Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Every driver on the Formula 1 grid dreams of taking home the silverware, but only one driver each year can do it. Barring disaster in 2015 it looks like it's going to be Lewis Hamilton. The Brit has been so dominating at the front of the grid on Saturday, we can't see how he'll miss out on winning the second annual FIA Pole Position Trophy. That's the accolade introduced last season in another manufactured attempt to give drivers something to work for on Saturday, since the FIA felt leading into the first corner didn't have the pull it used to. Hamilton took his ninth pole of the season in Hungary for Mercedes-AMG Petronas with a crushing lap that put him almost six tenths ahead of his teammate Nico Rosberg in second. All Hamilton needs is one more spot at the top of the grid this season, and he's the Pole Position trophy winner. Thrilling stuff. Behind Rosberg the gaps stayed smaller, Sebastian Vettel in the Ferrari a little more than a tenth behind Rosberg, Daniel Ricciardo in the Infiniti Red Bull Racing less than four one-hundredths behind Vettel. We feel almost as vexed watching Kimi Raikkonen as he feels driving – he's finally got a good Ferrari, now he can't get a good weekend. The front wing broke on his car in Free Practice 1, then a water leak in Free Practice 3 robbed him of setup time on the soft tire. He lines up in fifth about two tenths behind Ricciardo. The slow, tight Hungaroring didn't agree with the Williams chassis, Valtteri Bottas the first of the Grove team drivers in sixth, his teammate Felipe Massa two places back. Between them is Daniil Kvyat in the second Red Bull in seventh. Teenager Max Verstappen put in a good showing in the Toro Rosso to grab ninth, while Romain Grosjean in a wriggling, squishy, sliding Lotus classified his appearance in Q3 at all as "a miracle." As for the race that followed, we don't expect to see another like it for a long time – it was the real thrilling stuff, one shock after another. The drama began after the first parade lap, when Felipe Massa lined up out of position and the start was aborted. The drivers did another parade lap, then lined up with everyone in place. Mercedes got swamped as soon as the lights went out. Vettel ran around both of them and led the race into the first turn, Raikkonen had come from fifth to third by Turn 1, then got the inside line on Rosberg through Turn 2 to take second place.

Getting behind the wheel of a well-balanced vehicle can be a wonderfully visceral experience, thanks to the combined feeling of things like the weight of the steering, the bite of the brakes, and, of course, the roar of the engine. Unfortunately, many of the sensations of driving require actually being in the driver's seat to understand them, but thankfully the intoxicating noise of a beautifully tuned internal combustion engine can be shared with everyone. In a new video, Xcar shares their opinion on the five best-sounding modern performance cars. The list is a symphony of horsepower. As opposed to keeping all of the vehicles brand new, Xcar actually picks a few that are recently off the market. They're all definitely champs, though. While the list itself is well stocked, you might be able to argue with the specific order, and it would be nice to hear a few participants from outside of Europe for a collection like this one, too. No matter. Every listener is sure to find something they like in the bunch, though. Turn up the volume and enjoy.

Ferrari officially files SEC paperwork to register future IPO

Late last year FCA announced plans to spin off Ferrari into a separate company, and after a long wait that process has finally become official. The Prancing Horse has now filed the necessary prospectus and other documents with the Securities and Exchange Commission to hold an initial public offering on The New York Stock Exchange. The paperwork doesn't mention a specific date for the Italian sportscar maker's IPO, but it's expected sometime in October. At this point, the documents also don't include some other vital data about the IPO. Ferrari lists neither the number of shares being offered nor their price. The company also doesn't have a stock symbol yet. UBS, BofA Merrill Lynch and Santander are acting as joint book runners for the deal. As part of the IPO, FCA initially intends to sell 10 percent of Ferrari's shares on the stock market. Another 10 percent of the company still belongs to Piero Ferrari. FCA is holding onto the remaining 80 percent in the short term for financial reasons but intends to distribute them to shareholders in early 2016. After the spin-off, about 24 percent of Ferrari would be owned by Exor, 10 percent by Piero Ferrari, and 66 percent by public shareholders, according to the SEC documents. FCA boss Sergio Marchionne believes that Ferrari could be worth over $11 billion. Although, his estimate might be slightly high. According to Reuters, Wall Street is actually putting the value somewhere between $5.5 billion and $11 billion. (to be renamed Ferrari N.V.), has filed a registration statement on Form F-1 with the U.S. Securities and Exchange Commission ("SEC") for a proposed initial public offering of common shares currently held by FCA. The number of common shares to be offered and the price range for the proposed offering have not yet been determined, although the proposed offering is not expected to exceed 10% of the outstanding common shares. In connection with the initial public offering, Ferrari intends to apply to list its common shares on the New York Stock Exchange.

