California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Subaru confirms 3-row crossover for Indiana plant for 2018

There's a new vehicle coming to Subaru's Lafayette, IN, factory, as the all-wheel-drive specialist confirmed the site will build a new three-row crossover. The vehicle, which will actually be larger than the long-departed, three-row Tribeca, will begin construction in 2018. This announcement from Subaru follows a report from Automotive News last week that the company would introduce a US-specific seven-passenger CUV. That same report pointed to the Indiana factory as the source of the new model. It's unclear if this new model will revive the Tribeca name. All the company would say is that it "will likely carry a name synonymous with outdoor adventure, consistent with the company's other successful crossovers." "We are delighted to be bringing even more Subaru manufacturing to the US," Subaru of Indiana Automotive executive vice president Tom Easterday said in a statement. "The new model will also result in increased investment at SIA and at several of our suppliers across the country." Alongside the unnamed new CUV, Subaru's Lafayette, IN, factory already builds the Legacy and Outback. November 9, 2015 SUBARU CONFIRMS NEW 3-ROW CROSSOVER TO BE MADE IN U.S. AT INDIANA PRODUCTION PLANT Subaru of Indiana Automotive will receive 3-row in 2018 as its fourth model Cherry Hill, N.J. - Subaru has confirmed that a new 3-row crossover model, effectively replacing the retired Tribeca, will be produced at its SIA plant in Lafayette, Indiana. The all-new crossover is expected to be built beginning in 2018 and will be a larger vehicle than the Tribeca, with full third-row capability. The new vehicle has not yet been named, but will likely carry a name synonymous with outdoor adventure, consistent with the company's other successful crossovers; Outback, Forester and Crosstrek. When production of the new model begins, Subaru will have four models produced in the U.S.: Legacy, Outback, a new Impreza compact sedan and 5-door model beginning production in late 2016, and this new crossover. Subaru production in Indiana is projected to be approximately 228,000 units in 2015, and annual capacity is scheduled to grow to 394,000 with the introduction of the Impreza model. Subaru is currently enjoying its seventh consecutive year of sales records and expects to close 2015 with over 550,000 sales, with sales tripling since 2007.

Are you the Subaru WRX Concept for New York?

When Subaru dropped a hint about bringing an "all-new performance concept car" to the New York Auto Show this year, we immediately started hoping and praying that a conceptual iteration of the next WRX was in the offing. Looks like that might have paid off. While no official word has yet been written or uttered from Subaru, a French website called Blog Automobile has released a gallery of images that would seem to spill the beans about the WRX Concept.
If the leaked images are correct - and they look awfully complete and well done if they're not - WRX styling is taking a turn for the handsome. The sleek sedan in these images has all of the cues that we've come to expect from our rally-ready Imprezas: a dominating hood scoop and very wide stance with beefy wheels, and seems to miss only the rear wing to fit the perfect WRX stereotype. (And, yes, it should have gold wheels.)
There's no press release to be found, but the source is citing specifications as if it knows what it's talking about. We're told that 275 to 300 horsepower are the likely output of the turbocharged boxer four-cylinder engine, and that brakes with ventilated discs and six-piston calipers are there to haul the all-wheel-drive Scooby down from speed. If our earlier reporting is correct, we might expect to find an electric turbo under that imposing hood, too.
