California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Ford, Volvo top 2014 EyesOn Design awards

Each year at the Detroit Auto Show, the top vehicle designs are recognized with the prestigious EyesOn Design award for production and concept vehicles. This year, the 32 EyesOn Design judges (comprised of current and former vehicle designers including Chrysler designer and SRT president Ralph Gilles, Kia designer Peter Schreyer and retired General Motors designer Wayne Cherry) handed out three awards for the Best Concept Vehicle, Best Production Vehicle and Innovative Use of Color, Graphics, and Materials.
Beating out the Mercedes C-Class and Ford F-150, the 2015 Ford Mustang was named the Best Production Vehicle as the top auto show debut at this year's Detroit show. The 2014 Volvo Concept XC Coupe took home awards as the Best Concept Vehicle and for its Innovative Use of Color, Graphics and Materials.
Considering the Volvo's primer grey hue and subtle orange accents, it was a rather surprising winner for Innovative Use of Color, Graphics, and Materials over flashier concepts like the Toyota FT-1 and our Editors' Choice top pick, the Kia GT4 Stinger. Volvo 850 T5 R pickup conversion is ready for a cool yule

There are plenty of ways to get your holiday tree home from the farm, but few are so classy as this Volvo 850 ute. Built in Sweden and shipped to Belgium, the car wears all of the necessary kit to pass as a 850R, and with a turbocharged 2.3-liter five cylinder under the hood, this creation should have no trouble dashing through the snow. Looks like a mighty fine use of an otherwise derelict Volvo wagon to us, though we have to imagine all that torque steer and no weight over the aft would make for all sorts of silliness once the roads went slick.
