French probe alleges 2 million PSA cars had engine cheats

PARIS — A French investigation into alleged emissions cheating by PSA Group found that suspect software had been used on almost 2 million vehicles sold by the maker of Peugeot and Citroen cars, Le Monde reported on Friday. Paris-based PSA denies any use of fraudulent engine software, a spokesman said in response to the newspaper report, which sent PSA shares sharply lower. The stock was down 4.4 percent at 17.78 euros as of 1019 GMT. So-called "defeat devices" restrict exhaust output of toxic nitrogen oxides (NOx) under regulatory test conditions while letting emissions far exceed legal limits in real-world driving. In February, PSA became the fourth carmaker to be referred to French prosecutors by the country's DGCCRF watchdog over suspected emissions test-cheating, after Volkswagen, Renault and Fiat Chrysler. PSA's engineering chief acknowledged at the time that emissions treatment in the group's diesels was deliberately reduced at higher temperatures to improve fuel efficiency and carbon dioxide (CO2) emissions in out-of-town driving, where NOx output is considered less critical. According to Le Monde, an internal PSA document obtained by DGCCRF investigators includes discussion of the need to "make the 'defeat device' aspect less obvious and visible." However PSA insists there is nothing fraudulent or illegal about its engine calibrations. "PSA denies any fraud and firmly reaffirms the pertinence of its technology decisions," the company said on Friday. FCA to pay buyers $1,700 to swap out of scandal-mired VWs

FCA is trying to gain some sales from arch-rival VW in the competitive European market by offering potential buyers in Italy up to $1,700 to swap into an FCA group car. While the promotion isn't specifically targeted at TDI owners affected by the emissions scandal, it is clearly intended to turn dissatisfaction with VW's defeat device cheat into additional sales, Bloomberg reports. The 500-1,500 euro incentive (roughly $560-1,700, depending on vehicle) stacks on top of any other rebates or deals applicable, and applies if a buyer brings in any of Volkswagen Group's cars – including Audi, Skoda, and SEAT, among (many) others. As Bloomberg notes, it's normal for automakers to offer "conquest" deals – giving a buyer cash for trading in a competitor's vehicle. Those deals aren't usually limited to one company's products, however; FCA's program looks specifically to take advantage of VW's legal and public relations nightmare. FCA isn't the only automaker trying this trick in Italy. Automotive News Europe also reported that Ford is offering approximately $840 in incentives across its entire range to owners of VW vehicles seeking to trade in for a Ford. Volkswagen calls its 2015 Jetta "refined, redesigned," and countless man-hours have gone into its re-engineering, but you'd need to crawl all over the car, unbolt most of the body, drive it or spend some time on VW's website to fathom the changes. That's why we wrote, "2015 Volkswagen Jetta is new, we promise," when we first saw the car in New York last April. While we wait for a sweeping next-generation overhaul to come, the marquee elements for now are the new structure underneath designed to win an IIHS Top Safety Pick+ rating, fuel economy increases and a heavily reworked 2.0 TDI diesel engine. Plus, there's ornamental detailing around the body and updated interior, and the revamped trim package and accessories matrix promises to provide more value. That makes it a better buy than the 2014 model, assuming it can find buyers ready to appreciate the subtleties. Outside, improved aerodynamic prowess is the primary goal, and almost all of the visual refresh works to further that aim. A new grille with three cross fins sits atop a slipperier bumper and air intakes. On models with the 1.8T gas engine and new 2.0 TDI diesel, the grille is fitted with a shutter to decrease drag and, on the diesel, speed up the engine warming. There are sleeker rain gutters inside the A-pillars and paneling under the body by the rear axles. Attending to airflow in back is an altered decklid reshaped with an integrated spoiler. Among the other changes are optional adaptive bi-Xenon headlights lined with 15 LED running lights and a chrome strip of brightwork. New fog lights are set in the flanks of the lower lip, and LED taillights can be had on the GLI and Hybrid models, with a tweaked VW logo sitting in between. The illuminating upgrades continue inside with ambient lighting and a crisper dash cluster display. Those cabin changes are joined by an optional "tunnel" theme for the gauges, a new steering wheel design with piano black accents and chrome, redesigned vent controls and new fabric options. Changes to the front substructure from the bumper to the front doors, and strengthened A-pillars combined to win the 2015 sedan a Top Safety Pick+ rating from the Insurance Institute for Highway Safety. We're here to focus on the diesel model, and the updated EA288 2.0 TDI engine and its modular packaging is the most visceral highlight for 2015, inserting new numbers on every line of the spec sheet compared to its predecessor, save for cylinder bore spacing.
