Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Recharge Wrap-up: Toyota to go electric with Aygo? Renault Zoe bests BEVs in e-Rallye Monte-Carlo

Toyota could sell the Aygo hatchback as an EV. Toyota Europe CEO Johan van Zyl says that the A-segment city car could be a candidate for all-electric power. "We see a stronger growth of that type of thinking in cities where they're saying, 'We'd rather have emissions-free vehicles so it should be a plug-in or a pure-electric vehicle,'" he says. The Renault Zoe took first and second place in the battery electric category of the 2016 e-Rallye Monte-Carlo. Defending Renault's title for a third year, two of the updated Zoes with improved range topped the category, taking second and third place overall. A hydrogen powered Toyota Mirai bested the Renaults by taking first place overall. 34 crews entered the competition, which took them from Fontainebleau, France to Monaco over four days. Singapore is launching an EV carsharing program. The nation's Economic Development Board and Land Transport Authority have commissioned Bollore Group's BlueSG to operate the fleet of 1,000 EVs and 2,000 charging points by 2020, with 125 cars and 250 charging points available by the middle of next year. The program – sort of similar to the BlueIndy program in Indianapolis – is part of an effort to reduce pollution. "The future of transport in Singapore will look very different from today," says Coordinating Minister for Infrastructure and Transport Khaw Boon Wan. Naysayers love to point out how dirty the electricity grid mix is when it comes to charging electric vehicles. Curmudgeons are eager to jump into any conversation about EVs to enlighten the lucky listeners about how plug-in cars contribute to pollution, sometimes even throwing in a dash of climate-change denial for good measure. (Thanks, buddy. Pray, tell me more about the plight of oppressed SUV owners.) Unless someone buys an EV just because they think they're cool (which, yeah, they often are), they probably have at least a passable understanding of their environmental pros and cons. As many EV owners are already aware, location has a lot to do with any particular plug-in car's carbon footprint. Still, there's always more to know, and knowledge is not a bad thing, especially if one uses it to do the right thing. That's why this handy-dandy map from Carnegie Mellon University is so interesting. CMU researchers have compiled information about the lifecycle greenhouse gas emissions of various EVs based on where they're charged, as compared to gasoline-powered vehicles. The researchers looked at the Nissan Leaf, Chevrolet Volt, and Prius Plug-In Hybrid versus the gasoline-dependent Toyota Prius hybrid and the stop-start-equipped Mazda3 with i-ELOOP and compared grams of CO2 emitted per mile. CMU takes into account the grid mix, ambient temperature, and driving patterns. For instance, if you drive a Nissan Leaf in urban areas of California, Texas, or Florida, your carbon footprint is lower than it would be if you were driving a standard Toyota Prius. However, if you charge your Leaf in the Midwest or the South, for the most part, you've got a larger carbon footprint than the Prius. If you live in the rural Midwest, you'd probably even be better off driving a Mazda3. Throughout the country, the Chevrolet Volt has a larger carbon footprint than the Toyota Prius, but a smaller one than the Mazda3 in a lot of urban counties in the US. The Prius and Prius Plug-In are relatively equal across the US. Having trouble keeping it straight? That's not surprising. The comparisons between plug-in and gasoline vehicles are much more nuanced than the loudest voices usually let on.
