California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Subaru recalls 3k Legacy and Outback models for fluid leak

Subaru is recalling 2,893 examples of the 2015-2016 Legacy and Outback because of a potential transmission fluid leak on the two models. The affected vehicles carry build dates between July 3 and July 25, 2015 for the Legacy, and until July 27 on the Outback. According to a Subaru document posted by the National Highway Traffic Safety Administration (as a PDF), during production, the seal cap in the propeller shaft yoke may have been deformed. This could cause a transmission fluid leak, and "there is a possible risk of fire" if the liquid drips onto the exhaust, the report says. Dealers will replace the entire prop shaft on these models, and repairs will start on August 28. New examples will carry a stop-sale until fixed. BTW: Subaru's SHARC won the 2012 Design Challenge

Part of the festivities that encompass the LA Auto Show is the annual LA Design Challenge. This year's winner was the Subaru Highway Automated Response Concept, or SHARC. It envisioned automated, zero-emission highway patrolling.
The 2012 edition of the challenge was to envision the future of highway patrol in the year 2025. The goal was to conceptualize a vehicle that would account for the needs of "dynamic urban environments." In addition to Subaru's participation in the contest BMW, General Motors, Honda and Mercedes-Benz, all took part in the challenge.
The SHARC is essentially a law enforcement land-drone. It is entirely automated and runs on renewable energy. Subaru envisioned a future where the Hawaiian Islands are connected to each other by a large highway system. Such an expansive area would require considerable manpower to patrol. The concept of an autonomous patrol vehicle would eliminate the need for a good number of full-time personnel.
