Toyota engineer warns automous cars could increase fuel use, urban sprawl

An increasing number of people are starting to consider the potential downsides of a transition to autonomous cars. The FBI is already looking at them for the potential ill effects on law enforcement, and a scientist for Toyota is raising the possibility that driverless vehicles could actually be detrimental to the environment over the long term.
Ken Laberteaux, who studies future transportation for Toyota, thinks that autonomous cars could lead to more pollution, not less, says Bloomberg. However, Laberteaux's theory isn't so much based purely on science as it is considering behavioral and historical trends. "US history shows that anytime you make driving easier, there seems to be this inexhaustible desire to live further from things," said Laberteaux during a presentation at the Automated Vehicles Symposium in San Francisco, CA, cited by Bloomberg.
Laberteaux's belief is that if commuters can make their drives easier, then they will be more willing to live farther away from the cities where they work. The end result would be more urban sprawl and increased pollution from the longer travel times.

I'm Adam Morath and this is your Autoblog Minute. Two of Toyota's plants are closed following the deadly explosions that hit the busy port city of Tianjin, China. The Associated Press reports over 100 people dead, hundreds injured and many still missing. According to the Japanese automaker 50 Toyota employees were injured in last weeks [00:00:30] event and they plan to shut down production in their Chinese plants until Wednesday. Various automakers were also affected, including Renault and Hyundai who claim a significant loss of vehicles. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
