Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." As VW electrifies, it questions the role of Lamborghini, Bugatti, Ducati

FRANKFURT — Volkswagen needs to change to stay relevant in the electric and digital vehicle era and will announce "important steps" to that end before the close of the year, Chief Executive Herbert Diess said on Wednesday. "Volkswagen needs to change: From a collection of valuable brands and fascinating combustion-engine products that thrill customers with superb engineering — to a digital company that reliably operates millions of mobility devices worldwide," Diess told shareholders at the company's virtual general meeting. Vehicles need to stay in contact with customers, offer new services and comfort functions on a weekly or even daily basis, he said. "We will take further important steps to set the course for this in the rest of 2020," Diess said. Senior executives told Reuters the company is reviewing what role its high-performance brands Lamborghini, Bugatti and Ducati will play as the company increasingly focuses on electric, digital and autonomous vehicles. Volkswagen, which also owns VW, Audi, Porsche, Seat and Skoda, is looking at whether it has the resources to accelerate development of electric platforms for smaller brands at a time it is investing billions to transform its more mainstream cars. Asked whether Ducati, which is known for making noisy combustion-engined motorbikes, has an electric future, Markus Duesmann, who oversees research and development for the group, said: "It will not take long until we see an electric Ducati." Whether Ducati, which is a medium-sized premium motorbike brand, would offer an electric variant, depends on whether a bike could offer range comparable to a combustion-engined variant, Duesmann said. Advances are being made in battery technology which could make this possible, he added. Separately Frank Witter, the company's chief financial officer, in response to a question about whether a sale of Lamborghini is planned, said Volkswagen does not comment on speculation about potential divestments. Volkswagen's new Passat Alltrack ready to scale the Alps

Volvo may be stepping up its off-roading game with a greater variety of Cross Country models tumbling out the factory in Gothenburg, but the other (larger) European automaker whose name starts with the letters V-O-L is also broadening and updating its range of road-going automobiles equipped to handle a little soft-road duty. Aside from Audi's Allroad line, Skoda's Scout models and the new Seat Leon X-Perience, the Volkswagen brand itself has recently showcased Alltrack versions of the Golf, Multivan and of course the Passat. And now it's announced a new version of the latter for the European market. Based on the Euro-spec Passat Variant, the new VW Passat Alltrack follows a familiar formula: take a station wagon, equip it with all-wheel drive, jack up the suspension, add some lower body cladding and some new trim and – voila! – you've got a pseudo rough-roader on your hands. Set to debut in just a couple of weeks from now at the 2015 Geneva Motor Show, the new Passat Alltrack is visually distinguished by its new bumpers, underbody protection, beefed-up wheel arch moldings and a ride height increased by over an inch to the benefit of ground clearance as well as approach and departure angles. European buyers who like to leave the road every once in a while (or give the impression that they do) will be able to choose from a range of five engines: two burning gasoline with either 148 horsepower or 217, and three diesels available in 148-, 187- or 237-hp states of tune. The base TSI and TDI engines are mated to a six-speed manual, while the top three are hooked up to a six-speed DCT, but they all come with 4Motion all-wheel drive as standard. All but the base TSI model boast a towing capacity of 1,800 kg, enhanced by a Trailer Assist system that automatically lines the vehicle up to a trailer. It even comes equipped with an off-road mode that incorporates Hill Start Assist and Hill Descent Assist to make any journey across the Alps a breeze.
