VW admits 430,000 2016 models have implausible CO2 ratings

Volkswagen finally explained more details about its CO2 rating scandal in Europe and admitted that 430,046 of the estimated 800,000 affected vehicles with "implausible" figures came from the 2016 model year. They included some from Audi, Seat, Skoda, VW, and VW Commercial Vehicles, according to the automaker's list (as a PDF). The problem mostly impacts diesel engines, but the inventory also shows some gasoline mills. VW will next determine the accurate CO2 emissions for these vehicles, and the German Federal Vehicle and Transport Authority will supervise that process to ensure the data's veracity. The automaker will also launch websites in Europe to let owners enter their model's VIN to check whether it's affected. Because governments there often link vehicle taxes and CO2 production, the company promises to work with regulators in each country to cover any fees that result from the inaccurate figures. VW announced the CO2 scandal earlier in November and estimated the equivalent of $2.2 billion to fix it at the time. A later report claimed that a group of engineers were responsible for fabricating the emissions data. They allegedly couldn't meet reduction goals from Martin Winterkorn, and between 2013 and this spring the workers did things like overinflate the tires during testing to achieve the desired results. VW is also closer to a fix in the diesel emissions scandal. According to an anonymous insider to Bloomberg, the company has a repair for the 1.6-liter engine that's reportedly neither very complex nor expensive. German regulators would still need to approve the solution before it could roll out to owners. The latest issue for Volkswagen affects another 800,000 vehicles, and this time its for irregularities in CO2 emissions certifications. VW estimates this issue could cost the company $2.2 billion to fix. The company officially makes no specific mention of which engines are covered, the models they are in, or even where they are located. VW discovered the situation during its ongoing internal investigation, and, according to the automaker, "it was established that the CO2 levels and thus the fuel consumption figures for some models were set too low during the CO2 certification process." Most of the affected vehicles are diesels, and the company is now reaching out to "the responsible type approval agencies" to figure out the next step. While VW isn't officially confirming which models and engines are involved, Automotive News reports that it affects some 2012 and later VW, Audi, Seat, and Skoda models with the company's 1.4-, 1.6-, and 2.0-liter diesel engines, as well as the 1.4-liter ACT gasoline engine. The issue mainly affects vehicles sold in Europe. "The Board of Management of Volkswagen AG deeply regrets this situation and wishes to underscore its determination to systematically continue along the present path of clarification and transparency," CEO Matthias Muller said in the announcement. Volkswagen Group of America spokesperson Jeannine Ginivan was able to provide some further clarification to Autoblog. "This is not related to US-certified vehicles," she said. Vahland leaving VW over dispute on how to run NA region

On November 1, Winfried Vahland was supposed to take over Volkswagen Group's recently created North American region that combines Canada, the US, and Mexico. But the longtime exec has instead decided to leave the automaker after a dispute over how to manage the new combined region. Vahland is currently the boss at Skoda, and in a statement about his departure the Czech company said: "Differing views on the organization of the new Group region have led to this decision; this decision is expressly not related to current events on the issue of diesel engines." Vahland is leaving at his own request, the announcement says. Vahland was appointed to run to North American region during VW's massive corporate shakeup on September 25. The decision was part of the automaker's plan to put a greater emphasis on regions and brands, rather than on centralized authority. According to Automotive News Europe citing a report from Germany's Auto Bild, Vahland was passed over for the CEO job, with Matthias Muller taking that position. Amidst the changes, Michael Horn remained at the helm of Volkswagen Group of America, reporting to the new regional boss. Vahland joined the automaker in 1990 and started running VW's operations in China in 2005. He became boss at Skoda in 2010. "In the last 25 years, Prof. Vahland made a great contribution to the company. We respect his decision and thank him for his exceptional performance," Muller said in the departure announcement. FCA to pay buyers $1,700 to swap out of scandal-mired VWs

FCA is trying to gain some sales from arch-rival VW in the competitive European market by offering potential buyers in Italy up to $1,700 to swap into an FCA group car. While the promotion isn't specifically targeted at TDI owners affected by the emissions scandal, it is clearly intended to turn dissatisfaction with VW's defeat device cheat into additional sales, Bloomberg reports. The 500-1,500 euro incentive (roughly $560-1,700, depending on vehicle) stacks on top of any other rebates or deals applicable, and applies if a buyer brings in any of Volkswagen Group's cars – including Audi, Skoda, and SEAT, among (many) others. As Bloomberg notes, it's normal for automakers to offer "conquest" deals – giving a buyer cash for trading in a competitor's vehicle. Those deals aren't usually limited to one company's products, however; FCA's program looks specifically to take advantage of VW's legal and public relations nightmare. FCA isn't the only automaker trying this trick in Italy. Automotive News Europe also reported that Ford is offering approximately $840 in incentives across its entire range to owners of VW vehicles seeking to trade in for a Ford. No word of yet as to whether these incentives will spread beyond Italy or to other automakers.Related Video:

