Why China will soon lead the electric vehicle market

China could be the world's largest electric vehicle market by 2020, thanks to significant government subsidies and the major drawbacks of owning an internal combustion model there. The country's populace registered 75,000 EVs in 2014, and sales figures in 2015 looked even better. In a new video, Renault-Nissan examines the trend and why it happened. Chinese cities heavily encourage buyers to go green through vehicle incentives, but they also make it a hassle to be a polluter. In some places, there's a lottery to limit vehicle registrations and alternating driving bans for even or odd license plate numbers. However, these limits don't apply to EVs, and the country's automakers have benefited from the regulations by introducing small, inexpensive electric models, albeit with sometimes hilarious styling. China's emissions regulations will get even tighter in the coming years. In fact, a Honda exec recently predicted the company wouldn't be able to sell any models there without some form of electric assistance by 2025. Recharge Wrap-up: No fast charger funding from GM, Tesla Model X buyer's guide

General Motors does not plan to fund any CCS fast-charging infrastructure to go along with the launch of the Chevrolet Bolt. Other automakers – Audi, BMW, Nissan, Volkswagen and, of course, Tesla - are investing in the deployment of fast chargers to aid the mobility of their EV customers. With the debut of the Chevy Bolt, which has an option for a CCS fast-charging port, Green Car Reports asked a panel of GM executives if it had similar plans. "We are not actively working on providing infrastructure [for the Bolt EV]," says GM CEO Mary Barra. Read more at Green Car Reports. Teslarati has put together a buyer's guide for the Tesla Model X. Renault is an official partner of the 2015/2016 Formula E Paris ePrix. The race takes place around the Hotel des Invalides monument on April 23, and Renault will have a strong presence for the race weekend. The automaker will have its ZE range on display at the ePrix's e-village throughout the event. Renault e.dams won the 2014/2015 Teams' championship title, and is at the top of the standings for 2015/2016. Read more from Renault. EV sales are on the rise in Europe, a trend that's expected to continue according to analysts. Thanks in large part to regulatory measures, electrified vehicle sales (including mild hybrids) are predicted to grow 433 percent to 2.2 million units by 2021. EV sales grew 82.2 percent in the year leading up to September 2015. "It's no secret that the internal combustion engine is expected to be the predominant powertrain in the near term, but increased acceptance of [alternative fuel vehicle] technology, particularly pure electrification, should not be ignored," says PwC Global Automotive Leader Rick Hanna. Recharge Wrap-up: Arcimoto SRK video, BAIC EV at CES

Kelley Blue Book took a spin in the Arcimoto SRK three-wheeled EV at CES in Las Vegas. In the video above, KBB Managing Editor Micah Muzio gets behind the handlebars for a spin around an empty parking lot. He notes a gradual throttle tip-in, though from the video, it appears the trike has a bit of pep. While the hydraulic brake pedal requires a bit of extra effort, the regenerative brake lever located on the right handlebar is effective and easy to use. The steering is a little heavy, but manageable, at low speeds. He calls it "kind of a fun little conveyance," adding, "Maybe this is the future." See the full review in the video above. CARB Chairman Mary Nichols spoke with German television about Volkswagen's emissions scandal. In a photo she posted on Twitter, Nichols can be seen in front of cameras with CARB's test bay in the background. In the bay is a Volkswagen Jetta TDI. She says in her tweet, "Discussing VW cheating case w/German TV in front of ARB lab test bay & '07 diesel Jetta. Time to move on to #EVs!" Late last year, a group of environmentalists and Silicon Valley leaders – Elon Musk included – sent Nichols an open letter suggesting CARB help urge Volkswagen to give up on diesels and focus on electric vehicles. See Nichols's post on Twitter. South Korea's most popular EV is the Renault Samsung Motors (RSM) SM3 ZE (also known as the Renault Fluence ZE). The all-electric vehicle has sold 1,767 units since its arrival in Korea since November 2013, with 2015 sales reaching 1,043 units. This makes one in three EVs in Korea a RSM SM3 ZE. The car has been selected as Korea's official government vehicle, and RSM has supplied over 100 EV taxis, 60 of which are in Seoul. Read more in the press release from Renault. BAIC EV announced it has established an R&D center in Detroit at CES. It will work with its other centers in Silicon Valley and Aachen, Germany in order to develop automotive technology and evaluate global demand. The EV branch of the Chinese automaker also debuted its i-Link information system, which uses 4G to connect car telematics to the cloud. The i-Link system also provides wireless phone charging, remote inquiry services and connects sensing technologies to the internet. Read more in the press release below.

