Winterkorn not under official investigation in Germany

Prosecutors for the state of Lower Saxony in Braunschweig, Germany, are now saying that former Volkswagen CEO Martin Winterkorn is no longer specifically under investigation for his role in alleged fraud related to the automaker's diesel emissions scandal. The lawyers are clarifying that there's no formal inquiry into the exec because there's not yet enough evidence to establish a suspicion of wrongdoing, Bloomberg reports. However, they are still looking into VW's actions. Earlier this week, the prosecutors announced they had begun an initial investigation into Winterkorn for alleged fraud in the emissions regulation evasion. At that time, there were reportedly 12 complaints asking the lawyers to look into the case, including one from VW. Under German law, only a person could be charged for the potential crimes, rather than a whole company. "An initial suspicion must be based on facts, and you must begin an investigation before you can establish the facts," Christoph Schalast, a professor at the Frankfurt School of Finance, said to Bloomberg. Meanwhile in the US, the investigation continues into VW. The Department of Justice has the support from at least two senators to pursue criminal and civil charges against the company. The attorneys general in at least 29 states are also looking into things. Meanwhile, lawyers are building a class-action lawsuit, as well. Volkswagen's new Passat Alltrack ready to scale the Alps

Volvo may be stepping up its off-roading game with a greater variety of Cross Country models tumbling out the factory in Gothenburg, but the other (larger) European automaker whose name starts with the letters V-O-L is also broadening and updating its range of road-going automobiles equipped to handle a little soft-road duty. Aside from Audi's Allroad line, Skoda's Scout models and the new Seat Leon X-Perience, the Volkswagen brand itself has recently showcased Alltrack versions of the Golf, Multivan and of course the Passat. And now it's announced a new version of the latter for the European market. Based on the Euro-spec Passat Variant, the new VW Passat Alltrack follows a familiar formula: take a station wagon, equip it with all-wheel drive, jack up the suspension, add some lower body cladding and some new trim and – voila! – you've got a pseudo rough-roader on your hands. Set to debut in just a couple of weeks from now at the 2015 Geneva Motor Show, the new Passat Alltrack is visually distinguished by its new bumpers, underbody protection, beefed-up wheel arch moldings and a ride height increased by over an inch to the benefit of ground clearance as well as approach and departure angles. European buyers who like to leave the road every once in a while (or give the impression that they do) will be able to choose from a range of five engines: two burning gasoline with either 148 horsepower or 217, and three diesels available in 148-, 187- or 237-hp states of tune. The base TSI and TDI engines are mated to a six-speed manual, while the top three are hooked up to a six-speed DCT, but they all come with 4Motion all-wheel drive as standard. All but the base TSI model boast a towing capacity of 1,800 kg, enhanced by a Trailer Assist system that automatically lines the vehicle up to a trailer. It even comes equipped with an off-road mode that incorporates Hill Start Assist and Hill Descent Assist to make any journey across the Alps a breeze. VW reaches out to diesel consumers with new website

Volkswagen is starting to get details out to the public about its diesel emissions evasions in the US, and the automaker now has a dedicated website for consumers. The first thing that visitors see is an apology video from Volkswagen Group of America CEO Michael Horn. The site also details all of the VW TDI's currently known to be affected here, including the 2009-2015 Jetta, 2009-2014 Jetta SportWagen, 2010-2015 Golf, 2015 Golf SportWagen, 2012-2015 Beetle and Beetle convertible, and 2012-2015 Passat. Although, the Audi A3 should be on there, too. The company repeatedly reassures owners that these vehicles are safe to drive and promises it's developing a fix as quickly as possible to make them emissions compliant. On the site's FAQ, VW also clarifies that there's still a stop-sale on all of these models with the 2.0-liter TDI, including certified pre-owned ones. That could change soon because the automaker believes that the 2016 model year examples are legal, but the Environmental Protection Agency needs to sign off before they could go to dealers. Until the diesels can be sold, there also won't be any TDI advertising by VW. "We are working at full speed on a technical solution that we will present to partners, to our customers and to the public as swiftly as possible," Herbert Diess, CEO of Volkswagen passenger car division, says in a statement. He also offers an improved accounting of the number of vehicles affected. VW had previously said that there were 11 million with the emissions evading software worldwide. According to Diess, around five million of these came from the VW brand. Audi has said there about 2.1 million of its models affected globally with between 13,000 and 14,000 in America. DR.
