In Jamaica, it's not easy to sell or buy hybrid cars

Jamaica's mellow reputation and Rasta vibe contributes to an international reputation of an island nation that moves at a leisurely pace. And the term "leisurely" certainly applies to the rate of sales of hybrids there. And we thought Mitsubishi i sales in the US have been slow. The country's Toyota dealership is still in the process of explaining hybrid technology to many of its prospective customers, with the widespread perception remains that a standard Toyota Prius needs to be plugged in for electrical charging, the Jamaica Gleaner reports. Because of such slow exposure, Toyota has only sold about 10 hybrids in Jamaica since the Japanese automaker started selling them there in 2010. And we thought Mitsubishi i sales in the US have been slow. Toyota dealers in Jamaica continue to tout hybrid technology that can boost fuel economy by about 30 percent but are going up against the fact that Toyota's hybrids now need to be pre-ordered and aren't kept in stock because of sluggish demand. There's also the fact that Toyota's Japanese operations insist on an approval process that ensures the hybrids sent there can handle Jamaica's road conditions, and it typically takes three to four months for a Prius to get to Jamaica once ordered. Island locales provide a curious dichotomy for advanced-powertrain vehicles. On one hand, the driving distances tend to be relatively small, lengthening the amount of time it takes to pay back the original cost premium. On the flip side, importing fuel to islands makes gas prices skyrocket and can prove costly for the economy in island nations. Late last year, for instance, the government of another Caribbean nation, Barbados, estimated it spends about $250 million a year on gas used for personal vehicles. That's why the government there is pushing for more electric-vehicle adoption, though the number of EVs on the island was in the low double-digits as of mid-2013.

In doing so, Samsung throws its hat in the ring with the likes of automakers Tesla and Mercedes-Benz, using knowledge from electric vehicle batteries in the arena of home solar energy storage. In addition to its 3.6-kWh battery, its new 5.5-kWh and 8.0-kWh batteries offer storage solutions at a larger, more practical scale for solar customers. Called the All-in-One, the battery system, borrowed from electric vehicles, is made up of a photovoltaic inverter, battery PCS and lithium-ion battery, and promises efficiency, compactness, fast installation and an affordable price. The quarter-millionth EV was a white Renault Zoe sold to a French computer engineer from Bordeaux named Yves Nivelle. While he credits a government program offering a ˆ10,000 rebate for EV buyers trading in an older diesel vehicle for helping him make the decision to pull the trigger on the new Zoe, "I have to say, I was convinced the first time I drove the car. It's a real pleasure to drive and it feels good to do my part for the environment," says Nivelle. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