Renault-Nissan promises 10 autonomous models through 2020

Renault-Nissan boss Carlos Ghosn promised back in 2013 to have autonomous technology on the road by 2020, and now the automaker has pledged to have more than 10 models ready in that time with varying levels of autonomous capabilities. The company claims it will offer these systems to customers around the world at affordable prices in major markets like the US, Europe, Japan, and China. Renault-Nissan will introduce driverless tech in multiple phases over the next four years. The first step will come later this year with the introduction of a single-lane autonomous system that will be able to go down the highway and manage stop-and-go traffic automatically. The next innovation in 2018 will offer multi-lane capability, and the ability to automatically pass other vehicles on the road. Another big jump will come in 2020 with the ability for models to navigate intersections and urban areas without a driver's control. Renault and Nissan engineers will develop all of this together, and the results will be available in both of the company's brands. Ghosn explained this roadmap towards an autonomous future last year but cautioned that Renault-Nissan didn't plan to take complete control away from owners. Instead, the company sees these systems as a way to make people even safer behind the wheel by reducing the chance for driver error. The automaker's deliberate introduction strategy is prudent because it can potentially adapt to proposed regulations that could mandate rules on how piloted vehicles operate. The global car group confirmed today that it will launch a range of vehicles with autonomous capabilities in the United States, Europe, Japan and China through 2020. The technology will be installed on mainstream, mass-market cars at affordable prices. In addition, Renault-Nissan will launch a suite of new connectivity applications that will make it easier for people to stay connected to work, entertainment and social networks.

Renault paid GBP1 to buy back its F1 team

Running a Formula One team is anything but cheap and straightforward, but it didn't cost Renault much to reacquire the Lotus team from Genii Capital. In fact, according to the latest reports, the French automaker paid just GBP1 – less than a buck fifty – for the privilege. Still, the process was deeply complicated. The reason Renault was able to get it so cheap is because the team was deeply in debt, part of which Renault will now assume. Less than a year ago, the team was said to be nearly $200 million in the red, and just a few months ago Renault came to its rescue to pay a $4 million tax bill to the British government. Under the terms of the new deal, Renault will assume the debt that the team's previous owners had accrued, but will be spared the nearly $150 million which its stakeholders loaned to the team. The history of the outfit based in Enstone dates back to 1981 when it was founded as Toleman Motorsport. French fashion giant Benetton bought the team in 1985, which in turn sold it to Renault in 2000. A decade later, after two world championship titles, Renault began stepping back its involvement in the team and gradually transferred ownership to investment firm Genii Capital, which has run it ever since under the Lotus name that it secured from the automaker under contract until 2017. Unable to fund a competitive team, Genii has now sold the team back to Renault, but the financial intricacies of the deal are far from straightforward. To start with, Genii and its subsidiary Gravity Motorsports (the team's parent company) didn't hold all the shares in the operation, so it bought back over 6 million shares from Whiterock Alliance to add to its own 60 million shares. The vast majority of those shares were then transferred (for that princely sum of GBP1) to Gringy (UK) Ltd, the shell company that technically owned the team in its Benetton days. Gringy (a wholly owned subsidiary of Renault) will hold a 90-percent stake in the team, with the last 10 percent remaining in Genii's hands and those of its investors. In the process, the outfit will now rejoin the likes of Ferrari and Mercedes among the F1 teams developing their own powertrains. The Scoot Quad is Nissan's small step toward EV car sharing

