U.S. issues new tariff threat, this time against British-built cars

WASHINGTON — Britain is the United States' closest ally but their long friendship may be sorely tested as the two countries try to forge a new trade agreement after Britain's exit from the European Union. U.S. Treasury Secretary Steven Mnuchin said on Saturday in London that he was optimistic that a bilateral deal with Britain could be reached as soon as this year. But Mnuchin gave up no ground after a second meeting with his UK counterpart, Sajid Javid. Javid has insisted that Britain will proceed with a unilateral digital services tax, despite a U.S. threat to levy retaliatory tariffs on British-made autos. Mnuchin told reporters after Saturday's meeting that such taxes would discriminate against big U.S. tech companies like Alphabet Inc's Google, Apple, Facebook and Amazon. The UK Treasury declined to comment on the private meeting. The divide highlights the challenges ahead as the Trump administration seeks a new bilateral agreement with Britain, part of a broader push to rebalance relations with nearly all its major trading partners. The stakes are high — British Prime Minister Boris Johnson has pegged the trade deal with United States as a way to ease the pain of breaking with Europe, Britain's largest trade partner. U.S. President Donald Trump, has promised a "massive" trade deal to support Brexit, the product of a populist movement similar to his "America First" agenda. The goodwill and special relationship the two countries have enjoyed for decades may not count for much, experts say. "Trump is not going to be doing Johnson any favors," said Amanda Sloat, a senior fellow with the Brookings Institution in Washington. "He's not going to give him a trade deal without major concessions." Even before the digital tax issue arose, the Trump administration threatened to tax foreign car imports, which could hit British-made Jaguar, Land Rover, Mini, and Honda Civic hatchback cars. Stiff U.S. trade demands include increased access for U.S. farm goods, concessions that will be difficult for Britain's entrenched natural food culture to swallow. The United States also wants Britain to change the way its National Health Service prices drugs and allow in more U.S. pharmaceuticals, which could prove politically unpopular for Johnson's government. Washington's demand that London block Chinese telecoms equipment maker Huawei Technologies Co Ltd for national security reasons could also cloud talks.

Mansory-tuned Rolls-Royce Cullinan is dubious decadence

German tuner Mansory doesn't do subtle, but its latest take on the Rolls-Royce Cullinan goes above and beyond in the flamboyance department. It celebrated the opening of its first showroom in Dubai by giving the British SUV a love-it-or-hate-it redesign inside and out. Nearly every part of the Cullinan's exterior has been modified. Mansory installed a full body kit that adds a deeper front bumper with extra air intakes and a splitter, vents chiseled into the fenders, side skirts, a spoiler above the rear window, and a sizeable rear diffuser. Flared wheel arches cover 24-inch forged wheels, and many of the exterior add-ons feature a black, gray, and white finish that almost looks like granite, a resemblance we're guessing is intentional. And, don't look for chrome: The bright bits were made black to give the SUV a more sinister look. Inside, the granite-esque finish appears on most of the trim pieces, and Mansory fitted leather upholstery with a wave-like motif on the door panels and on the center consoles — there are two in the Cullinan. The passenger sitting in the back enjoy individual power-adjustable seats upholstered in different colors, tray tables integrated into the front seatbacks, and an outline of the United Arab Emirates in the headliner. The same outline is stitched into the rear headrests and into the seatbelts, which also gain a white Mansory-branded stripe. Mansory didn't publish precise technical specifications, but we know that it didn't leave the drivetrain untouched. It quotes an output of 610 horsepower and 701 pound-feet of torque, while the stock Cullinan's 6.75-liter V12 posts 563 and 627, respectively. Another detail that hasn't been released yet is pricing. The hospital is due to open Monday, March 30. / AP     LONDON — Britain has ordered 10,000 ventilators from a consortium of leading aerospace, engineering and Formula One racing companies which will start production this week in response to an urgent government call for industry to help save lives. The 27-strong team, including Airbus, BAE Systems, Ford and Rolls-Royce, have joined forces to ramp up production of a ventilator made by Smiths Group, which supports those with complications from COVID-19. The consortium, which also includes seven Formula One teams including McLaren and Mercedes, home to World Champion Lewis Hamilton, said they had pulled staff off existing projects to meet the national need. Some 1,228 people have died from coronavirus in the United Kingdom and a senior health official said on Saturday the country would be doing well if it manages to keep the death toll below 20,000. "This consortium brings together some of the most innovative companies in the world," Dick Elsy, the head of the consortium, said in a statement. "I am confident this consortium has the skills and tools to make a difference and save lives." The United Kingdom, which initially only had 5,000 ventilators available in its National Health Service, has been trying to secure additional supplies after realising it needed 30,000 to cope with the peak of the outbreak. Prime Minister Boris Johnson, who is now in isolation in Downing Street after testing positive for coronavirus, made an emergency appeal earlier this month for manufacturers to retool their production lines and start making specialist health equipment including ventilators. Britain now has about 8,000 ventilators, with another 8,000 on order from international manufacturers that are due in coming weeks. Last week it placed an order for a newly-designed model from the vacuum cleaner company Dyson that will need to be approved by the health regulator. Mercedes part of a separate effort, too Separately on Monday a second consortium including Mercedes Formula One and other F1 teams said it had developed in less than a week a new version of a breathing aid that can help coronavirus patients.
