Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. Scion rules out roadster, turbo versions of FR-S

Ever since Toyota and Subaru released the sports car alternatively known as the GT86, 86, BRZ and Scion FR-S a couple of years ago, rumors have circulated that even more exciting variants could be in store. But at least as far as Scion is concerned, those rumors are apparently nothing more than wishful thinking. Speaking with WardsAuto at the LA Auto Show last week, Scion chief Doug Murtha said that the prospect of an FR-S roadster has been taken off the table entirely. Apparently Scion lobbied parent company Toyota to produce just such a model, but after failing to find other markets interested enough in the model to put it into production, corporate HQ said no. "I think we were pretty aggressive on our (submitted plan), but we looked at what we would have conceivably lost on the product and said, 'We're not going to even push it further,'" Murtha said, going on to note, "Nobody was more disappointed than we were." Murtha further shot down the idea of a turbo version of the FR-S, dismissing it as a prospect the blogosphere (that's us) wanted to happen but "that's not something that's coming." Either variant might have helped Scion and Toyota boost sales of the model (which are predictably dropping after their first two years on the market), but the investment also might not have paid off their development, tooling and marketing costs. Of course, Murtha can only speak for Toyota, but we'd be surprised to see Subaru go it alone on either model, as costs would be that much more prohibitive without a partner. Bummer.

Toyota gives dealers permission to drop Scion, shows them FR-S droptop, Juke rival first

We recently heard that Toyota could be looking to shrink its network of Scion dealerships, and now Automotive News is reporting that the automaker has officially given its dealers the green light to dump Scion without any penalties. Currently, Scion has about 1,000 dealers, yet our report from August 8 quotes an industry analyst as suggesting a healthier figure would be between 350 and 500 outlets. But before its current dealers make a decision on whether or not to get rid of the youth-oriented brand, Toyota also showed off a couple potential future products in the pipeline.
The FT-86 Open Concept shown above was revealed back in March at the Geneva Motor Show, and AN says that an FR-S convertible was driven on stage at a recent national Toyota dealer meeting in Atlanta. There has still been no definitive word one way or another as to whether the droptop model will be built, but it could be a good way to follow up to the popular FR-S coupe. Another possible future product is a subcompact crossover, which was shown in drawing form at the meeting, presumably aimed at small CUVs like the Nissan Juke and the upcoming Honda CUV based on the Fit, a model recently previewed by the automaker's Urban SUV concept.
