Lamborghini and Bentley aren't the only major automakers skipping Paris. Ford, Volvo, and Aston Martin have all decided to save money and focus their efforts elsewhere. Related Video:

Toyota is recalling 7,600 Prius vehicles for an airbag issue. Certain examples of the 2016 Prius could have malfunctioning inflators that could cause the passenger side airbags to deploy accidentally. There are no known injuries from the faulty airbags, but Toyota says, "This has been observed when the vehicle is parked and unoccupied for a period of time." Toyota also says this issue is unrelated to the massive recall of airbags supplied by Takata. The automaker will contact affected owners to arrange free repairs. Read more at Automotive News. Peugeot is adding another e-bike to its portfolio with the eU01s. What sets this electrically assisted bicycle apart from both regular bikes and other pedelecs is its ability to propel the bike to 28 mph under electric power. It comes with either a 400- or 500-Wh lithium-ion battery, providing 47 or 59 miles of range, respectively. It also offers an optional on-board computer with its 4.3-inch screen, through which riders can customize the electric assistance, get directions, receive sports coaching, and connect their smartphone. In the second of three phases for the plant, BYD is adding onto its factory in Lancaster, California, where it currently builds electric buses. The Chinese company plans to triple the number of employees, up from the current 400, as it expands the facility by 40,000 square feet. BYD plans to build medium- and heavy-duty trucks at the plant, but declined to comment on whether it has plans to build light-duty vehicles there. Read more at Automotive News. The German states of Hesse and Baden-Wuerttemberg are suing Volkswagen over the Dieselgate scandal. The states are joining other investors seeking damages over losses incurred because of the automaker's emissions cheat device. Hesse Finance Minister Thomas Schaefer said the scandal cost the state about $4.4 million in stock losses, while Baden-Wuerttemberg likely lost closer to $450,000. VW adding particulate filters to gas engines

Volkswagen is working hard to overcome the PR disaster that is its diesel emissions scandal, and part of its efforts is focusing, weirdly, on petrol engines. Starting in June 2017, the embattled German automaker will add particulate filters to the gas-powered Volkswagen Tiguan and Audi A5. The change will eventually impact nearly every direct-injected gas engine the VW Group makes. Audi? Particulate filter. Seat? Particulate filter. Even Bentley is going to get the tech, all in a bid to reduce soot emissions by 90 percent. In fact, by 2022 VAG expects 7 million of its vehicles to boast the emissions-cleaning tech, which has long been a fixture on diesel engines. "Following increases in efficiency and lower CO2 output, we are now bringing about a sustained reduction in the emission levels of our modern petrol engines by fitting particulate filters as standard," Volkswagen Group research and design boss Dr. Ulrich Eichhorn said in a statement. "In the future, all models will be equipped with the latest and most efficient SCR catalytic converter technology." VW's initial rollout focuses on the 1.4-liter, turbocharged Tiguan and the 2.0-liter, turbocharged A5. Considering the popularity of the 2.0-liter across the VW range, we'd expect it's only a matter of time before VW expands its particulate filters tech to additional gas-powered vehicles.
