Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." VW ready to spend $25B on at least 6 EVs in China by 2018

Standing next to the lovely GTE plug-in hybrid during the Beijing Motor Show, VW CEO Martin Winterkorn announced a renewed, $25-billion focus for the German automaker on electric mobility in China. EVs + China is not a new equation for VW (see here and here and here), but the time is now for the plan to come together, apparently. As Winterkorn said in a statement (available below), "We are launching the biggest initiative for e-mobility in China's automotive history." In 2015, the Audi A3 e-tron and Golf GTE will arrive. In 2016, there will be two exclusive-to-China plug-in hybrid vehicles in showrooms: a A6 PHEV and a "new mid-size limousine from the Volkswagen brand." VW Group may even throw in the Bentley Hybrid Concept for good measure. The China-only models will be built in the country and VW is investing over $25 billion between now and 2018, creating an expected 20,000 jobs. Andretti Autosport partners with Volkswagen for Global Rallycross season

Michael Andretti and Volkswagen have both been involved in Global Rallycross for a couple of years, but not together. Andretti Motorsports Marketing organized the final round of the 2012 GRC series in Las Vegas, and there were rumors then that Andretti was going to get in. Around the same time there were news reports that Volkswagen was preparing a 600-hp Polo Mk5 to race in the SuperCar class; the photo above is racer Anton Marklund in his privateer Marklund Motorsports Polo at the 2013 X-Games round in Los Angeles.
Now it's official: Andretti Autosport will campaign the 2014 GRC season with VWs. That's all that's been said for now, Andretti being busy at the moment launching four entries for IndyCar, two for Indy Lights and two for Pro Mazda. We have a feeling we'll be seeing the MkVII Golf involved, but the cars and the driver lineup will be presented at the Chicago Auto Show on February 6.
