Recharge Wrap-up: Formula E car swap video, Lyft adds carpooling, new Tesla book

Curious to see how the Formula E car swap goes down? During each hour-long race (or ePrix, as the series calls them), drivers have to make a pit stop to switch cars as the battery runs down. Of course, they want to do it as quickly as possible. It's kind of a tricky dance extricating oneself from the cockpit of one car and slipping into the seat of another facing the opposite direction. See the maneuver in the video below and read more at Jalopnik. A new report forecasts that the CNG and LPG vehicle market will be worth nearly $5.2 billion by 2019. The report cites fluctuating gasoline and diesel prices, and the relatively low prices of these alternative fuels, for their growing popularity. The report also breaks down the popularity of natural gas and propane vehicles in different parts up the world. In the Asia-Pacific region, China is the largest consumer. In Europe, CNG thrives in Italy, while LPG is most popular in Turkey and Poland. Meanwhile, CNG remains a tough sell in America, while South America has a healthy market. The Ports of Los Angeles and Long Beach are testing trucks connected to overhead electric wires to reduce emissions and improve air quality. The eHighway, as the project is called, will cost $13.5 million and will use battery electric and hybrid trucks to move cargo around the ports along a one-mile stretch of wires. The trucks, made by Siemens and Volvo, also have the ability to disconnect from the wires and drive under their own power. See more in the video below or read more at ABC7. Lyft is introducing its own carpooling feature to its car-hailing app. Yesterday, we reported that its competitor Uber is testing UberPool, and Lyft is now doing something similar to encourage people to share rides. Lyft Line offers discounted rides, and matches passengers who are going to nearby destinations around the same time. Lyft Line offers passengers a guaranteed price before they accept the ride. Lyft is launching the carpooling service in San Francisco, and hopes to expand it from there. Read the in-depth article at The New York Times. The Honda CR-V could return with a plug-in hybrid option. Expected to debut in the fall of 2017, the PHEV could use a 2.0-liter I4 plus an electric motor. It's possible that the new CR-V is being developed in North America, and will borrow design cues from the Honda Civic. There also could be a seven-seat version. UC Davis will present findings from a CARB-commissioned study on customer valuation of zero-emission vehicles (ZEVs). Dr. Ken Kurani of the university's Institute of Transportation Studies will report on consumer attitudes toward ZEVs, and the differences between those valuations and market behavior. In Kurani's survey, respondents had the opportunity to design their own car with an in-survey game. Almost a quarter of people designed some sort of EV, including plug-in hybrids and fuel cell vehicles. Read more from CARB, or at Green Car Congress. Minnesota's biodiesel efforts have improved air quality. According to the American Lung Association in Minnesota, summer and winter blends of biodiesel have prevented the emission of 130 tons of particulate matter, 319 tons of hydrocarbon and 2,634 tons of carbon monoxide every year, as well as a total of 3.7 million tons of CO2 over the last 10 years. Minnesota requires a B10 biodiesel blend during the summer months, and B5 throughout the winter. Read more from Biodiesel Magazine. The Volvo XC90 has received the Canadian Green Car Award for Most Efficient Three-Row Family Vehicle. Beating out the Ford Explorer 2.3-liter EcoBoost and the Honda Pilot, Volvo's seven-seat crossover was chosen for its mass market appeal, and a variety of qualities both practical and green. Judges look at value, fuel economy, emissions, performance and technology among other features. The XC90 is available as a plug-in hybrid with about 17 miles of all-electric driving range. The judges of the 2016 Canadian Green Car Award announced their category winners today, with the Volvo XC90 winning the Most Efficient Three-Row Family Vehicle category. The other finalists in the category were the Ford Explorer 2.3-litre EcoBoost and the Honda Pilot.

Ford, Volvo, Google, Uber and Lyft form self-driving alliance

Five companies arguably leading the worldwide effort to develop autonomous cars said Tuesday they're forming an organization to lobby the federal government to better prepare America's roads for self-driving technology. The founding members include some of the biggest companies in the automotive, autonomous, and ride-sharing realms – Ford, Google, Lyft, Uber and Volvo. Operating as the "Self-Driving Coalition for Safer Streets," they aim to work with lawmakers and regulators to clarify a disparate set of rules and regulations at both the state and federal levels that could hinder the deployment of autonomous cars. "The U.S. risks losing its leading position due to the lack of federal guidelines for the testing and certification of autonomous vehicles." – Hakan Samuelsson David Strickland, a former administrator of the National Highway Traffic Safety Administration who issued the first set of autonomous-related policies in that role (pictured below), will serve as the group's counsel and spokesperson. "The best path for this innovation is to have one clear set of federal standards, and the Coalition will work with policymakers to find the right solutions that will facilitate the deployment of self-driving vehicles," he said in a written statement. In January, Transportation Secretary Anthony Foxx said his department would accelerate efforts to craft such federal standards. Those efforts include holding two public hearings on standards, the second of which is scheduled to be held Wednesday in Palo Alto, California. Foxx signaled the intent to deliver them by June. Google has been leading the efforts to ensure such standards are national in scope, warning their cars could run afoul of state-specific laws should they cross state borders or if standards varies between the federal efforts and regional ones. The complexity of such efforts was underscored recently, when NHTSA agreed that Google's software could be considered the driver of a vehicle for the purpose of meeting federal motor vehicle standards, an interpretation that would conflict with preliminary California rules that mandate a licensed driver operate a self-driving car that comes equipped with human controls like a steering wheel and brakes. At South By Southwest last month, Jennifer Haroon, Google's self-driving car business leader, said the company couldn't accomplish its goals under those regulations.