Halfway up Laguna Street, the panic set in. I might not make it up this hill. With my foot depressed all the way to the floor, I sucked in my stomach and started to pray. Yet again, I found myself in an unconventional way to get around on four wheels – but this time, I was on my own, and behind the wheel. Meet the Scoot Quad, aka Nissan New Mobility Concept, aka Renault Twizy. The many aliases reflect the path of descent from its development as a quirky French electric vehicle to its proliferation as a model for car sharing. The Quad resides in San Francisco as part of the Scoot fleet of shared electric vehicles and it's most certainly not for sale. As the line blurs between those who share cars for personal reasons and those who use them for business purposes, Scoot and Nissan came to an agreement in which a small number of New Mobility Concepts would join the Scoot fleet – which currently includes over 300 motorbikes. The added value of Scoot is the capacity for one-way rentals around the city, as well as a dedicated network of charging stations. "We think it's just the best way to get around the city for everyone," said Scoot fleet vice president Mike Waltman, explaining how 10 New Mobility Concepts made their way to San Francisco. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. The one-plus-one Twizy has been in production since 2012 and on sale in certain overseas markets, but it's entirely new for the United States, and it wears the Nissan badge here – kind of. No major changes were made to the Twizy when it became the New Mobility Concept, and similarly none were made in its "transformation" to the Quad. It sports the same insectile shape and the rear profile of a top hat, as well as an identical powertrain: a 13-kilowatt motor that produces 17 horsepower, routed to the rear wheels through a single-speed automatic transmission. Charging time is about four hours on a Level Two charger, made possible through Scoot's network of stations around the city. Its top speed is 50 miles per hour, but Nissan installed a governor at 25 mph to conform to US low-speed vehicle requirements. New Scoot members are required to successfully pass an exam before beginning to use the service, so that was my first order of business. After spending about 35 minutes going through a series of informational videos on the Scoot app, as any new member would do, I was ready to ride Scoot motorcycles.

Ghosn: 'While I'm proud of our EV leadership, I know it's not enough.'

Renault-Nissan CEO Carlos Ghosn has written something like a State of the Union on electric vehicles and the carbon economy. We'd sum it up as, 'we're working on it but we all need to work harder.' Ghosn believes all of the commitments made at the Paris COP21 climate change conference are a start, but "the support of the business community is imperative," in coordination with the public sector. He stresses that he's after an "orderly transition," one that uses what we have now in order to go where many believe we need to go. That means no threats or revolution, no "aggressive government intervention and centralized demand and control," but rather a "practical, affordable way to begin reducing dependence" on the fuel that turns the skies brown. Ghosn wraps up his manifesto this way: "The UN Secretary General recently said that we are the first generation to feel the effects of climate change and the last to be able to do anything to stop it. This is a call to action, and the auto industry is committed to doing its part." Based on the undeniable shift toward the electrification of the automobile, we know that the call is being answered. Given the limited market share EVs have today, it could still use some more people and companies picking up the phone. With vehicle numbers expected to grow from 800 million to more than two billion by 2050, "transition will occur one way or another," Ghosn writes. Head over to Forbes to read Ghosn's thoughts.

Recharge Wrap-up: Renault-Nissan at COP21, fast charging viability

Nissan and Renault's combined fleet of 200 EVs drove over 175,000 kilometers (about 108,700 miles) during the COP21 environmental summit in Paris. The largest fleet of EVs for any international conference served as shuttles for attendees, saving almost 182 barrels of oil and 18 tons of CO2 emissions. In addition to providing the Nissan Leaf, Nissan e-NV200, and Renault Zoe EV shuttles, the Renault-Nissan Alliance also set up a network of 90 chargers to support the fleet. 13 of the 27 quick and semi-quick chargers will remain in place for public use. Read more in the press release below.Siemens names Ann Arbor, Michigan for its first Center of Excellence for Intelligent Traffic Technology. The company will implement new and upgrade existing traffic technologies in the city, including cloud-based traffic management software, local controller software and an adaptive traffic control system designed to improve traffic flow and safety. In a college town with highly varying numbers of students and visitors throughout the year, "the need to move traffic in and out of the city efficiently is crucial not only for economic and environmental impacts, but for quality of life for Ann Arbor residents," says Marcus Welz, president of Siemens Intelligent Traffic Systems. The researchers found parking spots to be the most popular public charging locations, and that fast chargers saw the most frequent use, suggesting commercial viability for the infrastructure in the short- to medium-term. The study also found that most drivers prefer to charge at home, and do so during peak hours. Incentivization could be necessary to break people from this habit. Read more at Green Car Congress.

