Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." VW updates Scirocco with revised styling, new engines

The Scirocco is undoubtedly one of the better-looking models in the Volkswagen lineup, but introduced back in 2008, it's now been on the market - some markets, anyway - for the better part of six years. VW is said to have an all-new replacement in the works, but before that arrives, the German automaker has announced a facelifted version with revised styling and a new engine lineup.
Set to be revealed at the Geneva Motor Show next month, the new Scirocco benefits from updated styling front and rear, high-tech exterior lighting, a revised cabin space with some throwback retro touches, some new technologies and, of course, an array of fresh wheel options ranging from 17 to 19 inches.
The updated Scirocco will be offered with a wide array of engines right from the get-go, including four gasoline options and two diesels, spanning from 125 horsepower all the way up to the 280-hp Scirocco R. The 2014 model hits European showrooms in August, but unfortunately isn't any more likely to make the transatlantic voyage Stateside than the version it replaces. Still interested? Recharge Wrap-Up: Tesla, CarCharging and the EPA

Credit Suisse analysts are bullish on Tesla. The group gives the electric car company's stock an "outperform" rating with a target price of $325. For its continued success, Credit Suisse cites the vehicles' superior technology, in turn offering more torque, roominess and reliability. Says analyst Dan Galves said of Tesla's competition with ICEs, "If Tesla can get to cost-parity with Internal Combustion vehicles and still offer $1,400 to $2,500 per year fuel savings to the consumer, it won't be a fair fight." The Tesla app is adding this functionality soon, perhaps with the update to iOS 8. It's not yet clear how this function will work, but it's one more innovative convenience feature that Model S owners can enjoy. CarCharging Group has remotely lowered the amperage on some of its residential users' Blink charging stations to 24 amps. This will slow down the charging time for affected customers with 6.6-kilowatt charging by about 15 percent. The company cited safety reasons for the move, with concerns about overheating. The amperage reduction is temporary, until CarCharging is able to provide replacement parts for the chargers. Some are concerned about the delayed action, as well as the fact that the reduction was handled without owner permission. Read more at Plugin Cars. Ford is halting test drives and sales of certain C-Max hybrid and Focus models due to a safety concern. Cars made during a single week this month at a Michigan factory may not have enough ball bearings in the steering gear assembly, which could lead to loss of control. None of the affected cars have been sold, Ford says, and about 50 units are currently at dealerships. Just over 600 will need to be recalled. Dealerships have been notified of the problem. The report shows a 66-percent reduction in benzene, almost 60 percent reduction in mercury from man-made sources, 84 percent less lead and more.
