U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Recharge Wrap-up: video touts Volvo electric buses, Nissan and BMW build EV chargers in S. Africa

Volvo is touting the advantages of electric buses in a new video. The short film, called Route 55, promotes the ElectriCity Project for public transport, and, more specifically, the new electric bus route in Gothenburg, Sweden. The new route debuts June 15 using Volvo electric and hybrid buses. In the video, two teenagers are seen waiting for the bus. As one boards, the other asks her out from the sidewalk, but she can't hear him over the noise of the diesel bus, which then closes its doors and drives away. The film asks, "What if this bus had been silent?" See the video above, and read more in the press release below. BMW and Nissan will build an EV charging network across South Africa. Through 2017, the two automakers will build fast-charging and AC stations around the country in order to encourage the adoption of EVs. Nissan has been selling the Leaf in South Africa since 2013, and BMW introduced the i3 and i8 in March. "In order for the introduction and expansion of electric vehicles as well as plug-in hybrid electric vehicles to be successful in this market, we need to work together," says BMW South Africa Managing Director Tim Abbott. Read more at Automotive News Europe. The Renault-Nissan Alliance will provide the United Nations with 200 electric vehicles for the COP21 climate conference in Paris. The fleet of vehicles includes the Nissan Leaf and e-NV200, as well as the Renault ZOE, Kangoo ZE and Fluence ZE. The entire passenger car shuttle fleet will use all-electric vehicles as some 20,000 UN attendees descend upon Paris from November 30 to December 11. "Thanks to the Alliance's fleet of 100-percent electric vehicles, it will contribute to our goal of achieving a carbon neutral event," says French Minister of Foreign Affairs and International Development and COP21 President Laurent Fabius. Officially called the "2015 FIA Formula E Visa London ePrix," the races on June 27 and 28 will be the last of the electric racing series's inaugural season. Renault Scenic EV takes first place as (European) Car of the Year

The automobile awards season may not be over, but two of the more prestigious annual races came closer to a climax this week. One might need a scorecard to keep track. We’re focused here on two events: the World Car of 2024, now reduced to three finalists in six categories. Then thereÂ’s the Car of the Year, known in some quarters as the European Car of the Year. Except that the car doesnÂ’t have to be European to win, only sold there. Got that? Winners out of the way first: At the Geneva Motor Show on Monday, the Renault Scenic E-Tech all-electric has been voted Car of the Year 2024. The Scenic is a fairly compact, somewhat stylish SUV for Europe only, and is the seventh vehicle from the French brand to win the award. It sells in the United Kingdom for about $47,500. The other six finalists that had made the first cut of voting in November were the BMW 5 Series, BYD Seal, Kia EV9, Peugeot E-3008/3008, Toyota C-HR, and Volvo EX30. The trophy winner was chosen by a jury of 59 motoring journalists from 22 countries. Scenic came in first place with 329 points. The Seal was the first Chinese-made car to make this awardÂ’s shortlist; it finished sixth out of seven, just up from the Toyota. One judge explained his decision to grant the Seal zero votes. Writing in Top Gear, Paul Horrell wrote this entertaining critique: “It looks good and is well specified, so makes a strong market entry. The advanced electric system and cobalt-free battery are commendable too, and it's enjoyable enough to drive quickly. That's undermined by an agitated ride over bumps, and the logic of screens and switches is pretty eccentric.” Recapping the World Car of the Year 2024 update, the sponsors shared the stage at Geneva on Monday with the Europeans as well, although they revealed only the top three finalists in six categories.
