Automakers paying Chinese dealers for lower-than-expected sales

The Chinese dealers vs. foreign manufacturers story won't quit. It began with a story on the struggles faced by FAW-Toyota joint venture dealers, with supposedly 95 percent of the showrooms losing money, and 10 percent of them doing so poorly that they'd have to exit the business. The problem is mandated sales targets, most set when the country's economy was racing. Now that things have slowed, China's dealers are swimming in unsold cars and the costs to keep them. In the case of FAW-Toyota, dealers asked Toyota to hand over 2.2 billion yuan ($355 million) to help address the situation. That was followed by a report noting the issues that Honda, BMW, and Nissan dealers are having with the same issue, revealing that the Chinese Automobile Dealers Association (CADA) had taken the highly unusual step of writing to the Chinese government to complain. Now Reuters reports that CADA is not only pressing its case even harder, it's being open about it: it announced that BMW agreed to pay dealers 5.1 billion yuan ($820 million) to alleviate poor profits last year. Unnamed sources said Audi has thrown 2 billion yuan into the kitty for subsidies, and Daimler has contributed "about 1 billion yuan" to its dealers. The battle isn't just about 2014, but how business will be run in 2015 as well: Chinese Porsche dealers have requested the automaker lower its 2015 target of 64,000 cars, which would be a 40-percent increase on its 2014 sales of 46,931 vehicles. One analyst called it "shocking" that the CADA has taken its fight public, while CADA comments continue to imply that dealers have been railroaded to the cliff's edge without recourse. "Due to the difference in status," it's deputy secretary said, "individual dealers are not willing to, or don't dare to, talk frankly with the carmakers...." Both parties need one another, so they'll figure out a way to make it work – but that could mean acknowledging the Chinese market is behaving more like a mature one, not an emerging one. Toyota says president, chairman of scandal-hit Daihatsu unit to step down

TOKYO — Toyota Motor Corp said on Tuesday both the president and chairman of Daihatsu Motor will step down almost a year after the small-car unit said it had rigged collision safety-tests. The departures are among the most drastic changes Daihatsu has made so far, as Toyota seeks to return the brand to its roots as one of Japan's most iconic compact car makers. Toyota faces a potential hit to its reputation from the safety certification lapses at Daihatsu, as well as separate governance issues at truck maker Hino Motors and affiliate Toyota Industries. The scandals at the three companies triggered a rare apology of Toyota Chairman Akio Toyoda last month. In a statement, the world's top-selling automaker said its chief executive officer for the Latin America and Caribbean region, Masahiro Inoue, will replace Soichiro Okudaira as Daihatsu's president effective March 1. Daihatsu's chairman, Sunao Matsubayashi, will also step down and will not be replaced, Toyota added. The outgoing Okudaira had worked at Toyota for nearly four decades before becoming president of Daihatsu in 2017, a year after it became a wholly owned Toyota subsidiary. Toyota Chief Executive Koji Sato told reporters, however, that the organizational change at Daihatsu was not carried out as a punishment for the outgoing executives. In volume terms, Daihatsu accounted for 7% of Toyota's total group sales of 11.2 million vehicles in 2023, including those of the luxury Lexus brand and Hino Motors. Given the misconduct over the safety test certification applications, Daihatsu also will be removed from a commercial vehicle partnership known as the Commercial Japan Partnership Technologies (CJPT), the automaker said in a separate statement. The partnership was established in April 2021 by Toyota, Hino and Isuzu Motors to facilitate technology development for commercial vehicles. Suzuki Motor and Daihatsu joined in July the same year. Daihatsu's 10% equity stake in the partnership will be transferred to Toyota, the statement said. EPA says automakers ahead of schedule for 54.5 MPG by 2025

Remember, the target is 54.5 miles per gallon by 2025. Today, the CAFE level is a little over 30. How we get from here to there is something the US Environmental Protection Agency (EPA) is monitoring closely. Thus, the EPA just released an annual flash report on how the auto industry is progressing towards meeting the nation's fuel economy goals. Overall, the industry is doing almost 10 grams per mile (equivalent) better than the rules require. The good news is that the industry is a bit ahead of schedule. In the report (see page iii), the EPA breaks things down by automaker based only on MY12 numbers. Tesla is at the top of the list (which is ranked by over-compliance with 2012MY CO2 standards), but for our money, the real leader is Toyota. The Japanese automaker built the second-highest number of vehicles (2,020,248, after General Motors' 2,364,374) but racked up the most net 2012 over-compliance credits (13,163,009 metric tons). That's an average of over 6.5 metric tons per vehicle. The next closest is Honda, with just over five metric tons of credits per vehicle. Given the MPG fiasco with Hyundai and Kia, the EPA says, "we are excluding Hyundai and Kia data because of the ongoing investigation into their testing methods," but overall, the rest of the industry has credits worth 25,053,168 metric tons of CO2, which means it's doing almost 10 grams per mile (equivalent) better than the rules require. Go team. For now, the numbers in this report (and there are a lot more of them – get the 59-page PDF for yourself here), can't really be used to understand everything from the first year of the new CAFE program. The EPA writes, "Because the program allows credits and deficits to be carried into future years, at the close of the 2012 model year no manufacturer is considered to be out of compliance with the program. ... Compliance with the 2012 model year standards can't be fully assessed until the end of the 2015 model year." There are a more interesting tidbits in the report, such as the fact that Fisker produced 1,415 model year 2012 vehicles, Tesla made 2,952. Remember, too, that CAFE numbers don't equal the fuel economy you see in your daily drives. In the real world, the 54.5 CAFE level will be about 40 mpg, and the average fuel economy today is around 25 mpg, so we have a ways to go, no matter how you measure it.
