California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Subaru recalls 81,000 Impreza models for airbag replacement

Subaru has submitted paperwork to The National Highway Traffic Safety Administration regarding an Impreza recall to replace faulty Takata airbag inflators, and the final tally is 81,100 units built between January 28, 2003 and May 31, 2005. Earlier this month Subaru had projected 78,000 Imprezas would be recalled from the 2004 and 2005 model years, but that final number also includes the Saab 9-2x; that Saab model, nicknamed the "Saabaru," was a badge-engineered Impreza Wagon that General Motors began selling in 2004. Affected Saab models were built from February 11, 2004 to March 17, 2005. This recall specifically affects passenger-side inflators, and Subaru and GM will notify owners that they can take their cars to the dealer for a free repair. The recall doesn't officially begin, however, until July 17, 2015. The notice from the NHTSA below has more information. Mazda, Mitsubishi, and Subaru expand global Takata recalls by 715k [UPDATE]

UPDATE: Subaru of America spokesperson Michael McHale tells Autoblog that the company is recalling 78,000 Imprezas from the 2004 and 2005 model years in the US. This is a national expansion of the company's previous regional recall for the Impreza. The Takata airbag inflator recall just keeps growing. The latest expansion encompasses 715,000 vehicles from Mazda, Mitsubishi, and Subaru. Many of the affected models are in Japan. The largest expansion from these three automakers comes from Mitsubishi. According to Reuters, the company is adding 100,000 vehicles in Japan and 412,000 outside of the country without identifying any specific regions. Mazda is issuing safety campaigns for 112,000 vehicles in Japan, and some of these include models that the company produces there for Mitsubishi and Nissan, according to Reuters. In statement to Autoblog (embedded below), Mazda said that it is still evaluating the situation in terms of a possible effect on the US. Finally, Subaru is calling in 91,000 Imprezas in Japan. At this time, it isn't clear whether Mitsubishi's or Subaru's expansions affect the United States, but Autoblog has reached out to them for more information. According to research by the National Highway Traffic Safety Administration, exposure to moisture can cause the propellant in these inflators to ignite too quickly and cause these dangerous ruptures. 2017 Scion FR-S getting slight power bump?

A common refrain when discussing the Scion FR-S and its sibling the Subaru BRZ is that they are capable vehicles but are in need of more power. The latest rumors suggest that some more muscle might finally be on the way for the coupe's refresh. Don't expect something like the STI Performance Concept with a 300-horsepower, turbocharged flat-four, though – the gains in the real world are likely to be significantly more modest. According to Toyota insiders speaking with Motoring in Australia, the local Toyota GT86 (our FR-S) is due for a styling and powertrain refresh for the next model year. The 2.0-liter boxer four-cylinder engine isn't expected to get a drastic power increase, but it's not being completely neglected. A new intake manifold and friction reductions reportedly allow for five percent more grunt. If accurate, and if the changes also come here, that would take output of the US version to 210 hp and 159 pound-feet of torque. The adjustments could improve fuel economy by seven percent, as well. Handling is already a forte for the FR-S and BRZ, and things could get even better with this refresh. Motoring claims that dampers from Sachs might become standard equipment, along with a reinforced subframe. The close relationship with the BRZ reportedly rules out any dramatic changes to the styling for this update. However, the coupe is still likely to wear a new hood with vents in it, reshaped headlights, and a revised fascia with a larger lower grille. At the rear, expect a rear diffuser and exhaust pipes at the corners. While minor compared to all of these rumored updates, Scion recently gave the FR-S a few tweaks in the US for the 2016 model year (pictured above). In addition to some new colors and interior trim, it now comes standard with a seven-inch touchscreen infotainment system and rearview camera.

Subaru boosting US capacity thanks to strong sales

It is very, very good to be Subaru right now. The company is rolling, with its global operating profits increasing 21 percent last quarter. While part of that is due to favorable currency conditions, the simple fact is that Subaru is selling a hell of a lot of cars, particularly in North America. The company's North American branch is expected to hit its sales goal of 600,000 units per year five years ahead of schedule, after moving 570,000 units in the recently completed fiscal year (remember, the Japanese fiscal year runs from April 1 to March 31). Last quarter alone, Subaru NA saw a 12 percent increase in sales, significantly more than either the company's home market or the increasingly vital Chinese market, where sales declined by one and 14 percent, respectively. With such promising results, it's no surprise that Fuji Heavy Industries President Yasuyuki Yoshinaga announced plans to bump up production at the company's Indiana factory. Yoshinaga-san is pushing for annual capacity of 394,000 units by the end of calendar year 2016, Automotive News reports, adding that inventory levels in the US are too low. "If only we had more cars, we could be selling more," Yoshinaga told AN during a news conference. FHI's previous plans for the factory were much less aggressive. Originally, production would be expanded to 328,000 units by 2017, AN reports, with an eye towards a full 400,000 units per year by 2021. With 394,000 rolling out of the Lafayette, IN factory by next year, though, it's clear how keen Subaru is to take advantage of such strong demand. This or That: 2005 Dodge Ram SRT-10 vs. 2005 Subaru WRX STI [w/poll]

