CARB uses tricked-out RAV4 EV to measure air pollution in California

The old-school Toyota RAV4 EV you see above is the California Air Resources Board's version of a non-participant observer. The all-electric vehicle cruises around the state measuring airborne pollution. Since it's powered by batteries, there are no tailpipe emissions created as CARB tries to get a handle on how dirty the roadway air is. The problem, CARB says, is that it is difficult to measure air pollution levels, "during calm conditions at night and in the early morning." There are over 250 stationary air monitoring sites in California today, but the Board wanted a way to expand where and when it can test for things like ultrafine particles, carbon dioxide and nox. The original plan for the Mobile Monitoring Platform – as the RAV4 EV is officially called – was to "Investigate Spatial, Diurnal and Seasonal Pollution Gradients" on California's highways and ports. The RAV4 EV was originally expected to cost $280,000 (see pages 11-12 in this PDF from 2009), but a new report in the Modesto Bee says it had a total of $300,000 just in monitoring equipment. Michael Benjamin, CARB's chief of air monitoring, told the Bee that the MMP, "paints a thorough picture about what air quality is in any given community." More importantly, the stationary and mobile testing equipment can tell CARB when and where the air is getting cleaner. Which is the whole point, after all.

An early gas-electric hybrid was developed by...Exxon?

We're not sure which aspect of Exxon's 1970s-era efforts to develop advanced and electrified powertrains is the most ironic. There's Exxon, that of the Valdez oil spill infamy, being on the leading edge of hybrids and electric vehicles. There's a boat-like Chrysler Cordova getting 27 miles per gallon. And there's the central role a Volkswagen diesel engine plays in that hybrid development. It's all outlined in an article (linked above) by Inside Climate News, and it's an amusing read. Flush with cash and fearing what it thought was peak oil production in the 1970s, Exxon funded a host of new ventures divisions geared to find alternatives to gas-powered powertrains. In the early 1970s, Exxon lured chemist M. Stanley Whittingham to develop what would become a prototype of a lithium-ion rechargeable battery. Then, in the late 1970s, Exxon pioneered the concept of using an alternating-current (AC) motor as part of a gas-electric hybrid vehicle. The company retrofitted a Chrysler Cordova (yes, that's the model Ricardo Montalban used to hawk) with a powertrain that combined 10 Sears Die-Hard car batteries, an alternating current synthesizer (ACS), a 100-horsepower AC motor, and, yes, a four-cylinder 50-horsepower Volkswagen diesel engine. The result was a rather large two-door sedan that got an impressive 27 mpg. And while US automakers didn't see the potential in the early concept, in 1980 Exxon and Toyota began collaborating on a project that would involve retrofitting a Toyota Cressida with a hybrid engine. That car was completed in 1981, and may have been one of the seeds that eventually helped sprout the concept of the Toyota Prius. Soon after rebuilding the Cressida, Exxon would get out of the advanced-powertrain-development business, as oil prices began to fall in the early 1980s, spurring cost-cutting measures. Cry no tears for the Exxon, though, as what's now known as ExxonMobil is the largest US oil company. Toyota Camry re-earns CR 'Recommended' rating following crash tests

All is right again in the Toyota kingdom. The Japanese manufacturer's bread-and-butter sedan, the Camry, has been put back on Consumer Reports' "Recommended" vehicle list, following improved performance in the Insurance Institute for Highway Safety's crash testing.
You'll recall that the 2012 and 2013 Camry were infamously booted from the list due to "Poor" ratings in IIHS' notoriously tough small-overlap crash testing. Toyota vowed - just last week actually - to fix the ratings. As the Toyota brand's head, Bill Fay, said last week, "It's still a five-star car. It still does very well in all the IIHS tests. It did not in [the small overlap frontal crash test], and we're busy making the necessary adjustments so that we can address that."
Now, though, those redesigned cars have been tested, earning an "Acceptable" rating in the overlap testing. According to Consumer Reports, Camrys built from November 2013 on feature new internal structures that improve the car's crash test scores enough to make it a "Recommended" buy. IIHS has also elevated the car back to a position in its Top Safety Pick category, although it falls short of the new gold standard, the Top Safety Pick + rating.
