Recharge Wrap-up: Big Oil fails at renewable fuel, scientists study air with EVs, plug-in Panamera sales

Big Oil companies help keep renewable fuels out of your tank, a new report shows. No surprise there, right? The Renewable Fuels Association published a report card grading the country's largest retail gasoline chains on fuel offerings like E85 and E15. The report gave failing grades, with less than one percent of stations offering E15 or E85, to "Big Five" companies Exxon, BP, ConocoPhillips, Chevron and Shell, among other oil company and convenience/grocery store brands. The only major oil companies that didn't get an "F" were Valero (D), Cenex (B), and Marathon (A-). The eight companies that scored an A+ had at least 25 percent of their stations offering E85 or E15. Beginning July 4, University of Leicester researchers began driving electric vehicles kitted out with special sensors to monitor air quality throughout the city (similar to how California does it). Now their emissions-free daily driving duties double as data collection for their studies. "By monitoring air quality as a seamless part of our daily transport system, we are providing a cost-effective way to help inform future policy and operational systems," says the University's Dr. Roland Leigh. "There is no doubt electric cars are the future." – Nissan's Andy Palmer Nissan is exploring the idea of taking its Leaf EV to India, but a lack of charging options is an obstacle. According to Nissan's chief planning officer Andy Palmer, "There is no doubt electric cars are the future. The product is there, what we need is infrastructure. Charging is a big challenge." Though Nissan stopped short of saying it (this time), this could possibly mean working with Mahindra, which said it is open to collaborating with other companies concerning EVs. The National Electric Mobility Mission Plan will get over $2 billion in funding, and some of that will go toward creating a charging infrastructure (you hear that, Nissan?). Robb Report chooses Porsche 911 as its Car of the Year

Robb Report has picked the seventh-generation Porsche 911 Carrera S as its 2013 Car of the Year, saying the two-door captivated its judges with "agility, driving dynamics and balance." The German coupe bested 12 others who were also in the running - the impressive list of nominees included the BMW M5, Audi S8, Ferrari FF, Mercedes-Benz SL63 AMG and the Bugatti Veyron 16.4 Grand Sport Vitesse.
Judging involved more than just throwing darts at pictures on the wall, as the publication enlisted a panel of automotive experts to test drive each vehicle for close evaluation. The panelists included 100 members of the Robb Report Club (comprised of top corporate executives and influential readers), Editor-in-Chief Brett Anderson and automotive consultant Robert Ross. Full results of the competition will be revealed in the luxury magazine's March issue, hitting newsstands in about a week. Porsche planning jacked-up 911 Safari? [w/poll]

The Porsche 911 may, for some, be the quintessential sportscar. And that typically means keeping it on paved roads and racing circuits. But there's a proud history to taking the Elfen off-road that traces back to specially-prepared 911s (like the one pictured above) which Porsche fielded in rallies in the late '70s and early '80s. And now Porsche is reportedly preparing to tap back into that history with a new off-road 911 model, according to the Auto Bild Motor Revue.
Tipped to be called the 911 Safari, the special variant would be based on the Carrera 4 but upgrade with bigger tires fitted to a beefed-up suspension with higher ground clearance and underbody skid plates. The model is expected to be presented initially as a concept at the Beijing Motor Show next April. But if enough interest is expressed - particularly from buyers in developing markets where the roads might not be as smooth as those to which North American and European drivers have become accustomed - Stuttgart could put it into production in 2016, when the current 991 is expected to get a mid-cycle refresh.