Some cars, due to ultimate desirability, particular rareness, or spectacular performance/prestige eventually become collectible. It's darn near impossible to know which ones will make it into the rarefied stratosphere of collectibility – why is a late 1960s AMC AMX so affordable these days, whereas prices for late '70s Pontiac Trans Ams are soaring? – but there are some useful indicators to keep tabs on. We're not exactly experts on investing, but we do know cars. As such, we've decided to take our non-expertise on one hand, combine it in the other with our knowledge of all things automotive, wad it up, throw it out and ask for your forgiveness. Or something like that. I've challenged Senior Editor Seyth Miersma to choose a car he thinks will become a future collector's item that's not more than 10 years old, and for no more than $25,000. I've done the same, and we vigorously argued for and against each other's picks. I feel good about my choice, but I don't have the best track record in these contests (I've lost three times, won twice, but they've all been pretty close), so, while I'm not going to beg (please vote for me!), I do hope you find my argument convincing. But first, let's hear from Seyth: Miersma: Ten-years old or newer makes this challenging. At that age most vehicles feel like a plain old used car to me, few hit the "classic" button. But the Subaru WRX STI has always been a special car, and the 2005 cutoff year proves to be very attractive for the parameters of our contest. It's rare; with fewer than 5,000 STI models sold that model year. It's probably the best looking WRX STI ever sold in America; narrowly avoiding the dreadful "horse collar" front fascia. And it's got one of the more die-hard car-geek followings out there. For $25,000, you can also still find examples that have reasonable miles, are in good condition, and haven't all been molested by grown-up Initial D wannabes. With the street racers hacking up collectable examples every day, I like my odds for steep appreciation by way of conservation. I couldn't agree more. It really is difficult to predict what cars will catch the eye of collectors, and the WRX STI seems like a pretty good choice. But I think mine is even better, and I can't let him know that I'd love to park just such an STI in my very own garage. And so goes my argument: Korzeniewski: I like your choice as a driver, Seyth. I'm less convinced of its status as a sure-fire collectible.

2016 Subaru WRX and STI get new safety, tech equipment

The Subaru WRX and STI were just thoroughly revamped, but the Japanese brand has decided to tweak the offerings slightly for the 2016 model year. The changes include some upgraded safety systems, and as a possible blasphemy to fans, a smaller wing is being offered on the STI. The latest versions should hit dealers in the summer, but prices grow slightly. A base WRX is $300 more than last year at at $26,595 (plus $795 destination on all of them), and the cheapest STI is $34,695, a $200 increase. The WRX is undoubtedly fun to drive already, but the Premium and Limited trims now ride on standard 18-inch wheels with summer performance tires. For added in-car entertainment, Subaru is giving all models, including the STI, its 6.2-inch Starlink infotainment system that includes a rearview camera. Vehicles with navigation get a seven-inch version. Driving a WRX might be just a little safer too because Subaru is offering its EyeSight system with adaptive cruise control, pre-collision braking, lane departure warning, and lane keeping assist as an option on the Limited with the CVT. It's packaged with things like the nav system, upgraded radio, keyless start, and steering-responsive foglights for $4,095. The same trim with the six-speed manual gets a similar bundle but replaces some of the safety tech with just blind spot detection and rear cross traffic alert for $3,100. In perhaps the most contentious change, the STI Limited trim is now available with a tiny, trunk lip spoiler as a no-cost option. Seeing the aggressive sedan without the big wing certainly looks odd in photos, and it's still available for buyers who want it. Nine cars we wish were convertibles

