Recharge Wrap-up: Big Oil fails at renewable fuel, scientists study air with EVs, plug-in Panamera sales

Big Oil companies help keep renewable fuels out of your tank, a new report shows. No surprise there, right? The Renewable Fuels Association published a report card grading the country's largest retail gasoline chains on fuel offerings like E85 and E15. The report gave failing grades, with less than one percent of stations offering E15 or E85, to "Big Five" companies Exxon, BP, ConocoPhillips, Chevron and Shell, among other oil company and convenience/grocery store brands. The only major oil companies that didn't get an "F" were Valero (D), Cenex (B), and Marathon (A-). The eight companies that scored an A+ had at least 25 percent of their stations offering E85 or E15. Beginning July 4, University of Leicester researchers began driving electric vehicles kitted out with special sensors to monitor air quality throughout the city (similar to how California does it). Now their emissions-free daily driving duties double as data collection for their studies. "By monitoring air quality as a seamless part of our daily transport system, we are providing a cost-effective way to help inform future policy and operational systems," says the University's Dr. Roland Leigh. "There is no doubt electric cars are the future." – Nissan's Andy Palmer Nissan is exploring the idea of taking its Leaf EV to India, but a lack of charging options is an obstacle. According to Nissan's chief planning officer Andy Palmer, "There is no doubt electric cars are the future. The product is there, what we need is infrastructure. Charging is a big challenge." Though Nissan stopped short of saying it (this time), this could possibly mean working with Mahindra, which said it is open to collaborating with other companies concerning EVs. The National Electric Mobility Mission Plan will get over $2 billion in funding, and some of that will go toward creating a charging infrastructure (you hear that, Nissan?). Chris Harris gets filthy in a WRC-ready Porsche 911 RGT

Last time we rode with Chris Harris we were shotgun in the tan leather seat of his used-yet-immaculate Ferrari FF. This time we're strapped into a black racing bucket of a filthy Porsche 911 rally car, one that led Harris to effuse, "I don't think I've driven a more exciting car this year, hypercars included." The thrills come courtesy of a 997-series Cup Car that's been reworked by Tuthill Porsche to run in the RGT-class rally series that will piggyback on five World Rally Championship and European Rally Championship races this year. It's not quite the Rothmans Dakar monster, but the RGT series gives privateers an affordable way into rallying with cars that look different and are different from one another. This one kept its 3.8-liter, 444-horsepower 997 Cup engine, but the 39-milllimeter restrictor drops that to about 350 hp. Beyond that are a new rollcage, gear ratios, suspension, fuel tank, underfloor protection and just about everything else. Said the man who built it, it cost "a lot, and it's still costing." But Harris says even though you "have to have your wits about you," it's a hoot to drive. And this is one of the few times you'll hear the phrase "What a tool!" used as a compliment. Ford Mustang Shelby GT350R named Road & Track Performance Car of the Year

With a 526-horsepower, 5.2-liter V8 that roars to 8,250 rpm, it's really hard to consider the 2016 Ford Shelby Mustang GT350R an underdog in any fight. However, the Shelby held the lowest as-tested price and was only middle of the pack in terms of power in Road & Track's 2016 Performance Car of the Year challenge. The 'Stang's numbers clearly didn't tell the whole story about the potent coupe because Ford's muscle car grabbed the title in this year's test. A model needs to be new or significantly updated to be eligible for the honor, and R&T found an impressive slate of eight candidates this year. The challengers included the Bentley Continental GT3-R, Cadillac ATS-V Coupe, Chevrolet Corvette Z06, Dodge Viper ACR, Mercedes-AMG GT S, and Porsche Cayman GT4. The Ferrari 488 GTB was the most expensive of the bunch with an as-tested price of $347,942, which is five times more than the Shelby. Once the group was together, R&T hustled them over curving roads and on the National Corvette Museum Motorsports Park. There was a lot to love about the Shelby, even in this impressive crew. Past winners include the Porsche 911 GT3 last year and the Corvette in 2013.
