France may still ban diesel vehicle sales

Legislators in France are not afraid to bring out the ban hammer when it comes to dirty vehicles. The city of Paris has implemented bans on old clunkers, and the French Prime Minister, Manuel Valls, said in 2014 that diesel cars were a "mistake" and that the government would "progressively undo" the error. Now the national government has said it will not rule out banning sales of new diesel vehicles by Renault and Volkswagen if those companies don't answer more questions about their vehicles' emissions. Environment Minister Segolene Royal said last week that France wants more information about the VW diesel defeat device and Renault's engine software. "We will be asking the consumer fraud investigators and prosecutors to communicate any findings that will enable us to establish whether it's necessary to withdraw sales authorizations," Royal said. Royal has been making waves recently at the COP22 meeting in Marrakesh, Morocco and said that Donald Trump's environmental policies will be " absolutely catastrophic" and weaken the US' standing in the world. If the US doesn't want to lead on climate change efforts, she said, "China can take the place of the United States." She has also been involved in a controversy at home over votes that her staff made to allow higher emissions level from vehicles. Volkswagen names new chief designer for Bentley

The Volkswagen Group has named one of its own to head up the design department at its Bentley division. The role now falls to Stefan Sielaff, who has been with the group (off and on) since 1990. Sielaff is principally an interior designer, but has been tasked with setting up numerous overall design offices for Volkswagen and Audi over the years. In his new capacity he'll be reporting to the group's chief engineer Rolf Frech (and oddly not to Bentley chief Wolfgang Durheimer), but at the same time, Sielaff will retain his role as head of interior design for the entire VW group, reporting to its chief designer Walter de Silva. Sielaff replaces Luc Donckerwolke, who has headed up Bentley design since 2012 and is leaving the company. We'll be on the lookout to see where Donckerwolke lands next. As Director of Design at Bentley, Sielaff succeeds Luc Donckerwolke (49), who held this function since 2012. Stefan Sielaff joined the Volkswagen Group in 1990, beginning his career in the interior design department at Audi. From 1995 the design graduate was entrusted with setting up the Group's Design Center Europe in Spain. In 1997 he was placed in charge of the Design Studio in Munich and was appointed Head of Audi Interior Design in the same year. In 2003 Sielaff moved to DaimlerChrysler as Design Director of the Interior Competence Center, returning to the Volkswagen Group in 2006 to become Head of Audi Design before being appointed Head of the Volkswagen Design Center in Potsdam und Head of Group Interior Design Strategy in 2012. In his new function as Director of Design at Bentley, Sielaff reports to Rolf Frech, Board Member for Engineering. In his function as Head of Group Interior Design Strategy he continues to report to Walter de Silva, Head of Group Design. Luc Donckerwolke has decided to leave the company. De Silva said: "Luc Donckerwolke has played a key role in the design of various Group brands. We would like to thank him for his work." Recharge Wrap-up: meet the '66 ZelectricBug, DOE announces home-scale H2 refueling competition

The US Department of Energy has launched the $1 million H2 Refuel H-Prize competition to create small- to medium-scale hydrogen refueling systems. The systems could be home-scale systems that produce hydrogen using utilities at home for refueling, or medium-scale systems to supply locations such as retail centers, apartment complexes or small fleets. The DOE sees hydrogen fueling infrastructure as the biggest obstacle to fuel-cell vehicle adoption and putting the production and refueling in the hands of the consumer could be a way around that obstacle. Read more at Energy.gov and at Green Car Congress. Hyundai has announced a new six-speed automatic transmission with integrated electric motor for new hybrid models. The new configuration puts most of the hybrid powertrain components within the transmission, and the torque converter has been eliminated. The new engine clutch reduces drag with fewer clutch discs, and the mechanical oil pump has been replaced with an electric one. Zelectric Motors has completed its electric 1966 Volkswagen Beetle rebuild, and has put it up for sale. The '66 ZelectricBug, as it's called, is powered by a 50-kW electric motor and 20-kWh battery pack, and offers 120 pound-feet of torque. It has a range of 80 miles, and is capable of at least 100 mph. The stock transmission has been rebuilt. It also has some new goodies like high-performance sway bars, custom shocks, and LED lighting. A startup called Alevo says it will build a billion-dollar factory in North Carolina to make longer-lasting lithium iron phosphate batteries. Alevo has purchased an old cigarette factory in Concord for $68.5 million, but it's unclear whether or not the company has secured the $1 billion investment to begin producing batteries. The company plans to create 2,500 to 6,000 jobs and produce several gigawatts worth of batteries per year, which is a tall order for a relatively unknown company. About 400 people have already received the free license plates in Shanghai, where the government wants to encourage alternative fuel vehicles.
