2013 Pikes Peak Hill Climb, Practice Day 3

The third practice day of the 91st Pikes Peak International Hill Climb is done. While the other classes got running time on the middle and top sections of the course, qualifying times were set on the bottom section of the course for the Open, Open Wheel, Electric, Exhibition and Vintage classes.
Everyone managed to keep it on the black stuff today, Greg Tracy setting the fastest time ahead of Hiroshi Masuoka, both men driving the Mitsubishi MiEV Evolution II four-wheel-drive prototype. Not even half a second behind Masuoka came Nobuhiro "Monster" Tajima in his Monster Sport E-Runner, who has taken about 18 seconds off his time since the first practice day. Rod Millen was the fourth fastest on the day in his Toyota TMG EV POO2.
Topping the Open Wheel class was Clint Vahsholtz, followed by Donner Billingsley, Andy Figueroa and Rodney O'Maley. The only driver in that class not to be given a time today was Dan Novembre. Kenshiro Gushi took the Exhibition class today as his Lexus IS F CCS-R made it up the mountain in 4:27.248, followed by Sage Marie in the Honda CR-Z at 5:19.591. Simon Pagenaud and his Honda Odyssey weren't classified.

Toyota amalgamates motorsports divisions under Gazoo Racing

Toyota has more racing divisions than we could wave a checkered flag at, with the company's various motorsport activities all coordinated by different operations. But the Japanese industrial giant is now bringing most (if not all) of them under one roof. From here on in, any racing that was done under the Toyota Racing, Lexus Racing or Gazoo Racing banners will now be united under the latter. That includes the LFAs it races around the Nurburgring, the TS040 Hybrid it fields at Le Mans and in the World Endurance Championship, the Yaris it will soon throw at the World Rally Championship, the Lexus racers that compete in the Super GT championship back in Japan... the works. The move does not appear to affect Toyota Racing Development, the automaker's American arm that handles its NASCAR racing activities, but from here on out, any Toyota or Lexus you see racing on most anything but a speedway will be competing under Gazoo Racing. The move appears to be more than symbolic and semantic, putting its racing vehicle development, technical support and marketing activities in the hands of the new Motor Sports Group. In announcing the consolidation, Toyota highlights in particular the benefit its various racing programs bring to its talent pool, if not the direct effect they have on the company's vehicles themselves. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
