Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Toyota Supra, Rolls-Royces, dozens of BMWs recalled for backup camera issue

Weeks after Nissan and Infiniti recalled more than 1.2 million vehicles for a potentially dangerous programming oversight in the backup camera settings, BMW has issued a recall for similar problems. The recall, which covers 257,481 vehicles, includes numerous BMWs, as well as two Rolls-Royce models, and the 2020 Toyota Supra.  In total, the recall potentially affects 51 different products. This includes the 2018 BMW 540D, 2018–2019 BMW 640I, Rolls-Royce Phantom, 2018–2020 BMW 530e, 530i, 540i, M5, M550i, X3, 2019 Rolls-Royce Cullinan, 2019–2020 BMW 330I, 740Le, 740Li, 745Le, 750Li, 840i, M340i, M850i, X4, X5, X6, X7, Z4, and 2020 Toyota Supra. On certain BMW models, xDrive variants are also included. According to NHTSA campaign No. 19V684000, "The back-up camera and display settings can be adjusted such that the rearview image is no longer visible and the system will retain that setting the next time the vehicle is placed in reverse." If there is no display image when backing up, drivers can't properly see, and the car no longer meets modern safety regulations. Specifically, Federal Motor Vehicle Safety Standard (FMVSS) number 111, "Rearview Mirrors."  The recall was filed on September 27, 2019, and BMW plans to begin notifying affected owners in November. BMW, Toyota, and Rolls-Royce dealers will update the vehicles' software, which should fix the problem.

Toyota's decision to move its US headquarters from its longtime home in Torrance, CA, to Plano, TX, was one of the biggest stories in the automotive industry this spring. With several months since the announcement, more details about the plan have leaked out. It seems that pulling up stakes could mean an even larger shakeup in the Toyota workforce than first thought.
According to Automotive News, Toyota intends to hang onto around 50 percent of its workforce in the move to the Lone Star State. However, even that figure might be optimistic. According to an unnamed insider speaking to AN, there is a fear the actual number could be closer to 30 percent. For comparison, Nissan retained about 42 percent of its workers in its move from California to Tennessee.
The actual percentage making the move is a mystery because Toyota is still rewriting its job descriptions under a single set of guidelines. The changes affect benefits, bonuses and the reporting structure, according to Automotive News, and employees' reactions could play a big role in who decides to go. According to an unnamed worker speaking to AN, the wait is hurting morale. Some people are even applying at the nearby Honda headquarters.