Ferrari IPO could come any day now

According to Bloomberg, Fiat Chrysler Automotive Sergio Marchionne told reporters at the Toronto Global Forum that the Ferrari IPO could come any day now. "We are days away from filing the prospectus," said Marchionne, who declined to confirm whether rumors of involvement from UBS Group AG, JPMorgan Chase & Co and Goldman Sachs Group were accurate. In addition to an expected filing in New York, Marchionne hinted that a secondary filing could take place in Milan, Italy. Although the FCA Chief Executive didn't offer any expected sum for Ferrari, he had previously suggested that an IPO for the iconic Italian brand could be worth $1 billion, ringing the registers to the tune of 10 percent of the company's $11 billion valuation. According to Bloomberg, that potential sum is significantly higher than its own internal figures indicate after taking a poll of analysts who we assume must know a heck of a lot more about such things than we do. Considering how close we apparently are to the actual filing, though, we probably won't have to wait long to find out. Another hot topic any time Sergio is the subject of reporter questioning is a potential merger with General Motors or another large, full-line automaker. It seems there aren't any new revelations to reveal on the consolidation front, though Marchionne told reporters there were no plans to mount a hostile takeover of GM or any "other, less optimal" partners. Fiat Chrysler Automobiles is gearing up to spin Ferrari, its most profitable brand, off into another company, and float its stock on the open market. That means it's going to need another profit-driver to generate income for the rest of the group. And according to its chief executive Sergio Marchionne, that mantle will soon be picked up by Maserati. FCA is betting big on Maserati, which has long stood as a niche marque with a limited array of models and low sales numbers. In addition to the recently introduced Ghibli and Quattroporte sedans – now crucially offered with diesels and all-wheel drive – Maserati is preparing to roll out the Levante crossover that promises to do for the Modenese marque what the Cayenne did for Porsche. Due in part to the success of its first crossover, Porsche turned itself from a niche sports car manufacturer into an immensely profitable automaker that was (nearly) capable of buying out the entire Volkswagen Group. Maserati's resurgence is part of a two-pronged assault FCA is plotting against its German rivals. Maserati will be charged with taking on the higher end of the Mercedes, BMW, and Audi ranges (from the E-Class, 5 Series and A6 upwards). Meanwhile, Alfa Romeo will go after the lower end of the luxury spectrum with the new Giulia (aimed at the C-Class, 3 Series and A4) and other models to follow. FCA aims to turn Maserati and Alfa Romeo (along with Jeep) into global brands, broadening the narrow geographical appeal they have held until now. In order to generate enough profit to support the rest of the group as Ferrari has, Maserati will need to find a way to increase its profit margins. Bloomberg reports that Ferraris command a 13-percent profit margin, and while the ten percent that Maseratis list for is still triple that of the FCA average, slow sales are forcing some dealers to offer deep incentives that cut significantly into that margin. In front of his home crowd, Lewis Hamilton actually had to work for pole position at the British Formula One Grand Prix. The World Champion couldn't get on top of the setup for his Mercedes-AMG Petronas on Friday, lapping behind teammate Nico Rosberg and the two Ferraris. Come Saturday, after a few alterations and a whole lot of wing to clamp down on understeer, Hamilton returned to his regular program at the front, taking pole position by just over a tenth of a second from his teammate. Williams, thought to be headed for another stretch in the weeds a few races ago, showed its best strength all year. The Grove team got both cars on the second row and in front of the Ferraris, Felipe Massa qualifying ahead of teammate Valtteri Bottas, but they were eight and nine tenths behind the Mercedes'. Kimi Raikkonen out-qualified Ferrari teammate Sebastian Vettel for the second time this year, and only the first time in a straight-up battle with two healthy cars. But more than a second behind the two cars at the front, and with two nearly-impossible-to-pass Williams' in front, neither the Finn nor the German is happy with where they are. Daniil Kvyat claimed seventh, his side of the garage at Infiniti Red Bull Racing having got through the weekend to that point without a single complaint about their Renault power unit. Carlos Sainz, Jr. put a single Toro Rosso inside the top ten in eighth position, ahead of Nico Hulkenberg who did the same for Sahara Force India by slotting in ninth. The second Infiniti Red Bull driven by Daniel Ricciardo did have an unspecified engine complaint – his car kept "bleeding power" on the straights – but even so he managed to qualify tenth with his second-fastest lap. The stewards deleted his best lap because he ran three centimeters outside the track limits at Copse, an infraction that stung a few other drivers as well. Up in front, what would sting the Mercedes-AMG Petronas drivers the most was the start. That's when a dearth of grip struck both Hamilton and Rosberg, allowing Massa and Bottas to slide right up the middle between them and take the first two places. The leapfrogging was so surprising that it looked like the Mercedes drivers were giving the Williams drivers a head start. They diced through the first corners, Hamilton sliding past Bottas into second place halfway through the lap. And then the safety car reported for duty.

