Mercedes, Nissan and VW slammed by China's CCTV

Several automakers in China, including joint ventures with Nissan, Volkswagen and Mercedes-Benz, are in hot water because their dealers are allegedly overcharging customers for repairs. China Central Television, the country's state broadcaster, leveled the claims during its annual Consumer Day expose. CCTV runs these reports each year on March 15 and often takes aim at foreign companies operating within China. This year the focus fell on automakers, according to the Financial Times, and no domestic car companies were targeted. The network also accused dealers of overselling parts, and it took aim at Jaguar Land Rover specifically for problems surrounding transmission repairs, according to Reuters. The yearly stories are often criticized for focusing on outside businesses. "It panders to a certain type of nationalism as it tends to target foreign companies and rarely touches large state groups or monopolies," Qiao Mu, a journalism professor at Beijing Foreign Studies University, said to the Financial Times. Foreign automakers seem to face tighter scrutiny when doing business in China than their domestic counterparts, in general. The government there investigated several luxury brands, including Audi and BMW, last year for how they supplied spare parts and whether the components were overpriced. Some incurred fines, and Lexus decided to lower its prices. Volkswagen also experienced protests when owners felt the company wasn't handling a recall properly. The CCTV report also comes as many auto dealers in China are feeling a pinch due to high mandated sales targets from automakers. The situation was so dire in early 2015 several brands cut back sales targets and in some cases even paid the sellers to offset poor profits. Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions

U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.

Recharge Wrap-up: Arcimoto SRK video, BAIC EV at CES

Kelley Blue Book took a spin in the Arcimoto SRK three-wheeled EV at CES in Las Vegas. In the video above, KBB Managing Editor Micah Muzio gets behind the handlebars for a spin around an empty parking lot. He notes a gradual throttle tip-in, though from the video, it appears the trike has a bit of pep. While the hydraulic brake pedal requires a bit of extra effort, the regenerative brake lever located on the right handlebar is effective and easy to use. The steering is a little heavy, but manageable, at low speeds. He calls it "kind of a fun little conveyance," adding, "Maybe this is the future." See the full review in the video above. CARB Chairman Mary Nichols spoke with German television about Volkswagen's emissions scandal. In a photo she posted on Twitter, Nichols can be seen in front of cameras with CARB's test bay in the background. In the bay is a Volkswagen Jetta TDI. She says in her tweet, "Discussing VW cheating case w/German TV in front of ARB lab test bay & '07 diesel Jetta. Time to move on to #EVs!" Late last year, a group of environmentalists and Silicon Valley leaders – Elon Musk included – sent Nichols an open letter suggesting CARB help urge Volkswagen to give up on diesels and focus on electric vehicles. See Nichols's post on Twitter. South Korea's most popular EV is the Renault Samsung Motors (RSM) SM3 ZE (also known as the Renault Fluence ZE). The all-electric vehicle has sold 1,767 units since its arrival in Korea since November 2013, with 2015 sales reaching 1,043 units. This makes one in three EVs in Korea a RSM SM3 ZE. The car has been selected as Korea's official government vehicle, and RSM has supplied over 100 EV taxis, 60 of which are in Seoul. Read more in the press release from Renault. BAIC EV announced it has established an R&D center in Detroit at CES. It will work with its other centers in Silicon Valley and Aachen, Germany in order to develop automotive technology and evaluate global demand. The EV branch of the Chinese automaker also debuted its i-Link information system, which uses 4G to connect car telematics to the cloud. The i-Link system also provides wireless phone charging, remote inquiry services and connects sensing technologies to the internet. Read more in the press release below.