Fiat Chrysler Automobiles (FCA) has approved the use of E15 in its 2016 model year vehicles. The Renewable Fuels Association is pleased with the automaker's choice to cover the higher ethanol blend in its warranty statements, describing it as a positive signal for the future growth of E15. "FCA's decision to join GM and Ford provides clear evidence that the tide on E15 has turned," says RFA President and CEO Bob Dinneen. "The automaker's decision not to embrace E15 had been a major point of concern and tension for the last three years." Read more from the RFA. Skoda's head of purchasing, Dieter Seemann, discusses sourcing EV components in a new interview. He says the biggest challenge is seeking out future suppliers for electric motor and connected vehicle components. "We have to really understand what happens in this business to identify the right partners to have in five to eight years from now," says Seemann. "Many of these are suppliers completely new to us." He says Skoda purchases 50 to 55 percent of its parts directly, while chassis and powertrain parts are shared among other Volkswagen Group brands. Read the full interview at Automotive News Europe. Nissan is helping the European Commission develop a pedestrian alert system for electric vehicles. Called Electric Vehicle Alert for Detection and Emergency Response (eVADER), the project aims to develop technology that provides audible cues to alert pedestrians to oncoming vehicles without contributing to noise pollution. Nissan created a system for the Leaf that uses a camera to recognize pedestrians and cyclists and direct a sound in their direction. This work will help the EU shape its laws moving forward. Read more at Electric Cars Report. The Nissan Murano Hybrid has gone on sale in China. The Murano Hybrid is powered by a supercharged 2.5-liter engine and an electric motor with lithium-ion battery. The hybrid uses Nissan's All Mode 4x4-i all-wheel-drive system, and is equipped with a host of safety technology. VW Group to split brands under four holding companies

The Volkswagen Group is planning a tremendous shift in its internal structure that will decentralize operations by splitting its 12 brands into four different holding companies. Here's the breakdown. Things will be split logically, considering the inter-sharing of parts, platforms, and engines. The Volkswagen brand, Seat, and Skoda make up a passenger vehicle division led by former BMW man Herbert Diess. Audi, which is tightly intertwined with Lamborghini and motorcycle manufacturer Ducati, will be managed by current Audi exec Rupert Stadler. Porsche and Bentley, which are already quite close, will be joined by Bugatti and run by Matthias Mueller. Finally, a commercial vehicles division will include Volkswagen Commercial, Scania, and Man. Former Daimler exec Andreas Renschler will take care of the big vehicles. The massive move, according to Automotive News Europe, is part of an internal VAG effort to move away from the structure established by ousted Chairman Ferdinand Piech, who favored a compact, but highly centralized, management structure to oversee the independent actions of the company's brands. Criticism of Piech's arrangement stemmed from the company's slow responses to changes in the market, ANE reports. The new structure should make for a more efficient, streamlined company that's better able to make crucial decisions. What are your thoughts? Skoda launching two new CNG-powered vehicles in Europe in June

Skoda's second- and third-ever production compressed natural gas (CNG) vehicles aren't exactly speed burners, but they are efficient. The Czech automaker, which is owned by Volkswagen, will introduce its Octavia G-TEC and Octavia Combi G-TEC models to most of Europe next month. Skoda's first CNG model was the Citigo, which debuted in 2012. The Octavia models will have a turbocharged 1.4-liter engine that will deliver about 109 horsepower. Quickness isn't these cars' virtue, as their 0-60 mile per hour acceleration time will be almost 11 seconds. But they can go as far as 826 miles on their tanks of gas and CNG, enough to go from Prague to Rome in one shot, in case anyone was curious. Or nuts. The move by Skoda makes sense, as the CNG market in Europe has long been far further along than it is on this side of the pond, where CNG has primarily been used to move delivery trucks, but it's now available in pickups form Chrysler, Ford and General Motors as well as passenger cars from Chevy and Honda. The Skoda Citigo has moved almost 2,000 units since its debut, with 1,300 vehicles sold last year alone. That car can go as far as 385 miles on CNG and gasoline combined, which is impressive but not quite as bladder busting as the Octavia models. Check out Skoda's press release below.
