Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

The Toyota Prius' battery pack just got something like a five-star rating from a truly seasoned professional – a 50-year aircraft technician. Bob Osemlak, who'd served more than three of those five decades with the Canadian Air Force, brought electricity back to his home in December during a heavy ice storm thanks to his gas-electric car. His ingenuity allowed him to turn on lights, furnace, refrigerator and the TV. The Thornhill, Ontario resident lost power for nearly a day on December 21 – not nearly as much as millions of other people hit by the recent storm - and so he still set about using his Prius for backup power, according to EV World. Being an aircraft technician for so long brought Osemlak the ability to home-brew his V2H set-up that he urges other people to avoid, for safety reasons. He had planned for a potential power outage by installing an outlet on his furnace and, when the storm struck, he ran a cord through the basement window to the car. During the nine hours Osemlak used his Prius for backup power, the car's fuel gauge only reduced less than one bar, or roughly the equivalent of a gallon of gasoline. It wasn't the first time Osemlak had played with his vehicle. In the 1960s, while stationed in Winnepeg, Manitoba, he created a car starter. Every hour, the car would start up and run for 10 minutes to avoid being frozen solid in frigid winter temperatures. Toyota Harrier gets a whale of a facelift [w/video]

Historically, the Toyota Harrier has been a doppelgänger for North America's Lexus RX - at some points, it was little more than a badge-swap and a few options away, at least aesthetically. That appears to be changing with this just-revealed new generation at the Tokyo Motor Show.
That's because this two-row, five-seat Toyota is in possession of a bold new look, dominated by a jutting, baleen-like grille edged in chrome, along with new headlamps and fascia. The greenhouse has likewise been revamped and gotten more pointed at the rump, which has new taillights, a resurfaced tailgate and a faux rear diffuser. Were it to be ported over to North American Lexus dealers intact, the Harrier's look would be jarring in light of the brand's spindle-grille-based design language, so we suspect that if the RX gets any of these updates (it was just refreshed for 2013), it will strike out on a different path visually.
Unlike the US RX, the new Harrier will rely on smaller-displacement four-cylinder engines, namely a 2.0-liter paired with a continuously variable transmission or a 2.5-liter four backed up by an electric motor. We'd like to see a smaller-displacement option for the US RX (it presently runs with 3.5-liter V6 engines in both gas-only and hybrid guise), but suspect it won't arrive until the next all-new model.
