Recharge Wrap-up: Audi to build Q6 e-tron in Brussels, Boris Johnson test drives Toyota Mirai

Audi will build the Q6 e-tron at its factory in Brussels, Belgium. Production for the electric vehicle - which will be based on the concept car from the Frankfurt Motor Show in September - is slated for 2018. Its expected driving range of about 311 miles should help make it competitive against the Tesla Model X. Audi's Brussels plant is also where the A1 is made. During a visit to Toyota Headquarters, London Mayor Boris Johnson confirmed that Transport for London will be the UK's first Toyota Mirai customer. Mayor Johnson traveled to Japan on a three-day trade mission, and took a test drive of the fuel cell vehicle. "By embracing this technology of the future, we aim to consolidate hydrogen's role as a practical alternative fuel for the 21st century and beyond," says Johnson. "I am sure that Transport for London will provide the ideal environment for us to see everything Mirai can do and, in doing so, take another great step towards improving air quality in our city and protecting the health of Londoners." The South Coast Air Quality Management District (SCAQMD) has delivered 12 electric commercial lawn mowers to government and nonprofit organizations in San Bernardino County. The donation of the electric mowers is part of a demonstration program to promote zero-emissions equipment. At prices ranging from $3,000 to $20,000, the electric mowers cost about 25 percent more than their gas-powered counterparts, but their lower operating costs can make up for the price difference in about two years. In addition, they produce about half the noise, and save about 600 pounds of harmful emissions per year. SCAQMD plans to deliver five more of the mowers as part of the same program. Toyota recalls 370k Sienna minivans, 10.5k Lexus GS models over separate issues

The year of the recall continues, but this time it isn't from General Motors. Toyota is announcing two, separate recalls affecting a pair of its models.
First, Toyota is recalling 370,000 Sienna minivans from the 2004 to 2011 model years that are registered or originally sold in cold-weather states. The problem is that the spare tire carrier assembly cable can be splashed by water contaminated with road salt and cause corrosion. There is a splashguard in place to prevent this, but it sometimes gets lost in "normal usage," according to the company. If the cable does break, then "the spare tire may separate from the vehicle."
This is actually the second repair for this problem for some of these vehicles. In 2010, Toyota issued a recall on 600,000 Siennas from the 1998 to 2010 model years. At the time, it installed a new splashguard and sprayed the area with an anti-rust chemical. However, according to Toyota spokesperson John Hanson speaking to Autoblog, the campaign worked for the 1998 to 2003 models but wasn't sufficient for the newer ones. For the latest recall, the vehicles are getting the entire cable replaced with a stainless steel unit and a new splashguard.

Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
