Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Recharge Wrap-up: Toyota i-Road and COMS in France, Tesla tours Northeast, EV attitudes in UK

Toyota's i-ROAD and COMS teeny, tiny, city EVs are joining the Citelib carsharing fleet in Grenoble, France. The ultra-compact EVs, which will become available in October, are meant to supplement the Grenoble metropolitan area's existing public transit infrastructure, which includes trams, buses and trains. Toyota's i-ROAD and COMS will be connected to the transit systems IT infrastructure, allowing users to visualize their route on their smartphone or computer, and reserve and pay for their car before they get dropped off near the charging station (or the other way around). Then, the user finishes (or begins) their trip with one of the EVs. Surveys show that use of public transport is increasing in Europe, but most users still have to walk 15 minutes or so to reach their destination. Adding the i-ROAD and COMS carsharing service to their commute makes the trip into the city center quicker and more flexible, while keeping the air clean. See more below. Toyota is providing 70 vehicles to the Citelib program as part of a three-year test, while French energy company EDF is contributing 30 charging stations to the project. The i-ROAD is a three-wheeled EV that seats two people, and it features Active Lean technology for stability and comfort in the corners. Its footprint is about one-fourth that of a regular car. The four-wheeled COMS EV seats one, but also features a small storage compartment in the rear. The Tesla Model S is going on tour throughout the Northeastern US to give test drives to the public. Beginning July 4 in Montauk, NY, and ending August 30 in Vergennes, VT, people will get the chance to take a 15-minute spin in what many consider to be the best electric car available as part of Tesla's Fully Charged tour. You can even bring up to three guests in the back seat. So if you live in one of the states where Tesla can't sell cars or doesn't have a store, this is your chance to get to know the vehicle and decide if you want to buy one. Or you can just see what it feels like to silently go from 0-60 in 4.2 seconds (hint: it's pretty cool). A UK Survey shows five percent of people there are considering buying an electric vehicle.

NHTSA opens safety investigations into Toyota, GM and Honda crossovers

The National Highway Traffic Safety Administration is evidently keeping itself very busy these days, as the federal agency has just announced it is launching or renewing investigations into Toyota, Honda and General Motors crossovers.
2006-2008 model year Toyota RAV4 crossovers are under review for allegations of rear tie-rod rust which can result in failure. NHTSA also said it is probing some 35 complaints about 2005 Honda Pilot models with inappropriate activation of the vehicles' stability control system. The alleged malfunction can cause the vehicles to slow down or stop in bad unsafe situations. At the moment, NHTSA is reviewing a petition regarding the Pilot issue, a move that will determine whether it needs to open a full-blown investigation.
In addition, Saturn Outlook and GMC Acadia three-row crossovers built in 2007-2009 are getting looked at for "loss of low beam headlamp" function. One complainant said the wiring in his Outlook overheated and melted. NHTSA says it has received 415 complaints about the problem and a GM spokesman confirmed that the automaker already started a "Customer Satisfaction Program" in December to address the issue.
