Taxpayers wasted $51 million on VW diesel credits

The scope of Volkswagen's diesel emission rules evasion continues to widen with 11 million vehicles now potentially affected around the world, and the company is setting aside over $7 billion to start paying for it all. However, the costs could go even deeper. In a piece that's well worth a read, an analysis by The LA Times finds that the government distributed as much as $51 million in green car subsidies to buyers of these models in 2009 – the first year of the dishonest engine management software. The short-term effects of this scandal on VW are already quite dire. On September 21, the company's stock fell over 20 percent at one point on the German exchange, ended down 17.8 percent that day, and have continued to tank. In addition, the Environmental Protection Agency has forced a stop-sale on 2015 and 2016 diesel models with the 2.0 TDI, and the agency has begun analyzing the 3.0-liter V6 TDI in the Audi A6, A7, A8, Q5, Q7, and Porsche Cayenne to look for similar issues. The Justice Department has also started a criminal investigation, and the automaker has instituted its own external probe, as well. The emissions irregularities were first discovered by researchers at West Virginia University and the International Council on Clean Transportation. The EPA and California Air Resources Board were eventually made aware and launched their own investigations.

Ex-Fiat exec: VW diesel scandal will hurt plug-in hybrids

It doesn't sound right at first blush, but former Fiat executive and noted diesel-powertrain expert Rinaldo Rinolfi thinks that plug-in hybrid sales may be more impacted by the VW diesel-emissions scandal than diesel sales. Rinolfi, who worked for Fiat for 40 years, told Automotive News Europe, said that the Euro 6 emissions rules that went into effect in 2015 have already increased diesel-engine production costs enough to raise prices and ultimately flatten demand. By the end of the decade, diesel-vehicle sales will settle in at a 40-percent market share of new European vehicles, and that was going to happen with or without the scandal. "Every carmaker has found ways to achieve fuel consumption and emissions results that have progressively diverged from the real driving conditions." - Rinaldo Rinolfi Makers of plug-in hybrids have more to lose, though, because every PHEV maker has figured out a way to keep emissions figures artificially low, Rinolfi said. Under New European Driving Cycle (NEDC) standards, PHEVs can be tested part of the time with the electric motor in action, meaning emissions get driven down to 30 percent to 40 percent less than real-world figures. With the VW scandal pushing regulators to use real-world figures, those PHEV emissions numbers are expected to rise substantially. To a lesser extent, hybrid emissions figures are also tested as artificially low. "Over the years, even without defeat devices, every carmaker has found ways to achieve fuel consumption and emissions results that have progressively diverged from the real driving conditions the customer experiences," Rinolfi said in the Automotive News Europe interview. Rinolfi is a little sunnier about compressed natural gas (CNG) vehicles, estimating that CNG emissions are as much as 25 percent lower compared to conventional vehicles. As for battery-electrics, he's not so optimistic, estimating that there needs to be at least a tenfold improvement in energy efficiency for EVs to be truly competitive with conventional vehicles. "I've been waiting for a true breakthrough for the past 25 years, but I've not seen it yet," Rinolfi said about EVs in the Automotive News Europe interview. Here we go again. If you were not pegged to your RSS reader yesterday, scoping out all of the VW diesel scandal news, here's a brief rundown of what happened: Just how much extra pollution did VW's little problem cause in the US? New estimates suggest it's as bad as having an additional 19 million cars on the road, or "12,000 additional tons of nitrogen oxide pollutants per year." NOx can create smog and acid rain. The diesel scandal is also reshaping some online ads. Sponsored content in WIRED that talked about clean diesel has been taken down. The advertisement was a partnership between Volkswagen and the Wired Brand Lab and claimed to have, "created an experience that will inform, educate, surprise, and change the way you think about diesel." Canada says it might start up its own governmental investigation and that "enforcement action will be taken," if the automaker is found to have broken the law. The German government says it did not know about VW's subterfuge until recently, and is going to start a fact-finding process this week. It turns out that the first hints of this scandal were discovered by independent researchers in 2012 and 2013. Whatever happened, Renault-Nissan CEO Carlos Ghosn said that it's hard to hide something like this. Following CEO Martin Winterkorn's departure yesterday, speculation is running rampant to see who will replace him. Automotive News says it should be current Porsche CEO Matthias Mueller. Don't feel too bad for Winterkorn, though, as he's still likely to get his $32 million pension, Bloomberg says. Oh, and this isn't even the first time VW has tried to cheat the EPA. It's a problem in the auto industry. We'll see how many bullet points we have tomorrow.
