Japan's Prime Minister likes Toyota FCV's pickup, zero emissions

Japan's prime minister has a lead foot, apparently. Prime Minister Shinzo Abe recently had a photo op with Toyota's first production hydrogen fuel cell vehicle, even getting behind the wheel for a spin (no chauffeur for him, so much respect on our part). His primary impression was that the car had great pickup, before settling on the more politically correct view of noting the vehicle's lack of emissions. In the 87-second video below, we can see the prime minister's appreciation of the car's performance as Toyota Motor Corp. Managing Officer Satoshi Ogiso dutifully rides shotgun. Abe also noted that he was "cheering" for the car's success. And he will apparently do his part there. The Japanese government will provide incentives worth about $20,000 per vehicle, bringing down its out-of-pocket price to less than $50,000 from about $69,000. Toyota in June announced pricing on the sedan, which will start sales next spring. The car can go 435 miles on a full tank from a hydrogen refueling station, wherever those can be found. Recent reports claim Toyota will name the model Mirai, which means "future" in Japanese, though the company hasn't made any official announcement. Toyota RAV4 EV lease gets cut in half to $299/month

If you're in the market for a new electric vehicle, now is definitely the time to buy or lease. Following price drops on just about every other EV on the market, Toyota is looking to push a few more all-electric RAV4 crossovers out the door over the Labor Day weekend. The Detroit News is reporting that, through September 3, anyone looking to get into a RAV4 EV in Los Angeles or San Francisco, can get a deal: a $299 a month lease (no word on down payment, though) or zero-percent financing for 60 months for buyers.
The $49,800 RAV4 EV normally leases for twice as much - $599 a month - so this move could be an attempt to sell more of the 2,600 units Toyota has planned to produce. Or maybe, if you thought $599 was a fair price, you can now get two RAV4 Evs. Although temporary, the price drop comes at a time when many other EVs on the market have had their prices reduced, including the Nissan Leaf, Chevy Volt, Smart Fortwo ED and Honda Fit EV, not to mention already low prices for the Fiat 500e and Chevy Spark EV.

Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
