CARB uses tricked-out RAV4 EV to measure air pollution in California

The old-school Toyota RAV4 EV you see above is the California Air Resources Board's version of a non-participant observer. The all-electric vehicle cruises around the state measuring airborne pollution. Since it's powered by batteries, there are no tailpipe emissions created as CARB tries to get a handle on how dirty the roadway air is. The problem, CARB says, is that it is difficult to measure air pollution levels, "during calm conditions at night and in the early morning." There are over 250 stationary air monitoring sites in California today, but the Board wanted a way to expand where and when it can test for things like ultrafine particles, carbon dioxide and nox. The original plan for the Mobile Monitoring Platform – as the RAV4 EV is officially called – was to "Investigate Spatial, Diurnal and Seasonal Pollution Gradients" on California's highways and ports. The RAV4 EV was originally expected to cost $280,000 (see pages 11-12 in this PDF from 2009), but a new report in the Modesto Bee says it had a total of $300,000 just in monitoring equipment. Michael Benjamin, CARB's chief of air monitoring, told the Bee that the MMP, "paints a thorough picture about what air quality is in any given community." More importantly, the stationary and mobile testing equipment can tell CARB when and where the air is getting cleaner. Which is the whole point, after all.

Japan considering offering free hydrogen cars because $30k incentives apparently not enough

There's no such thing as a free lunch. A free hydrogen fuel-cell vehicle, though? It may become a possibility in Japan, says Automotive News. We know the Japanese government is being plenty supportive of hydrogen vehicles since it will provide about $20,000 worth of incentives to prospective customers of the $69,000 vehicle. And with local governments like Toyota City's Aichi prefecture supplying another $10,000, out of pocket costs could reach less than $40,000 for the Toyota hydrogen car. We don't know for sure that the 'free' H2 car will happen, but with Toyota starting sales of its first production FCV next spring (potentially named Mirai), it could happen. That would also spell good news for Honda, which will follow up Toyota's effort for its own hydrogen fuel-cell vehicle. The case for the free car is still pretty tenuous. Automotive News, citing the Nihon Keizai business publication, reports that the Japanese government has thrown around the idea of subsidizing the vehicles outright to early adopters just to gain some momentum for this kind of zero-emissions vehicles. Heck, the government would even throw in free fuel for good measure. We'll see about that. Toyota headed to New York with 2014 Highlander, revised Scion tC

Toyota has given us a look at what the company will bring to the 2013 New York Auto Show. Visitors will get to set their eyes upon the all-new 2014 Highlander, and while the automaker isn't saying much in the way of details, we do get the teaser you see above (click to enlarge) to ponder on until next week. The image shows little more than a headlamp and a bit of grille, but gives us the flavor of what the crossover will bring to the table.
Scion, meanwhile, says it plans to dust off the "new 2014 tC sports coupe." While we don't imagine the two door will have undergone a major surgery, we're interested to see what the automaker has cooked up. The tC last endured a redesign in 2011.