Renault, Nissan limit French government interference

Renault and Nissan are taking action to limit the influence that one can exercise over the other's operations. The measures, announced by both automakers after meetings of their respective boards in Paris and Tokyo, aim to keep each other at arm's length. But more than that, they seek to cap the degree of influence which the French government can bring to bear on either automaker. The steps are being taken in response to investment moves by the French state. While the government's investment arm – known as the Agence des Participations de l'Etat (or state participation agency) – previously controlled 15 percent of Renault's shares, it increased its holdings this April to 19.73 percent. The action sparked concerns at Renault that the French government would attempt to dictate operating procedures to both automakers, potentially to favor production in France over other locations. Given that Renault holds a 43-percent stake in Nissan, the Japanese automaker grew concerned over potential French state interference as well. To assuage those concerns, Renault, Nissan, and the French government came to an agreement with three vital clauses. Most importantly, despite its nearly 20-percent holdings, the French government will be granted only 17.9 percent of voting rights in Renault (to be extended up to 20 percent under certain exceptional circumstances). Renault (and by extension the French government) will also be prevented from interfering in Nissan's governance. With those measures in place, Nissan will not seek more voting rights based on the 15-percent stake which it, in turn, holds in Renault. Having successfully concluded the deal and hedged against the threat of government interference, the Renault board reasserted its confidence in Carlos Ghosn. Through the unique terms of their alliance, Ghosn serves as chairman and CEO of both Renault and Nissan. The two cooperate closely and share resources extending far beyond their chief executive, but remain distinct companies rather than merge, as Fiat and Chrysler have. Renault Board approves alliance stability covenant between Renault and Nissan As early as 16th April 2015, the Renault Board of Directors unanimously reiterated that the sustainability, success and resilience of the Alliance since its very inception in 1999 were based on a balance of shares held by Renault and Nissan.

Recharge Wrap-up: Renault EV movie, H2 fueling in Paris

Renault has debuted a new documentary called Le Peuple Electrique, or The Electric People. The film features two drivers touring France over the course of three weeks in a Renault Zoe electric vehicle. Along the way, the duo meet and come to rely upon other members of the EV driving community. Renault is showcasing the film at the COP21 summit in Paris to give an insight into the culture of electric vehicles. The campaign, which focuses on the Nissan Leaf and Renault Zoe, coincides with the COP21 environmental summit, for which the automakers have supplied 200 electric cars as shuttles for attendees. The ad campaign consists of press, posters, and a series of six videos, each 15 seconds in length, to be shown on social media networks in France, the UK, Germany, Spain and Italy. Read more from Renault.Air Liquide has announced a hydrogen fueling station for fuel cell taxis in Paris. Electric taxi company STEP plans to launch a fleet of at least 70 Hyundai ix35 (Tucson) Fuel Cell taxis in the next five years. The fueling station will be located at Cours Albert 1er near the Eiffel Tower, so this is truly in the heart of the city. "This first station will allow us to promote the benefits of hydrogen as a clean energy for vehicles with consumers," says Air Liquide's Francois Darchis. "Hydrogen offers a concrete solution to the challenges posed by the issue of sustainable mobility, reducing greenhouse gas emissions as well as local pollution in urban areas." Located at the Xiaoying Public Transit Bus Terminal, the station is capable of charging buses to 100 percent in as little as 10 minutes. It features 25 360-kW chargers and five 90-kW chargers, and enough space for 30 buses at a time. The buses come in to charge two or three times a day during their regular operation.
