Weekly Recap: Volkswagen moves forward under Muller

Most stunning was the speed of it all. On the morning of September 18, Volkswagen AG stood atop the automotive world. It was profitable and sold more cars than Toyota and General Motors, its two main rivals for global supremacy. By nightfall, the company would be embroiled in scandal. Revelations the German auto giant cheated on diesel emissions testing in the United States reverberated from Washington to Wolfsburg, Germany. What started out as a problem with 482,000 VWs and Audis in the US exploded into an international scandal. Millions of vehicles have the rigged software, meaning VW broke environmental rules as its cars spewed pollutants all over the world. The fallout began immediately. Volkswagen CEO Martin Winterkorn – one of the most respected and capable executives in the business – apologized on Sunday and Tuesday. On Wednesday he resigned. As the week progressed, the company's stock took a beating and credit agencies threatened to drop their ratings. VW dealers and owners said they felt betrayed. The automaker hired a law firm that defended BP after the Deepwater Horizon oil spill. The EPA is already extending its testing procedures to look for "defeat devices" like the ones used by Volkswagen. On Friday the company announced a major restructuring. Matthias Muller, Porsche's chief for the last five years, took over as CEO of Volkswagen and is charged with picking up the pieces of a shattered company facing regulatory action and lawsuits. With GM, Toyota, and Takata scandals still fresh, Volkswagen will likely experience unprecedented levels of scrutiny. Additionally, VW's markets in the United States, Canada, and Mexico will be combined into a North American region under the leadership of former Skoda boss Winfried Vahland, though US chief executive Michael Horn will stay on. The company is also realigning its brands by specialty and streamlining its board. Firings, government action, restructurings, and international outrage – things that usually build up over months or years – all occurred in about a week. With dizzying speed, Volkswagen's future has changed dramatically. It all happened, it's still happening, so fast. Inexpensive, small pickup trucks used to be everywhere in the US, whether they were from Japanese brands like Datsun or Toyota, the truly weird Subaru Brat or even from Europe with the Volkswagen Caddy based on the Golf. These days that market has completely disappeared, but if you're willing to pick up some tools to build your own, there's a company out there bringing the Caddy back as a kit for the Jetta.
Mark Smith knows a thing about building a vehicle at home. He has over two decades in the DIY-car business as a co-founder of Local Motors and the company that became Factory Five Racing. His latest venture is Smyth Performance and already offers a mid-engine, VW-based kit called the G3F. His new product, though, started as a fluke. "I just wanted a shop truck," said Smith to Autoblog. He already had a Ford F-450 but found that he was driving around with the bed empty most of the time. The result was a pickup truck based on the fourth-generation Jetta that he dubbed the Ute.
The kit retails for $3,500 and ships in three, big boxes, and it's designed to be built and painted in a weekend. Buyers get fiberglass exterior panels, a fiberglass rear window surround, sliding rear window, an aluminum reinforced bed with a tubular steel subframe, taillights, a fully functional steel tailgate, and other parts. In the end, you get a vehicle with a six-foot bed and a payload of around 700-750 pounds. The Ute maintains all of the factory suspension, fuel tank and emissions equipment and requires just a few cuts in the body to complete. "We did a modern Caddy," admits Smith.

France may still ban diesel vehicle sales

Legislators in France are not afraid to bring out the ban hammer when it comes to dirty vehicles. The city of Paris has implemented bans on old clunkers, and the French Prime Minister, Manuel Valls, said in 2014 that diesel cars were a "mistake" and that the government would "progressively undo" the error. Now the national government has said it will not rule out banning sales of new diesel vehicles by Renault and Volkswagen if those companies don't answer more questions about their vehicles' emissions. Environment Minister Segolene Royal said last week that France wants more information about the VW diesel defeat device and Renault's engine software. "We will be asking the consumer fraud investigators and prosecutors to communicate any findings that will enable us to establish whether it's necessary to withdraw sales authorizations," Royal said. Royal has been making waves recently at the COP22 meeting in Marrakesh, Morocco and said that Donald Trump's environmental policies will be " absolutely catastrophic" and weaken the US' standing in the world. If the US doesn't want to lead on climate change efforts, she said, "China can take the place of the United States." She has also been involved in a controversy at home over votes that her staff made to allow higher emissions level from vehicles.