The snow has melted, the sun is shining, and the days are getting longer. At the Autoblog Detroit office we feel like our winter hibernation is finally over. And with warmer temperatures come visions of opening up a convertible roof and cruising. You know, just turn up the bass and let the Alpine blast. There are plenty of droptops on sale in the US, and more on the way (like the 2016 Mazda MX-5 Miata). That said, we always want more. More! More! More! In that spirit, we cooked up a list of nine cars aren't currently sold as convertible, but ought to be. Check out our picks, below. Summer's just around the corner. Subaru BRZ / Scion FR-S In some parallel universe, this car actually happened. Toyota showed us a FT 86 Convertible concept at the Geneva Motor Show in 2013, and we immediately started licking our chops over the thought of a rear-wheel-drive convertible based on the Subaru BRZ and Scion FR-S twins. These days, the MX-5 Miata is our only option for affordable roadster fun. A competitor to the Mazda seems like a no-brainer to us, especially since we have naught but good to say about the BRZ/FR-S as-is. Unfortunately in our present timeline, this car is as likely for production as a BRZ STI. Which is to say, not very. Dang. Lexus RC F Unlike the FR-S, a convertible from Toyota's luxury division might actually see the light of day. The current IS convertible is about to be phased out, and the Lexus LF-C2 concept from the 2014 Los Angeles Auto Show is really a thinly veiled look at a possible RC convertible. A droptop RC would be plenty good, but let's reach for the starts. What we really want is to run topless in an RC F, complete with that powerful, loud, 5.0-liter V8 engine. Lexus says the RC F is a true competitor to the BMW M4. If that's true, it only makes sense for Lexus to mimic the Germans and offer its performance coupe in a folding hardtop form. Maybach Landaulet Maybach is bach back, recast as an upper crust trim level for Mercedes-Benz. The Mercedes-Maybach S600 is seriously awesome, and more luxurious than a trip to the spa. But why not go a step into the truly ridiculous levels of extravagence and bring back that open-top Landaulet? We think your local princess will love this idea, and with better S-Class bones underneath, Jeeves will have a pretty enjoyable ship to steer, too. Besides, with that slick new Mercedes design language, a Landaulet redux wouldn't be nearly as hideous as the old model, pictured here.

Subaru beefs up new Exiga Crossover 7 in Japan

While we wait for Subaru to roll out a replacement for the troubled Tribeca crossover here in North America, in other markets the Japanese automaker continues to introduce other wagons of varying heights and capacities. Like the Levorg wagon offered in Japan and soon to be introduced in Europe, or the new Exiga Crossover 7 announced for the company's domestic market. We first caught a glimpse of the Exiga in concept form way back at the 2007 Tokyo Motor Show, and the seven-seat wagon entered production the following year. What sets this version apart is its higher stance, transforming it into a pseudo-crossover in similar fashion to how the Outback transformed the Legacy or the XV Crosstrek builds upon the Impreza. It's based on the same platform as well, and retains the existing Exiga's seven-seat cabin, with three rows of seating that fold down to make the interior volume adaptable to whatever needs might arise. The crossover version also rides higher on 17-inch wheels, with reinforced lower bodywork, a larger front grille and roof rails to give it a more rugged look. Power comes in the form of a 2.5-liter boxer four, mated to a continuously variable transmission and driving 171 horsepower to all four wheels in typical Subaru style. Fuji Heavy figures it will sell around 600 of these every month in Japan, but it looks unlikely to export it to other markets - least of all our own. Jacked up and ruggedized though it may be, our sources at Subaru tell us this vehicle is too small to have anything to do with the Tribeca replacement we've been waiting for and which promises to be a fair bit larger to suit American tastes. NHTSA investigating 33k Subaru Imprezas for airbag sensor flaw

The National Highway Traffic Safety Administration is beginning an investigation into an estimated 33,500 units of the 2012 Subaru Impreza because of a potential flaw with the sensor for the airbag system. The government agency has 26 complaints about possible faults with the Occupant Detection System for the front passenger seat, and this is the sensor that decides whether a person is an adult, petite, child seat or some other object and adjusts the deployment of the airbag accordingly. However, these reports allege that it was incorrectly turned off when someone was in the vehicle, which caused the airbag not to activate. Subaru put out a Technical Service Bulletin in May 2012 that attempted to address a similar problem. For now, this investigation is classified as a preliminary evaluation and is gathering more data about the potential problem to "assess the scope, frequency, and consequence," according to NHTSA. SUMMARY: The Office of Defects Investigation has received 26 Vehicle Owner Questionnaire reports involving the passenger frontal air bag in MY 2012 Subaru Impreza vehicles. These vehicles use a capacitive type Occupant Detection System, which is intended to classify the occupant of the passenger seat as either full sized, small stature, a child seat or other object. The reports allege that the Occupant Detection System, failed to operate properly and incorrectly suppressed (turned off) the front passenger air bag when the seat was occupied. In a frontal crash sufficient to warranty deployment, a suppressed air bag may increase the risk of injury to the occupant of the seat. Additionally, ODI notes that Subaru published a Technical Service Bulletin (TSB) No. 17-16-12 on May 29, 2012 to address conditions with the Occupant Detection System that can lead to suppression of the passenger air bag when the passenger seat is occupied. ODI is opening this this investigation to assess the scope, frequency, and consequence of incorrect air bag suppression and any connection that may exists to the TSB.
