California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Sunday Drive: Volvo hits a crossover home run, and people still love sports cars

Looking back at the week that just was clearly tells us at least three things. First, crossovers don't have to be boring. Second, people still love sports cars, from the attainable (Audi TT RS) to the fanciful (Mercedes-AMG GT C). And finally, the traditional German trio of premium luxury brands had better not rest on their laurels, because credible challengers are coming in from every direction. The biggest reveal of the week, at least judging by the interest of Autoblog readers, was the Volvo XC40. Not only is the little 'ute a looker, it introduces some innovative new buying/leasing schemes designed to appeal to an audience accustomed to trading in and trading up every couple of years. Think of Volvo's flat-fee lease as you would a smartphone contract, and you'll be on the right track. Genesis looks to have a hit on its hands in the form of the G70 sport sedan. We took a Korean-spec model for a spin and found a lot to like about the upstart contender. We can't wait to sample one here in the United States to see how it stacks up against the Audi A4, BMW 3 Series, and Mercedes-Benz C-Class. Volvo confirms V60 Sportswagon engine lineup for US

In addition to revamping its entire 2014 lineup, Volvo has already promised us that we'll be getting the V60 wagon early next year, but now the Swedish automaker has confirmed that sexy wagon will go on sale in January. If that's not good enough for you diehard station wagon models, there's even better news: An available R-Design model will be the "fastest and most powerful wagon in Volvo history."
The V60 R-Design will have a turbocharged inline six-cylinder engine under the hood producing 325 horsepower and 354 pound-feet of torque. Other engines available in the wagon will include the company's well-regarded turbo inline-five along with a new turbo inline-four wearing the Drive-E name. Volvo says Drive-E can "offer the opportunity" to add electrification, but there's no word as to whether or not the US will receive a V60 plug-in model. Also not yet released are fuel economy, vehicle specs and pricing. More information about the V60 and its powertrains are available in the official press release posted below.
