Recharge Wrap-up: Japan's new hydrogen rules could help Toyota, New Delhi pollution worse than thought

The European Union is funding Fastned EV fast-charging corridors in Germany. The EU has set aside 2 million euros as part of its Trans-European Transport Networks program for Fastned to build the charging stations along major highways in Germany. The EU plans to help fund a network of 155 fast-charging stations along popular routes in Germany, Sweden, Denmark and Holland. Of those, Fastned will build 94 stations in Germany and Holland. Read more in the press release below. Revised hydrogen rules in Japan will make it easier to create hydrogen fueling infrastructure. Japan's Ministry of Economy, Trade and Industry has created guidelines allowing for liquefied hydrogen at filling stations, exceptions to required distances between precooling equipment and public facilities and less expensive materials for hydrogen storage. Toyota stands to gain from the new standards, as making fueling more readily available makes it easier to sell customers on the Mirai fuel cell vehicle. The result could be fiercer competition between Toyota and Tesla in Japan. Read more in the press release below, and at Tech In Asia. New research finds that New Delhi roads suffer from much worse pollution than the average levels recorded throughout the city. Pollution along roads is up to eight times higher than the numbers shown by urban background pollution monitors. With half of the city's population living within 300 meters of a major road, it's a major health concern. Joshua Apte of the University of Texas, Austin, recorded various pollution levels from inside vehicles in hopes of showing the difference between ground-level pollution and the lower numbers at monitoring sites. How the demise of Lincoln's Town Car has kick-started a limo revolution

The deaths of the Ford Crown Victoria and the Lincoln Town Car have meant overhauls of three high-profile American fleets: police, taxi and livery car. Just as police fleets are more open to considering other options and a Nissan van is the new face of the NYC taxi, livery car companies are looking at replacements for the Town Car beyond The Blue Oval. Ford, via Lincoln, has made an MKT Town Car (pictured), but an article in the Detroit News claims "it has failed to win over most of the big limousine companies." The upstarts trying to move in include livery and limo editions of the Cadillac XTS, and livery specifications of the Toyota Avalon and Chrysler 300.
Each of those challengers, however, faces challenges. The Town Car was a workhorse, American, rear-wheel-drive sedan with plenty of rear legroom. Cadillac has been in the livery space before but with decontented models that were about selling the brand, not its luxury. It is taking the opposite approach with the XTS, pointing out that its livery edition is "contented in the upper half of the XTS range." Still, the CEO of Michigan's largest livery company says "it's quite a bit smaller than what we're used to," and he also prefers rear-wheel drive.
The Chrysler 300 is rear-wheel drive, and American, which matters to some companies, but Chrysler hasn't yet revealed the livery package for it. The livery Avalon marks Toyota's first time getting into that business in the US, a natural step after having done so well with taxi clients and with the Town Car out of the way. Still, the livery client is a different to taxi buyers, so the Avalon could face other soft-touch hurdles.

Recharge Wrap-up: Minnesota first to require biodiesel, maglev in Israel, Toyota FCV in Aspen

A new Minnesota law that requires biodiesel blends goes into effect in just a few days, says KELO. Diesel drivers in Minnesota will be pumping soybeans into their tank beginning July 1. Every year, diesel will be sold as a B10 blend (ten percent biofuel) from April through August, and will scale back to a cold-hardy B5 blend from September through March. The biofuel largely comes from soybean crops grown within Minnesota, and the biodiesel industry pumps more than $900 million into the state economy every year. According to the National Biodiesel Board, using the B10 and B5 blends will reduce greenhouse gas emissions by 1,342,000,000 pounds every year. Minnesota is the first state to require diesel to be sold as a biofuel blend. In Japan, Isuzu Motors and Japanese biotech venture Euglena are teaming up to create biodiesel using algae, according to Bloomberg Businessweek. The goal is to create a new type of fuel that doesn't need to be mixed with light oil to be used in engines. "As long as we use light oil for diesel engines, emissions of carbon dioxide are inevitable," says Isuzu president Susumu Hosoi. Euglena has also been using algae to develop jet fuel with airline operator ANA Holdings. Isuzu and Euglena hope to have the new biodiesel developed by 2018. Aerial maglev transportation is coming to the campus of a defense contractor in Tel Aviv, Israel, Wired reports. The SkyTran personal rapid transit system uses small pods on an elevated magnetic track to move people from place to place. The pilot program will see SkyTran come to the corporate campus of Israel Aerospace Industries as soon as next year. The pods are hailed by phone, and carry passengers along the magnetic rail system at speeds of up to 44 miles per hour. The passive magnetic system levitates the pod attachment a centimeter above the rails, while a burst of electricity propels the pod forward. If the test at the campus goes well, SkyTran could spread to Tel Aviv at large, moving up to 12,000 people per track per hour with top speeds of 150 mph. The pre-production prototype of the Toyota FCV will make its North American debut at the 2014 Aspen Ideas Festival on Friday, June 27. The hydrogen car's finished exterior was revealed in Japan on Wednesday along with its nearly $70,000 price tag. It will go on sale in Japan by April of next year, and will come to Europe and California in the summer of 2015.
