California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Subaru WRX STI vs. Audi S3 in compact AWD dustup

It's not every day that a Subaru and an Audi can be reasonably compared head-to-head; the two brands tend not to compete directly in their respective segments. However, the latest WRX STI and the S3 Sedan offer the perfect chance to find out if the working-class Scooby can beat its upper-crust competitor.
The UK's Auto Express gets behind the wheel of these two all-wheel drive performance sedans, or saloons as the Brits call them. Across the pond, both of them are rated at an identical 296 horsepower, but the Subaru edges out the Four Rings on torque. Like in the US, British buyers have to pay a little more to get the Audi, but it comes with a nicer interior and more brand cachet, if that means anything to you.
The video starts out with a fairly standard road test comparing the two of them back-to-back - all fairly subjective. But then Auto Express takes the trip to the drag strip, and the results there are much more conclusive. There's a definite winner when they cross the line, but you have to scroll down to see which of these turbocharged models with rallying heritage wins out.

Subaru reveals coupe-like 2015 Legacy Concept ahead of LA show

Subaru has pulled the covers off its 2015 Legacy Concept before the car's debut at the LA Auto Show next week. The sedan trades in its relatively staid styling for a more aggressive, coupe-like design that almost makes us forget about the rear doors from some angles. Overall, the Legacy looks beefier than your average Subaru, similar to the Ford Taurus.
The concept's character line stretches all the way back to a small trunk, which helps the car achieve its coupe-like appearance. But the front end makes the biggest impression, with "hawk-eye" headlamps and a gaping hexagonal grille with three horizontal slats. The taillights have a shape similar to the headlamps to "enhance the solidity of the overall design," Subaru says.
Custom paint called Ocean Silver Metallic adorns the concept, which sports 21-inch wheels under bulging wheel arches that Subaru says hints at the standard all-wheel-drive system (the BRZ is the only two-wheel-drive Subie).
