Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.

The Toyota Prius' battery pack just got something like a five-star rating from a truly seasoned professional – a 50-year aircraft technician. Bob Osemlak, who'd served more than three of those five decades with the Canadian Air Force, brought electricity back to his home in December during a heavy ice storm thanks to his gas-electric car. His ingenuity allowed him to turn on lights, furnace, refrigerator and the TV. The Thornhill, Ontario resident lost power for nearly a day on December 21 – not nearly as much as millions of other people hit by the recent storm - and so he still set about using his Prius for backup power, according to EV World. His ingenuity allowed him to turn on lights, furnace, refrigerator and the TV. Being an aircraft technician for so long brought Osemlak the ability to home-brew his V2H set-up that he urges other people to avoid, for safety reasons. He had planned for a potential power outage by installing an outlet on his furnace and, when the storm struck, he ran a cord through the basement window to the car. During the nine hours Osemlak used his Prius for backup power, the car's fuel gauge only reduced less than one bar, or roughly the equivalent of a gallon of gasoline. It wasn't the first time Osemlak had played with his vehicle. In the 1960s, while stationed in Winnepeg, Manitoba, he created a car starter. Every hour, the car would start up and run for 10 minutes to avoid being frozen solid in frigid winter temperatures. Toyota Camry lineup gets interior and tech updates one year in

When it debuted last year, the Toyota Camry came in for some criticism over its interior, most centered on material choices - both in quality (not enough) and variety (too much). Thus, Toyota has responded after just one model year, updating both materials and features on its gas-powered and hybrid family sedans for 2013.
The LE version appeared to get the lion's share of the improvements. Specifically, the LE is getting "soft-touch" door materials as well as armrests that match the rest of the interior color (instead of being black). The LE model also gets Toyota's six-inch display screen that helps folks get a better gander at the car's energy usage and fuel economy, among other things. Other changes include adding cross-traffic alert for models equipped with blind spot monitoring
Toyota introduced its latest version of the Camry and Camry Hybrid in the fall of 2011 as a 2012 model. Sales have been solid, and in particular, the Camry Hybrid has improved its fortunes, bumping its US sales almost fivefold to more than 45,000 units. So far in 2013, the latter has carried over much of that momentum, boosting January 2013 sales from a year earlier by 81 percent to 3,826 units.
