California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Subaru Forester gets facelift for Japan

Subaru will introduce the updated version of the Forester for the Japanese domestic market at the Tokyo Motor Show later this month. The model benefits from a number of upgrades to the styling, interior, and equipment. It remains to be seen which, if any of these improvements will be applied to the version we get here. Most noticeable is the revised front fascia, which has been restyled to give it a "sturdier, more SUV-like appearance" thanks to a new grille, bumper, and headlights. Those lamps incorporate the company's latest EyeSight system with LED high- and low-beams that adapt to provide the optimal level of illumination according to traffic conditions. The suite of safety systems also includes lane-assist, pre-collision brake assist, blind-spot monitor, adaptive cruise control, and more. Around back the taillights have been redone as well, along with new 17- and 18-inch wheels and new body color options. Other features of the revised Forester include a new instrument panel with silver and piano-black accents, a color LCD display, and more. While mechanical changes remain limited, Subaru says it has optimized the suspension, steering, and transmission for better response. Turbocharged models also get active torque vectoring, and improved insulation promises lower NVH levels across the board. Next-gen Subaru WRX STI spotted at the N"urburgring

Subaru has been busy testing the next-generation WRX STI. Well, it may be the STI. The big wing out back lends some credence to that theory, but it could be that the basic WRX is getting new action in the back section. Time will tell.
In either case, spy photographers nabbed a few shots of the heavily camouflaged sedan running around the Nürburgring. Unfortunately, it looks as if Subaru has taken some of the sexy out of the WRX Concept we saw at the New York Auto Show, leaving this car looking more derivative of the current model than a revolution in design. The bold power bulge has disappeared from the vehicle's hood and the lower fascia looks far more demure than the the wild concept. Likewise, the muscular rear fenders have been toned down substantially.
The result is a car that looks more like a mildly warmed over version of the current model than a production version of the WRX Concept. Still, engineers and designers may have a long way to go before the finished product hits the market, so we'll reserve final judgement for now. After all, the early BRZ mules were nothing short of a travesty to look at, and we know how that turned out. Hope springs eternal.
