The EPA has alleged that FCA installed undisclosed emissions software in about 100k Ram and Jeep diesel models [UPDATE]

Update: The text has been updated with official information from the EPA given in a press release and a conference call. Although an initial report from Reuters said the EPA will accuse Ram and Jeep of using emissions defeat devices today, that isn't quite the case. In a press release and a conference call, the EPA stated that the notice of violation sent to FCA is for the installation of eight undisclosed auxiliary emissions control devices on 2014 to 2016 Jeep Grand Cherokee and Ram 1500 models with the 3.0-liter turbodiesel V6. The violation applies to about 104,000 vehicles in total. The agency also explained that auxiliary emissions controls on vehicles are not necessarily illegal, but installing them without disclosing them to the EPA when having the vehicle certified is. Though this initial notice of violation is for installing undisclosed software, the EPA may soon also classify these emissions devices as defeat devices, as it did with the software Volkswagen used. Depending on the outcome of the investigation, there could be fines of up nearly $45,000 per vehicle involved in the notice of violation. The agency revealed that the software alters how the emissions system performs in certain situations. In controlled testing, the vehicles are compliant, but in conditions such as high speed operation, the EPA found the vehicles would produce much higher levels of NOx emissions. The EPA is continuing to investigate, and is waiting for FCA to explain why these emissions control devices are not cheating or defeat devices. In an official statement, FCA stated it is looking forward to explaining that the software does not constitute a defeat device, and has also proposed software updates to achieve compliance. During the conference call, EPA representatives also noted that the vehicles are still safe and legal to be driven, and that owners do not need to take any action yet regarding their cars. It should be noted there is no stop-sale on current models at this time. Additionally, 2017 versions of the 3.0-liter diesel FCA vehicles have not been emissions certified yet. NHTSA investigating power modules on Chrysler Group SUVs and minivans

The Center for Auto Safety is officially petitioning the National Highway Traffic Safety Administration to begin scrutinizing alleged problems with the totally integrated power module (TIPM) on about 24 Chrysler Group SUVs and minivans. The advocacy group claims that the part's failure can cause affected vehicles to stall or not start at all. NHTSA is still looking into the accusations and deciding whether a full investigation is actually warranted.
The CAS petition claims at least 70 TIPM failures, but according to NHTSA, six of the complaints are for models that don't have the modules. In 34 of the reported cases, the vehicles refused to start, and in 17 of them the engine stalled. There were also two allegations of smoke and one of a fire. However, none of these affected airbag deployment or resulted in a crash.
This petition isn't the first TIPM-related problem for Chrysler Group. A recent report in the New York Times alleged that it found 240 complaints potentially related to the issue on NHTSA's website alone. In September, the automaker also recalled 230,760 examples worldwide (188,723 in the US) of the 2011 Jeep Grand Cherokee and Dodge Durango replace the fuel pump relay circuit inside of the TIPM-7 with one external to the unit. The original part could allegedly cause the models to stall without warning. Even earlier, the company also recalled about 80,000 examples of the Jeep Wrangler and Dodge Nitro in 2007 to have the module reprogrammed.

Current Ram 1500 sticking around into 2019

Ram is preparing a big redesign of its 1500 pickup truck for 2018, but for fans of the current truck, don't feel like you need to rush out to grab one – it's sticking around until 2019. That's according to Automotive News, whose sources spoke on condition of anonymity. The move allows Ram to take a two-prong approach to truck sales, offering the current model as a low-cost option for fleet users while pushing retail consumers toward the new pickup. The factories that build the 1500 today – Warren, MI, and Saltillo, Mexico – will assemble around 200,000 trucks in 2018 and 65,000 in 2019 before Ram phases out the older model. Meanwhile, FCA's Sterling Heights, MI, plant will screw together 325,000 redesigned 1500s starting in 2018, with production to increase to over 400,000 units in 2019. While Ram refused to comment when AN reached out, FCA CFO Richard Palmer hinted at the move during a conference call last week, saying "having more pickup capacity will allow us also to satisfy the fleet customers' demand on pickup, which we struggle to do today because we favor retail in the U.S. and Canadian volume, which have higher margins." "As we realign our capacity, we're going to be able to continue to work on improving our fleet mix," Palmer said. Beyond making a play for fleet buyers, continuing to build the current 1500 guarantees dealerships maintain a solid inventory as Ram ramps up production of the new truck. FCA's 3.6-liter V6 will provide thrust along with turbocharged options, although there's no mention of the venerable 5.7-liter Hemi V8. Don't read too much into that, of course – we'll eat our shoe if the 1500 ditches the popular eight-cylinder. It's still too early to predict when the 2019 Ram 1500 will debut, but it will likely happen in 2018 at the North American International Auto Show in Detroit or perhaps at a non-auto show event.
