Feds sue Fiat Chrysler, accuse it of cheating on diesel emissions

WASHINGTON - The US government has filed a civil lawsuit accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles. The Justice Department suit, filed in US district court in Detroit, is a procedural step that may ramp up pressure on Fiat Chrysler. The suit could ultimately help lead to a settlement, as in an earlier probe of rival Volkswagen AG that will cost VW up to $25 billion, but which affected a much larger number of vehicles. VW admitted to intentionally cheating while Fiat Chrysler denies wrongdoing. It did not immediately comment on Tuesday. US-listed Fiat Chrysler shares were down 2.9 percent at $10.44. The suit also names Fiat Chrysler's unit V.M. Motori SpA, which designed the engine in question. Reuters reported last week the Justice Department and EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions. The investigation has scrutinized VM Motori. FCA acquired a 50 percent stake in VM Motori in 2010 and the remainder in October 2013. The lawsuit asserts the Italian-American automaker placed undeclared "defeat devices," or auxiliary emissions controls, in 2014-2016 Fiat Chrysler diesel vehicles that led to "much higher" than allowable levels of nitrogen oxide, or NOx pollution, which is linked to smog formation and respiratory problems. The suit seeks injunctive relief and unspecified civil penalties. EPA said in January the maximum fine is about $4.6 billion. In January, EPA and California accused Fiat Chrysler of illegally using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks. Fiat Chrysler said on Friday it plans to update software that it expects will resolve the concerns of U.S. regulators about excess emissions in those vehicles. The January notice was the result of regulators' investigation of rival Volkswagen, which prompted the government to review emissions from all other passenger diesel vehicles. Volkswagen admitted in September 2015 to installing secret software allowing its cars to emit up to 40 times legal pollution levels. In total, VW has agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting US vehicles.

Fiat previews new Toro sport-utility pickup

Fiat is preparing to roll out a new midsize pickup. We've seen spy shots of the prototype running around, but heavily camouflaged as it was, we didn't get much indication of what it would look like – and even less about its name. But now the Italian automaker has given us an indication of both. Previewed in the teaser image above is the forthcoming new Fiat Toro. The vehicle is billed as a "sport-utility pickup," which Fiat touts as a new segment, though there are already plenty of vehicles out there that aim to blur the line between pickup and SUV. Models like the Honda Ridgeline and Chevy Avalanche come to mind, but the Toro is likely to be smaller than either – more like the long-gone Ford Explorer Sport Trac that bridged the gap between the old truck-based Explorer and the Ranger pickup or the Subaru Baja. Whatever it ultimately looks like, the Toro will be limited – at least initially – to the Latin American market. There it's set to be introduced early next year by Fiat Automoveis Brasil, which also offers the Strada pickup car. Whether the Toro ever makes it out into other markets remains to be seen, but we wouldn't hold out too much hope of getting a Ram version this far north as Chrysler doesn't think there's a market for compact or mid-size pickups in America to replace the old Dakota. Dead man went unnoticed in pickup at airport for nearly 8 months

The Kansas City Star reports that on Sept. 12, Lenexa, Kan., police found a dead man in the cab of his Dodge Ram 1500 at the Kansas City International Airport. Though a disturbing thing to find at any time, the scene was made all the worse by the fact that the body had been sitting in that truck for eight months. That's right, for virtually all of 2017 to date. It seems likely that the missing man, Randy Potter, committed suicide, and it likely happened the night he was reported missing, which according to KCTV 5, was Jan. 17. This is because, according to the Chicago Tribune, Potter's parking ticket was printed that day. The fact that it took eight months to find Potter is astonishing. Although the Associated Press reports that Potter's body was covered by a blanket and the windows of the Ram were tinted, those aren't really excusable excuses. Potter's truck was in a large parking lot, one that holds nearly 6,000 cars, according to the Kansas City Star, but that shouldn't have mattered, since the company in charge of the lot, S-P+, was supposed to take an inventory of every car in the lot every single night. Plus, Potter's family took the license plate number of the truck to the parking lot security companies not long after his disappearance. Clearly no one from the parking company was watching closely. As for the police, the Star reports that they never checked the airport since there wasn't any evidence to say he might have gone there. Yet they say they spent "several hundred man hours" on the case, and their operating theory was that he had left his family. One way people leave is by plane. So how was the body finally discovered? Someone who parked nearby complained of a horrible smell. After eight months, no doubt. It's puzzling that no one would have reported a smell sooner. Though the problem would have been bad enough in winter and spring, it would have become pretty intense in the summer months, with high temperatures in the 90s translating into incredible heat inside a truck on shadeless pavement under the relentless Missouri sun.
