California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. 2015 Subaru Outback

"We like producing cars that are different." That's the company line trumpeted by several Subaru executives during the launch of the 2015 Outback - one of Fuji Heavy's most successful vehicles to date. Managing Editor Jeremy Korzeniewski accurately noted that while Subaru has never really found salvation with its mainstream sedans, it's the higher-riding, butcher offerings like the Outback and the Impreza-based XV Crosstrek that have been sales stars for the Japanese company. In 2013, for example, Subaru sold nearly three Outbacks for every Legacy it moved. And in 2014, the XV is on pace to outsell the Impreza upon which its based.
But Subarus have always been different, catering to unique customers that desire something a bit more special than your run-of-the-mill sedan or crossover. It's clearly worked, with Subaru having posted 30 months of year-over-year sales increases as of this writing. And even as the automaker's portfolio goes more mainstream, smoothing out its serially awkward styling and gunning for a larger market share here in the United States, that intrinsic Subaru differentiation is still baked in to each and every product.
It's that new Outback we're here to talk about today, a vehicle that's been comprehensively redesigned for the 2015 model year while not shaking up the formula that's made it successful since its inception in the mid-1990s, back when it (arguably) launched what we now know as the crossover utility vehicle segment. It's still plenty different - and plenty good, too.

Subaru Viziv Future Concept conceptualizes the future

Well, here's a rugged little thing. It's the latest in Subaru's Viziv series of concepts, unimaginatively called the Viziv Future Concept. But never mind the name, what we have here is a forward-thinking SUV that packs a new hybrid powertrain, downsized turbo engine, and reworked version of Subaru's Symmetrical All-Wheel Drive. That said, there's little to learn about these reworked systems, with Subaru's own press blast saying a whole lot of nothing about the new technologies found within the Viziv. Only the updated AWD system gets an explanation, with Subaru saying the "propeller shaft has been eliminated by mounting the single motor concentrically on the rear axle in a compact layout. In addition to AWD capabilities, a flat floor is realized for an expansive, comfortable interior space." What does the Viziv mean for Subaru? It's hard to say. Initially, this concept looks like a neat take on a next-generation Forester, but let's also remember that Subaru plans to re-join the three-row SUV segment soon with a proper replacement for the Tribeca. In any case, it's a tough-looking thing, and something we could easily see fitting in with Subaru's range of rugged all-rounders.
