French probe alleges 2 million PSA cars had engine cheats

PARIS — A French investigation into alleged emissions cheating by PSA Group found that suspect software had been used on almost 2 million vehicles sold by the maker of Peugeot and Citroen cars, Le Monde reported on Friday. Paris-based PSA denies any use of fraudulent engine software, a spokesman said in response to the newspaper report, which sent PSA shares sharply lower. The stock was down 4.4 percent at 17.78 euros as of 1019 GMT. So-called "defeat devices" restrict exhaust output of toxic nitrogen oxides (NOx) under regulatory test conditions while letting emissions far exceed legal limits in real-world driving. In February, PSA became the fourth carmaker to be referred to French prosecutors by the country's DGCCRF watchdog over suspected emissions test-cheating, after Volkswagen, Renault and Fiat Chrysler. PSA's engineering chief acknowledged at the time that emissions treatment in the group's diesels was deliberately reduced at higher temperatures to improve fuel efficiency and carbon dioxide (CO2) emissions in out-of-town driving, where NOx output is considered less critical. According to Le Monde, an internal PSA document obtained by DGCCRF investigators includes discussion of the need to "make the 'defeat device' aspect less obvious and visible." However PSA insists there is nothing fraudulent or illegal about its engine calibrations. "PSA denies any fraud and firmly reaffirms the pertinence of its technology decisions," the company said on Friday. Brazil contemplates safety exemption for VW Kombi as it goes out of production today [w/poll]

Brazil: the country of carnivals, indescribable beauty adjacent to abject poverty, Ayrton Senna and old Volkswagen models. Only they're not old - they're new, they're just based on old designs. The original Beetle continued production there long after it had been phased out elsewhere, but the original Kombi van has lasted much longer. That ends today, however, with the iconic VW Microbus ambling out of production on the last day of 2013.
VW kept making the van in Brazil with the original air-cooled 1.2-liter boxer four until 2005, after which the original design was updated with a 1.4-liter water-cooled engine. Today, however, it ultimately falls prey to safety regulations that mandate that all vehicles - no matter how old their design - need to have airbags and ABS, forcing Volkswagen do Brasil to cease production of the Microbus after a 56-year production run. But the latest word is that the Kombi (as it's presently known) could get a stay of execution - or at least a resurrection in short order.
According to reports, the Brazilian government is looking into granting the Type 2 Microbus an exemption from said safety regulations, reasoning that the van was designed long before the advent of airbags and ABS. If the measure goes through, the Kombi Last Edition (pictured above) could prove not to be the last at all. VW XL1 priced at $169,000 in UK, only 30 will be sold there

Volkswagen has announced the pricing of its XL1 diesel plug-in hybrid for the UK, according to Car magazine. The small, uber-efficient two-seater will start at GBP98,515, or roughly $168,930 at current exchange rates. Additionally, only 30 units of the XL1 will be sold throughout the UK, giving it a rareness appropriate for its lofty price. It's nice to finally be able to stop speculating about the XL1's price. Even as recently as the first XL1 delivery in Germany, we were still mostly in the dark concerning the cost of the slippery VW. But is the price worth it, especially considering that the much sportier BMW i8 can be had for just a bit more (GBP99,895, or $171,460, in the UK)? Car seems to think so, noting that the XL1 is an eco and technology pioneer, and saying that its cost of ownership is "merely the price of progress." Plus, that includes the bragging rights of owning the world's most fuel-efficient car. The XL1's two-cylinder turbo-diesel engine displaces just eight-tenths of a liter and produces 47 horsepower. The internal combustion engine operates alongside a 26-horsepower electric motor powered by a 5.5-kWh lithium-ion battery pack. Despite its 2.64-gallon fuel tank, the XL1 has a maximum driving range of over 700 miles thanks to a 261-mpg rating (based on the European cycle). Unfortunately, we won't be able to do any bladder-busting, nonstop Chicago to DC road trips any time soon, as VW has no plans to bring the XL1 to North America - not that one would relish the experience of dicing it up with America's massive trucks and SUVs. If you want to drive one, you'll have to go to Europe, and you'd better have a very large piggy bank you're prepared to break open.