Over the last three days, the Goodwood Estate has played home to the eponymous Festival of Speed. Thrown by the biggest gearhead in the British aristocracy – Charles Gordon-Lennox, the Earl of March and Kinrara – the Festival of Speed is essentially a tremendous, gasoline-fuelled party, complete with a very large lawn sculpture, that features the world's hottest, weirdest, fastest, and loudest race, production, and historic models. While there are quite literally dozens and dozens of videos from the event – not to mention the full-day replays (of which only day one is available, at present) – we've sifted through them to pluck away the very best. There's stuff from the official Goodwood YouTube channel, as well as several videos from automakers and other third-party channels, and it's all available below. 2015 Ford Mustang GT350R Looks Barely Controllable If you thought the highest-performance Ford Mustang would somehow get more tractable or civilized once it moved to an independent rear suspension, this video shows you have nothing to worry about. Watch as an unnamed driver wrestles the new Shelby GT350R and its flat-plane, 5.2-liter V8 up the hillclimb circuit. Even with the new suspension and sticky tires, this Mustang wants to go any direction but straight, especially following its launch. 2016 Ford Focus RS, Is Very Loud, Blue Ken Block makes his first appearance on our list. Before he steps into his Hoonicorn Mustang, though, the Gymkhana expert tackled the hill in the all-new Focus RS. The vicious bellow of the 2.3-liter, turbocharged four-cylinder is the star of this commentary-free video, although the gorgeous Nitrous Blue paint job is a nice accompaniment, as well. 1965 Ford Mustang Hoonicorn Runs Hill, Nearly Kills Lord March Mr. Block's two runs behind the wheel of the Hoonicorn were, unsurprisingly, very eventful. While one attempt goes off without a hitch, seeing the American rally driver slip and slide his way to the top of the hill while taking a short break for a donut, the other is slightly more dramatic. Block, along with Lord March in the passenger seat, carries a bit too aggressive an angle into a turn and nearly puts the NASCAR-powered Mustang into the hay bales. Kimi out, Bottas in at Ferrari?

Things have not gone well for Scuderia Ferrari driver Kimi Raikkonen since he returned to the team in 2014. After a pair of strong seasons for Lotus that saw him finish third and fifth, the Finn ended last season in 12th, 106 points behind his teammate, Spaniard Fernando Alonso. His 2015 fortunes have improved – he currently sits in fourth, only a spot behind teammate Sebastian Vettel – but he's been remarkably inconsistent, struggling with the SF15-T, a car that was specifically designed to work with his driving style. He only has a single podium this season, was forced to retire in Australia after a bad pitstop, and he crashed out of the most recent round in Austria. Clearly, Kimi should just stay away from races starting in "Austr." That advice may have come too late, though, as rumors are bubbling up that Ferrari may be swapping its Finns, dropping Raikkonen for his young countryman, Valtteri Bottas. Fox News, citing a report from Germany's Bild, claims Ferrari has made an offer to Bottas' current team, Williams, to secure his services. It doesn't sound like the British team will give him up all that easily, though. According to Fox, Williams enjoys a contractual "option" on the 25-year-old Finn's contract for next season, and that Ferrari would need to buy that contract out to steal him away. Bild claims the Italians have offered $4.4 million, but Williams' second-in-command, Claire Williams, wants nearly four times that. Ferrari has, rejected that figure, allegedly and unsurprisingly. Should the two sides come to a compromise, German and Sahara Force India driver Nico Hulkenberg seems to be the popular choice to take the open Williams seat, Fox is reporting. It's unclear where Raikkonen would end up next. And with that, we consider the 2015 Formula 1 silly season officially open.

Ferrari recalling 85 LaFerraris under two separate campaigns [UPDATE]

Of the recalls we see on a regular basis, million-dollar exotic supercars don't often pop up. But that's exactly what we have on our hands today as Ferrari North America and the National Highway Traffic Safety Administration have issued a pair of recalls for all 85 examples of the flagship LaFerrari hybrid hypercar in the United States. The first of the recall campaigns revolves around the headrests, which "may not absorb the required amount of energy" and therefore fail to comply with the federal safety requirements. The issue involves the larger L32 seat supplied by Lear, fitted as standard for the passenger and optional for the driver's seat. Addressing the issue will require dealers to replace the headrests. The second recall involves the Tire Pressure Monitoring System, which – in the event of a puncture – will display the wrong message. Instead of telling the driver not to proceed on the punctured tire, as apparently required under federal regulations, the system would (as currently programmed) tell the driver to keep driving, but not above 50 miles per hour. Ferrari dealers will need to update the software to fix the problem. These recalls do not represent the first time Ferrari has called in the hybrid hypercar over a potential safety issue. This past March, owners were offered the opportunity to have the fuel tanks replaced. However, unlike these latest campaigns that are being handled in coordination with the NHTSA, Ferrari insisted that the previous fuel tank issue did not constitute a recall. UPDATE: Ferrari North America confirms that no accidents or injuries have been reported to have resulted from either of these issues, which will be addressed in other markets as well - including Canada, where a further 11 units are affected. In order to fix the seat issue, "a small insert will be added to the back of the (large size only) seat headrest." Rectifying both issues "will take approximately an hour of service."
