Forza Horizon 3 car list keeps on truckin'

We've covered three weeks of car reveals for Forza Horizon 3, and this time we get a better look at the trucks, SUVs and other off-roaders you'll be able to use to explore Australia. This week's list kicks things off with two of the most legendary off-roaders in the world, the Toyota FJ40 Land Cruiser and the Meyers Manx. They have different purposes; the FJ40 is for tough trail work and the Manx is for some light-hearted beach fun. But no one could deny the cultural importance of either. And both should be a blast in Horizon 3. In addition to this pair of classics, players will have a chance to get behind the wheel of both a race version of the Ford F-150 Raptor and its closest rival, the Ram Runner. And when traditional vehicles start to get boring, why not take out a full-blown Baja racer such as the Penhall Cholla or the Rockstar energy drink version of the little Polaris RZR XP 1000 side-by-side? Forza Horizon 3 is shaping up to have one of the most diverse car lists in a racing game in a long time. Toyota GT86 convertible on 'indefinite hold'

Bad news, sportscar fans. According to a new report from What Car?, Toyota has cancelled plans to produce a GT86 convertible, a model based on the FT-86 Open Concept that debuted at the 2013 Geneva Motor Show. In truth, Toyota never actually confirmed it would produce the budget-friendly droptop in the first place, but rumors have been flying since last year and Toyota reportedly showed its embattled Scion dealers a FR-S version of the convertible in August. Presumably, this means that a lidless variant of the Subaru BRZ is not in the cards, either.
The reason for the move is unknown, though What Car? reports "one possible cause is weight; Toyota did say that further work would be required on rigidity before the convertible could be launched, and that could have added extra bulk that conflict with the regular GT86's ethos of light weight and agile handling." It doesn't look like that work will happen anytime soon, as "sources now say that the car has now been delayed indefinitely, with no place in Toyota's product plan in either 2014 or 2015." Still holding out hope? What Car? says the project could be "fast-tracked" if management decides it wants to reboot the program down the road.

Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
