U.S. issues new tariff threat, this time against British-built cars

WASHINGTON — Britain is the United States' closest ally but their long friendship may be sorely tested as the two countries try to forge a new trade agreement after Britain's exit from the European Union. U.S. Treasury Secretary Steven Mnuchin said on Saturday in London that he was optimistic that a bilateral deal with Britain could be reached as soon as this year. But Mnuchin gave up no ground after a second meeting with his UK counterpart, Sajid Javid. Javid has insisted that Britain will proceed with a unilateral digital services tax, despite a U.S. threat to levy retaliatory tariffs on British-made autos. Mnuchin told reporters after Saturday's meeting that such taxes would discriminate against big U.S. tech companies like Alphabet Inc's Google, Apple, Facebook and Amazon. The UK Treasury declined to comment on the private meeting. The divide highlights the challenges ahead as the Trump administration seeks a new bilateral agreement with Britain, part of a broader push to rebalance relations with nearly all its major trading partners. The stakes are high — British Prime Minister Boris Johnson has pegged the trade deal with United States as a way to ease the pain of breaking with Europe, Britain's largest trade partner. U.S. President Donald Trump, has promised a "massive" trade deal to support Brexit, the product of a populist movement similar to his "America First" agenda. The goodwill and special relationship the two countries have enjoyed for decades may not count for much, experts say. "Trump is not going to be doing Johnson any favors," said Amanda Sloat, a senior fellow with the Brookings Institution in Washington. "He's not going to give him a trade deal without major concessions." Even before the digital tax issue arose, the Trump administration threatened to tax foreign car imports, which could hit British-made Jaguar, Land Rover, Mini, and Honda Civic hatchback cars. Stiff U.S. trade demands include increased access for U.S. farm goods, concessions that will be difficult for Britain's entrenched natural food culture to swallow. The United States also wants Britain to change the way its National Health Service prices drugs and allow in more U.S. pharmaceuticals, which could prove politically unpopular for Johnson's government. Washington's demand that London block Chinese telecoms equipment maker Huawei Technologies Co Ltd for national security reasons could also cloud talks.

One-off Boat Tail is the tapered tip of Rolls-Royce's coachbuilding iceberg

Rolls-Royce is open to taking additional requests for one-off cars from its wealthiest clients in the coming years. It doesn't plan to make coachbuilt vehicles the norm in order to maintain their exclusivity, however. Rumored to cost nearly $30 million, the Boat Tail (pictured) introduced in May 2021 demonstrated what the BMW-owned British firm is capable of when money is truly no object. It's the product of a four-year development process that presumably cost several million dollars, and it was built at the request of three anonymous clients. It's the first car made since Coachbuild was promoted to a standalone division with the group, and it's very likely not the last. "Our idea is to maybe do one project every second year. Whether it's three cars or one car will hinge very much on the idea of the clients, and also on our appetite for doing it," explained company boss Torsten Muller-Otvos in an interview with British magazine Autocar. He added Rolls-Royce has the luxury to turn down requests it doesn't like. Precisely what will receive the firm's proverbial green light for production hasn't been specified. We're guessing future one-offs will need to adhere to the company's image, so transforming a humble Fiat 500 into a luxury car, Aston Martin Cygnet-style, is probably very low on the firm's list of priorities. Regardless, one-of-a-kind models won't roll out of the Rolls-Royce workshop on a weekly basis. Executives want to keep them "very rare," the CEO added, even if they receive numerous requests. Supply won't necessarily keep up with demand. What comes next depends on what customers request (and are willing to pay for). Rolls-Royce is open to experimenting with different body styles and different powertrain types, including a fully electric system. It's reportedly working on its first electric model, which could be called Silent Shadow when it enters production, and this foundation could be used to make a coachbuilt car if a customer commissions it. "There is no intention to boost any volume, because the intention clearly is to create projects that are significant for the brand's history in 70 or 100 years or so, and that are truly unique pieces. 2021 Rolls-Royce Ghost gets high-tech suspension, AWD, rear-wheel steering

The first-generation Rolls-Royce Ghost started life as a BMW 7 Series, and in 10 years on sale became the best-selling model the brand has known. That sedan ended production last year, leading Rolls-Royce to begin the process of introducing us to the second-generation Ghost. Having abundant feedback from customers about what they'd like in the new model, and, more importantly, having listened to the feedback, Rolls-Royce realized it would need to start from scratch. Engineers modified the aluminum-intensive Architecture of Luxury that supports the Phantom and Cullinan to fit the Ghost's needs, in standard and Extended Wheelbase spec. Instead of the predecessor's rear-wheel drive, the coming Ghost will get standard all-wheel drive. And taking another page from the big brother Cullinan, the entry-level offering will come with rear-wheel steering, too. Going beyond the other two models in the brand's lineup, the Ghost will be the first to fit what Rolls-Royce calls its Planar suspension that brings together three technologies. The first is an upper wishbone damper unit that's been three years in development, placed above the front suspension. The automaker didn't go into details, but the damper unit is said to provide an improvement on the brand's "hallmark magic carpet ride and dynamic abilities." The Flagbearer camera system monitors the road surface ahead to prepare the suspension, a technology offered on the Mercedes-Benz S-Class for a few years now. The third Planar trick is a satellite-aided transmission, wherein the ZF eight-speed automatic "draws GPS data to pre-select optimum gear for upcoming corners," a technology already in use on the Phantom. The bodywork won't stray far from what we know; designers wrapped Spirit of Ecstasy opulence into a discrete package. Inside, the gauge cluster will go digital inside three fixed instrument bezels, next to a widescreen infotainment display, and driver assistance features could include everything from night-vision to some advanced self-driving capability. Under the hood, we expect the same 6.75-liter V12 utilized by the Phantom and Cullinan, with something like 560 horsepower. The global situation pushed the Ghost's launch back, we're told. Deliveries should begin early next year, with a debut sometime between now and then. The first-gen ran $314,400 in standard length, $348,400 in EWB guise.
