Toyota asking NHTSA for fuel cell car safety exemption regarding electric shocks

Toyota is requesting an exemption from federal safety regulations that govern electric cars as it prepares to launch a small-scale hydrogen fuel-cell vehicle fleet.
The Japanese automaker is targeting Federal Motor Vehicle Safety Standard 305, which covers the packaging of high-voltage parts in electric cars. According to Uncle Sam, these systems need to be isolated so that passengers and first responders aren't electrocuted in the event of a crash. That seems pretty smart, but it's become a problem for Toyota's upcoming production fuel cell vehicle, as the mechanism that prevents electric shocks in low-speed crashes will apparently simply keep Toyota's car from even functioning.
Instead of the federally approved system, Bloomberg reports that Toyota plans to insulate the high-voltage wires and cables in the car, along with shielding electrical components like the fuel cells, electric motor and batteries with (presumably non-conductive) metal barriers.

Production of the Toyota Rav4 EV has ended. The shipment of the final Toyota EVs concludes Toyota's deal to source batteries from Tesla. Of the 2,600 Rav4 EVs to be produced, there are probably just a few hundred left to be sold, most of which are likely to be gone by the end of October. Read more at Inside EVs. Cadillac will likely show an improved version of the ELR at the Los Angeles Auto Show in November. The 2016 ELR will include unspecified "engineering enhancements," according to Cadillac spokesman David Caldwell. Uber executives, along with Illinois Governor Pat Quinn, have announced a major expansion of the ride-hailing company's Chicago headquarters. Uber also plans to add 420 jobs by the end of 2016. "Uber's new expanded headquarters will allow the company to continue its rapid growth and serve its riders and drivers throughout Illinois," says Governor Quinn. Toyota vows to fix poor Camry crash test result that irked Consumer Reports

Many Toyota vehicles haven't been performing well in the Insurance Institute for Highway Safety's (IIHS) small overlap frontal crash test, and the Camry is one of them. The 2012 and 2013 Camry both received "Poor" ratings, IIHS' lowest rating, in the test, which spurred Consumer Reports to take the car off its "Recommended" list. In response to the low ratings in the small overlap frontal test, and in a bid to maintain its best-seller status, Toyota will make changes to the Camry to improve its IIHS safety rating and to enhance its design, The Detroit News reports.
The Camry performed well in the moderate overlap frontal, side, roof strength and head restraints and seats crash tests, receiving "Good" ratings, IIHS' highest rating, in all four tests. That was enough for IIHS to award it a Top Safety Pick rating, just not TSP+.
Bill Fay, head of Toyota's US division, reportedly says, "It's still a five-star car. It still does very well in all the IIHS tests. It did not in [the small overlap frontal crash test], and we're busy making the necessary adjustments so that we can address that."
