Toyota asking NHTSA for fuel cell car safety exemption regarding electric shocks

Toyota is requesting an exemption from federal safety regulations that govern electric cars as it prepares to launch a small-scale hydrogen fuel-cell vehicle fleet.
The Japanese automaker is targeting Federal Motor Vehicle Safety Standard 305, which covers the packaging of high-voltage parts in electric cars. According to Uncle Sam, these systems need to be isolated so that passengers and first responders aren't electrocuted in the event of a crash. That seems pretty smart, but it's become a problem for Toyota's upcoming production fuel cell vehicle, as the mechanism that prevents electric shocks in low-speed crashes will apparently simply keep Toyota's car from even functioning.
Instead of the federally approved system, Bloomberg reports that Toyota plans to insulate the high-voltage wires and cables in the car, along with shielding electrical components like the fuel cells, electric motor and batteries with (presumably non-conductive) metal barriers.

According to the Toyota UK blog, engineers for the automaker were so excited developing the GT86 coupe that they investigated producing a whole family of models based on the rear-wheel drive sports car. And at least one engineer - product chief Tetsuya Tada - still hopes it can happen, even if not everyone at Toyota is onboard. Tada: "Actually we tried to do this secretly but the executives found us out. They said: 'What are you doing? Will you please focus on the coupe.'"
Those mooted variants included both a four-door sedan and a shooting brake. Why? Aside from the pure excellence of a lightweight, brilliantly handling hatchback, Toyota was keenly aware of the fact that it may need to spread the cost of development out across several models. Tada says that's part of the reason why it was so easy to create the convertible. The company knew from the outset that a softtop version was in the cards, and built the machine's structure to accommodate having the roof sliced off.
Tada also made mention of the already-announced collaboration between Toyota and BMW. The engineer said that the GT86 was particularly helpful because it demonstrated just how successful a product conceived and designed by two different companies can be. Called the Toyota Yaris Hybrid-R, this three-door pocket rocket isn't just a hybrid making a lot of horsepower - it incorporates technology from Toyota's TS030 Hybrid racecar that competes in the FIA World Endurance Championship series, including the 24 Hours of Le Mans. The Yaris Hybrid-R packs a 300-horsepower, turbocharged, 1.6-liter four-cylinder engine under its hood, which should be enough for most speed freaks, but Toyota pairs it with two 60-hp electric motors at each rear wheel (the same ones used in the production Yaris Hybrid that's sold in Europe). That makes total system output an insane-for-this-size 420 hybrid horsies.
But that's not all, as the Yaris Hybrid-R forgoes the traditional battery pack below the rear seats in favor of a supercapacitor, which can both hold more energy and has a much faster power charge/discharge speed than traditional batteries. Paired with the supercapacitor is a third 60-hp electric motor/generator positioned between the engine and six-speed sequential transmission. Its job is to feed the super capacitor energy during deceleration and direct its power to the rear electric motors when more grip and oomph is needed.
