Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Toyota gives a free RAV4 to 50-millionth customer [w/video]

Not surprisingly, the 50-millionth Toyota product sold in the US was a Camry, but Toyota had a big surprise in store for Michael Dee, the buyer of said milestone vehicle. Toyota group vice president Bill Fay showed up at Dee's house to not only personally thank him for the purchase, but also completely paid off that brand new Camry, presenting the owner with a clear title.
But that wasn't all. As you can tell from the image above, Fay had one more trick up his sleeve. The group VP brought along a brand new 2013 Toyota RAV4, which was also presented to Dee in appreciation. The best part is that Dee's genuine amazement was all caught on video, which is posted below.

Toyota may return to F1 under Lexus banner

A new report in from the website Club Lexus claims to have insider knowledge about a return to Formula One racing by Toyota, this time under the auspices of the Lexus brand. Toyota competed in F1 from 2002 through the 2009 season. That final year saw the team return competitive, if inconsistent results, but the larger economic woes in the automotive market made a decision to pull the plug relatively easy at the time.
Now, citing recent interviews with Toyota executives and insider sources, Club Lexus says that the move to re-enter F1 for the 2014 season is "all but finalized." The choice to go with the Lexus nameplate over Toyota makes some sense, too, considering the success that rival Infiniti has had in recent years through its partnership with Red Bull Racing. Further, the emerging Lexus identity as a performance car builder, with a strong background in hybrid vehicles, could help the F1 move resonate with buyers.
A few technological factors and formula changes within F1 offer some credence to the Lexus rumor, too. F1 will increase the available capacity of KERS from 60kW to 120kW, a change that theoretically benefits the hybrid-savvy Toyota. What's more, 2014 will see a switch from the current 2.4-liter V8 engines to 1.6-liter turbocharged V6s. A Lexus team that goes racing in 2014 will be on a level playing field with the rest of the grid then, with all teams adjusting to and continuing to develop the new engines.
